1 Market Access Update 19 Tomato-potato psyllid (TPP) complex 18 August 2017 This update contains information specific to tomato-potato psyllid (TPP) and Candidatus Liberibacter solanacearum (CLso) interstate movement. Recent changes to interstate movement Queensland On 15 August 2017, Queensland updated their movement specific to TPP. These are new changes and may have a significant impact on the entry requirements for fruit, vegetables, plants, and plant-related product into Queensland. We recommend you refer to the Movement Control Order for Tomato Potato Psyllid for more information If you intend to move produce into Queensland, you must check the movement that apply to your produce. Please contact the Queensland plant quarantine regulator: Department of Agriculture and Fisheries p: (07) or alternatively Quarantine WA (QWA): (08) or qa@agric.wa.gov.au if you require more information or clarification. The Department of Primary Industries and Regional Development (DPIRD) will update the Snapshot of current TPP movement table below in the next industry update. South Australia South Australia has updated their movement specific to TPP and CLso. The provide the entry requirements for fruit, vegetables, plants, and plant-related products into South Australia. Condition 17 Tomato Potato Psyllid, is available at Notable changes include but are not limited to: Category 1 (host) fruit and vegetables (excluding tubers) WITHOUT leaves, calyx or other attached green material can be pack-house washed, securely packaged (Proof: Plant Health Certificate). - QWA will need to verify the washing treatment meets the specified requirements. Once the washing treatment has been verified, produce will need to be inspected by QWA and found free from TPP. VegetablesWA have advised the most efficient way for inspection to occur is at the wholesale markets. If the South Australian movement are satisfied, QWA can issue a Plant Health Certificate (PHC) that accompanies the produce to its destination. This provides proof to South Australia that their movement have been met. Category 2 (non-host) fresh fruit and vegetables WITH leaves, calyx or other attached green material can be treated with an insecticide* effective against adult TPP, inspected and securely packaged (Proof: Plant Health Certificate) *South Australia allows the use of insecticide treatment in accordance to the label or APVMA permit. DPIRD has presented chemical options to other jurisdictions requesting acceptance, and will subsequently apply for APVMA permit(s). Page 1 of 4
2 Cut flowers can be fumigated with ethyl formate treated post-harvest with a Deltamethrin dip (Proof: Plant Health Certificate) - QWA will need to verify the treatment for each consignment. If the South Australian movement are satisfied, QWA can issue a Plant Health Certificate (PHC) that accompanies the produce to its destination. This provides proof to South Australia that their movement have been met. Check movement When exporting quarantine risk material to another state or territory, it is the responsibility of the exporter to ensure they have met the movement of the jurisdiction they are exporting to. If you intend to move produce into more than one state or territory, you must check the movement for each. How you do it Check to find out what movement apply to your produce either by: Contacting or checking the website of the plant quarantine regulator in the state or territory that the produce are being moved to. 5 Attachment 1: Additional information provided for vegetableswa Movement Australia s states and territories can apply movement to material that could pose a quarantine risk to their jurisdiction. These may apply to the movement of fruit, vegetables, nursery stock, flowers, plants, and seeds, or other risk pathways such as soil, timber, vehicles and machinery. Movement are applied to manage the quarantine risk of any pests and diseases that may be present on the produce. They can include specified treatments (e.g. washing procedures or chemical treatments), inspection of produce, state or area freedom certification, or other requirements. If a suitable treatment is not available, produce may be prohibited entry into that state or territory. Interstate movement also called quarantine or requirements, or entry or requirements are set by the jurisdiction that is receiving the goods. For example, the South Australian government sets the movement for the entry of produce being sent to South Australia. Movement certification Non-host fruit and vegetables WITH leaves, calyx or attached green material can be packhouse washed, securely packaged (Proof: Plant Health Certificate or Plant Health Assurance Certificate). Growers wanting to send produce as described above to interstate markets with movement in place for TPP (NSW, SA and VIC) will require certification that the specific movement have been met. Growers have two options for certification: Option 1 Certification by Quarantine WA (QWA) Quarantine WA will need to verify the washing treatment meets the specified requirements. Once the washing treatment has been verified, produce will need to be inspected by QWA and found free from TPP. VegetablesWA have advised the most efficient way for inspection to occur is at the wholesale markets. If the movement have been met, QWA can issue a Plant Health Certificate that accompanies the produce to its destination. This provides proof to the destination jurisdiction that their movement have been met. Option 2 (preferred) Certification by an Accredited Business An Interstate Certification Assurance (ICA-61) scheme is available for growers wanting to send their produce to interstate markets with movement in place. The ICA Scheme enables a business to be accredited by QWA to assume responsibility for specified treatments, inspections or other processes, and to issue Plant Health Assurance Certificates (PHAC) for its produce. Quarantine WA will carry out audits on a business to ensure it continues to meet its obligations and for it to maintain accreditation. A PHAC must accompany the produce to its destination. This provides proof to the destination jurisdiction that their movement have been met.
