The Microgeneration Certification Scheme (MCS) John Holden BRE Global
Drivers for the uptake of Microgeneration Technologies Greenness Meeting Targets 2016 zero carbon homes CO 2 emissions reduction Renewable Heat Incentive Heat and Energy Saving Strategy Code for Sustainable Homes ratings BREEAM Credits Cost of energy Incentives Low Carbon Buildings Programme grants Feed in Tariffs Carbon Emissions Reduction Target (CERT)
Benefits of Microgeneration Systems When correctly designed, manufactured and installed microgeneration systems can: Provide a useful proportion of a building s energy demand Help reduce CO 2 emissions Help achieve higher sustainability ratings (e.g. for BREEAM and CSH) Help satisfy planners and home owners expectations for sustainability Be good value for clients and taxpayers money Enhance the reputation of the industry Encourage uptake
Why MCS? Replacement needed for Clear Skies and PV schemes More robust Protect reputation of the industry UKAS accreditation Independent Protect consumers by providing robust criteria for: Quality of products Quality of installations Mitigate Risks
Risks Poor design and installation can: Be unsafe E.g. Present serious fire and safety risks Reduce system performance Damage the building envelope Poor performance can Increase running costs Cause discomfort Reduce emissions savings Both could turn a positive vision into a negative image
Examples of Risks Poor design Heating requirement/system not matched to heat source Poor installation Unsafe system 90% of solar heating jobs fail Part L (H&V News 28 Aug 2008) Lack of training Inappropriate materials Wrong connections Poor performance Increased use of fossil fuels Higher costs Nuisance
Other Risks Unrealistic expectations Good intentions/mis-selling Lack of knowledge/understanding of design requirements Apparent under performance Loss of confidence/reputation
The Microgeneration Certification Scheme Provides assurance to consumers on safety and quality of products and installations through assessment and annual surveillance of: Installation standards: Responsible for installation from design to handover Quality management system Consumer code of conduct Regulations and directives System design and installation Safety and durability System performance (Annual energy calculation) Commissioning and handover Staff competence and training Product performance requirements: Factory production control Product testing criteria Documentation Minimum performance requirements
The Microgeneration Certification Scheme (2) Gives recognition to good quality products Gives recognition to contractors who can demonstrate competence to design, supply and install microgeneration systems Ensures that Government grants and other microgeneration initiatives (e.g. FITs) are effective and worthwhile A number of certification bodies are operating the scheme UKAS accreditation required to maintain the robustness of the scheme
BRE Global Certification Scheme Current status: Scheme operating for: Solar Thermal Solar PV Micro-wind Heat pumps Biomass Micro-CHP Other standards under development Full UKAS accreditation achieved 380+ installers Certificated by BRE Global Business improvements ~200 products approved Further information:
Summary MCS in place to underpin and enhance confidence in the industry by setting minimum requirements for: Standard of installations Product performance Installer and product schemes established Annual energy calculations Consumer code of conduct Minimum performance requirements Initial assessment followed by annual surveillance A number of certification bodies now operating MCS Robustness of the schemes needs to be maintained
