2 OVERVIEW One of Guyana s main economic activity is Agriculture. As it relates to Agriculture subsector livestock; Guyana is self-sufficient in all of its meat products.
3 Livestock Production Areas Communities bordering Suriname within which Livestock are conducted mainly in the Low Coastal Plain, Intermediate Savannahs, Hilly Sand and Clay Region, Savannahs 1. Poultry 2. Swine, Small Ruminants 3. Cattle

9 WHAT AREAS IN THE AGRICULTURE LIVESTOCK SECTOR MAYBE CONSIDERED FOR INVESTMENT?
10 A. PROCESSING FACILITIES While Guyana has a fairly large quantity of Poultry, Swine, Small Ruminants and Cattle, Guyana mainly supplies from those, fresh meat to the market. Therefore, two options exist. These are: 1. For the establishment of a processing facility for the processing of local meat to satisfy demand locally and /or 2. For Caricom countries (Like Suriname) to export to Guyana processed meat products.
11 B. AGRICULTURE EQUIPMENT /INPUTS As Guyana embarks on the Green Initiative, steps are being implemented to modernize agriculture farming practices to be updated. This is resulting in high demands for innovative ideals and machineries.
12 C. BRANDING, LABELLING, PACKAGING AND EXPORT FROM GUYANA- MEAT As the world embarks more on healthy life style, branding, labeling and packaging of meat is becoming very crucial to pushing sales margins and even entering new markets. Since Guyana is relatively small in this area, there are opportunities for growth supported by competitive factors such as animal health status and ease of tranport.
13 D. ESTABLISHMENT OF SPECIALIZED ABATTOIRS TO SERVE FARMERS- This can be done through public-private partnerships
14 E. TRANSPORT FACILITY FOR MEAT AND LIVE ANIMAL-
15 Guyana has local animals that can be used to enhance one s genetic programme. Further Guyana has a Genetics Improvement Laboratory that supports in the provisions of Artificial Insemination and Embryo Transfer Services. However, should one desire to import genetics, live animals, embryos and or semen, approval must be sought and obtained from GLDA. This will be discussed under Import/ Export Procedure. 16 WHY GUYANA?
17 Animal Health 1. On 30 May 2001,Guyana was added to the list of countries deemed free of Foot and Mouth Disease without vaccination by the OIE. 2. Further, Guyana has never recorded an OIE notifable diseases. (Guyana works assiduously to maintain this). 3. This reduces the likelihood of sanitary barriers to trade being imposed on animal and animal products originating from Guyana. Further, it sets these products apart on the basis of quality.
18 Economic Guyana as a member of CARICOM can trade products of Guyanese origin with other CARICOM members without the imposition of any tariffs through the agreement of the CARICOM CSME Agreement. The intention of this is to allow products of CARICOM origin to enjoy a price preference.(means that products may have a cost advantage. )
19 Marketing Guyana s animal health status grants animal and animal products originating from Guyana a competitive advantage that attracts a premium selling cost on the International market in comparison with other countries having similar products. Further, inputs of genetics to improve meat quality are ongoing.
20 Education In Guyana, there is a highly trained labor force that has been aided through the establishment and functioning of specialized schools for agriculture that produces graduates at the certificate and diplomas level in areas of animal health, production and genetics Guyana have the people to do the job.
21 Guyana have implemented laws compliant with requirements of the OIE for livestock rearing. Some of which are the Animal Health Act, Slaughter (Control) Act, Praedial Larceny Act and The Veterinarians Act. Drafts bills such as the Animal Welfare Bill and the Food Safety Bill are currently being deliberated at Parliament. This fact foster trade since the International Legal systems in Guyana are consistent with our International obligations. Legal
22 WHAT REQUIREMENTS DO I NEED TO SATISY TO BECOME A LIVESTOCK INVESTOR IN GUYANA?
23 WHAT GOVERNMENTAL ORGANISATIONS SHOULD I CONSULT? WHAT LEGAL REQUIREMENT DO I NEED TO OBSERVE?
24 FOR FARM ESTABLISHMENT Assuming that land has been made available, the following considerations must be noted in accessing lands for livestock production purposes. a) The approval of the Environmental Protection Agency (EPA) must be sought for any large scale livestock farming activities prior to the commencement of the activity. b) The EPA depending on the proposed scale and location of the activity, would conduct an Environmental Impact Assessment and thereafter indicates its response (Approval/Non-approval).
25 After EPA has granted its approval, prior to the establishment of the farm, the GLDA must be notified and consulted. The details of the livestock operation inclusive of farm type, pen designs, marketing plan and animals to be reared are shared with GLDA s Regional Officers. Regional Officers provide production and animal health advisory to farmers. CONTINUE
26 Live animals, embryos, semen and/or meat cannot be imported to or exported from Guyana unless approval has been granted by the GLDA. No objections to imports are also granted by the Ministry of Business (meat), Veterinary Public Health Department (meat) where relevant. At the present time live animal or animal genetic material could only be imported if the country of origin is free of certain specific diseases and the importation must be governed by the OIE guidelines. Risk Assessment for first time imports, request must come from Government Department Importing/Exporting Procedure
27 Additionally, importations are permitted based on the completion of a risk analysis that is usually conducted by an International Organization. (i.e. CAHFSA). Further details on the import and export requirements can be obtained from
28 Prior to the implementation of labels and packages final approval should be obtained from the GLDA. Further, Investors are encouraged to consult the Food and Drug Department who usually provide assistance. BRANDING, LABELLING AND PACKAGE OF PROCESSED MEAT
29 The Movement of Livestock within Administrative Regions in Guyana is regulated by the Guyana Livestock Development Authority, with assistance from the Guyana Police Force and the Neighbor Democratic Councils. ANIMAL MOVEMENT WITHIN GUYANA
30 Approval must be obtained in the form of the granting of Inter-Regional Permits from the GLDA for the movement of all animals originating from bordering Administrative Regions ( Regions 1, 6, 7, 8, 9). ANIMAL MOVEMENT WITHIN GUYANA
