Population growth 70% of the global population will live in cites by 2050, compared to 50% today (an increase equating to 1.3m people per week) (WHO, 2014) Resource crunches 1bn urban residents will live in cities with perennial water shortage by 2050 (over 6x the amount today) (McDonald et al, 2010) Climate Change 98% of mega-cities consider climate change presents significant risks (C40, 2014) Stretched infrastructure 47bn Economic opportunity 200bn Data explosion 90% economy annual loss due to traffic congestion (ARUP, 2011) global market each year in integrating city systems by 2030 of all data ever produced, has been produced in the past 2 years 6

18 Plan & Measure The Low Carbon City Programme covers a wide range of city aspects including social housing, transport, waste, procurement of opportunities, as well as raising awareness. City-wide carbon reduction methodology to facilitate the establishment of shared goals between the public sector and private components of a city. The Carbon Trust can help and give advice on: Setting up a strategic implementation plan. Data management techniques. Communication and Training. Setting up transport strategies. Incentivising & acknowledging low carbon implementation to attract future investors.
19 Carbon Calculator tool to set city-wide baseline Once the baseline is calculated it is then possible to: Identify potential areas where emission levels in the city may change Forecast CO 2 emission projections for 5-10 years ahead based on the data from the baseline year Define the Value at Stake in monetary terms
20 Strategic implementation plan helps articulate the city strategy Of particular importance: The quantification of emissions reduction opportunities and projects, in terms of cost, financial benefit, and carbon saved The balancing of projects with measurable emissions reductions alongside complementary actions that embed carbon management effectively in the city The scheduling of chosen projects and actions into a realistic, achievable plan that fits with city priorities and resourcing. The coordination of the plan with existing plans, policies, strategies, commitments, decision making cycles, financial cycles etc The definition of ownership and governance in the plan defining and communicating the roles and responsibilities of individuals at all levels to ensure that the plan will be delivered and reviewed, and benefits measured

22 Case Study: Oxford City Council In 2008 Oxford City Council created a Carbon Management Plan. Aim: to reduce the City Council s own emissions by 25% by 2011 Achieved success through implementing the most cost-effective options - plus their unique staffing structure and ongoing staff engagement Low Carbon Oxford collaborating with local private, public and non-profit organisations to reduce the city of Oxford s overall carbon emissions by 40% by 2020 Low Carbon Hub 1.24m in European Union funding Low Carbon Oxford Week June 2014 New aim: to reduce the city s carbon emissions by 80% by 2050, requiring city-wide collaboration.
23 Case study: Bristol City Council Pioneering major low carbon projects Harness the potential of decentralised energy Bristol City Council has committed to becoming a low carbon city and home for green industries. In June 2013 Bristol was named as European Green Capital Has reduced its carbon footprint by 28%; now aims to reduce total city emissions by 40% by As part of this they have obtained EU ELENA funding to progress ambitious district energy projects. We re working with them in developing four district energy schemes around the city to deliver: carbon reduction reduced energy costs greater energy security.
