Specifically, the project will target selected species including cattle, small ruminants (sheep and goats), pigs and poultry for smallholder producers in Eastern, Southern and Western provinces and the Disease Free Zone comprising Central, Lusaka and parts of Copperbelt provinces. 2 Implementation Status and Key Decisions Level 2 Project Restructuring: The project carried out Level 2 restructuring in November 2015 which included the following changes: (i) consolidation of selected PDO and intermediate level indicators to better capture development impact; and (ii) re-aligning expenditure by transferring $2.8 million from livestock infrastructure to animal disease control within the same disbursement category. The purpose of the transfer of resources was to sustain the achievement in reducing animal mortality from diseases such as East Coast Fever (ECF), Contagious Bovine Pleuropneumonia (CBPP) and Foot and Mouth Disease (FMD) and Newcastle Disease (NCD) from cattle and village chickens respectively. The number of infrastructure directly funded from the project budget was reduced. Planned expenditure on all community infrastructure such as Livestock Services Centers (LSC) tier 1 & 1+, which totaled 157 was cancelled. Instead, it was decided that all community infrastructure would be demand driven under the Matching Grant Facility (MG) of the Productive On-Farm Investments component. The tier 2 LSC were reduced from 26 to 9. The saving from these was transferred to animal disease control. A formal reallocation was not necessary because these expenditures are within the same disbursement category. Level 1 Project Restructuring: The project s progress towards achieving the Project Development Objective (PDO) and Implementation Progress were both rated Moderately Unsatisfactory (MU). As a consequence, the project is now undergoing Level 1 project restructuring involving refinement of the PDO, reallocation of $5.7 million from disbursement Category 3 (matching grants) to Category 1 (animal health services), changes to some PDO and intermediate level results indicators and including Force Account as a procurement method. The current PDO is to improve the productivity of key livestock production systems for targeted female and male smallholder producers in selected areas of the recipient s territory. This is proposed to be changed to to contribute to the improvement of livestock health and productivity of selected smallholder production systems in targeted areas. The change in the PDO is to acknowledge the likelihood of failure to achieve the productivity outcome and to increase focus and funding to animal health services where achievement of tangible results is more likely. The original budget allocation for animal disease control has been exhausted by end of December 2016 eighteen months before project closure. In order to continue these activities, it became necessary to reallocated funds away from the slow disbursing Matching Grant Facility (MGF) to animal disease control. Cumulative disbursement by the project at the moment is $31.68 million leaving an undisbursed balance of $16 million. The project is making reasonable progress in the area of animal disease control where the vaccination programs for CBPP, ECF, and FMD in cattle and NCD in village chickens have significantly reduced mortality in the targeted areas. Cattle inventory by the Ministry of Fisheries and Livestock show rising cattle population from 2.1 million in 2012 to 2.89 million in Sero surveys have revealed very low rate of infection of CBPP. From among 39,000 samples that were collected, only 27 animals tested positive for CBPP in Mulobezi, Senanga, Limulunga, and Mitete of Western Province. All the positives were slaughtered. The control of serotype SAT I & II strain of FMD has been successful as no outbreak has been reported. The characterization and confirmation of sero type SAT III strain of FMD which was reported in October 2015 has been completed and sero monitoring is continuing. Immunization for ECF for young animals is very well appreciated by farmers and the cost recovery method is working. This has helped control the disease in the targeted areas. Vaccination against NCD has had the desired impact as few or no new outbreaks are being reported in areas were the program is taking place consistently. The cost of animal vaccines and the cost of administering the vaccination programs is very high. Therefore, it is incumbent upon government to identify cost effective disease control strategies which can be sustained by government's own resources when the project closes. There is significant progress on some livestock infrastructure such as tier 3 and tier 2 Livestock Service Centers. The super structures for the tier 2 LSC that were visited in Batoka and Chitongo in Choma district of Southern Province are nearly complete and what is remaining are the electrical fittings inside the buildings. There is also significant progress on the tier 3 LSC with most of the super structures almost complete. The construction of the training facility at the Zambia Institute of Animal Health is on schedule. Delays continue to be experienced on the construction of the slaughter facility and rehabilitation of the 21 districts sample preparation rooms. However, there is still no progress in the finalization of the Choma Regional laboratory and work on the slaughter facility in Sesheke has not started. The delayed certification of the defects from the first contract have delayed commencement of works on the Choma Regional laboratory. There is need to continue the close supervision of all infrastructure projects to ensure that completion schedules are met. Contractors that fail to meet their contractual obligations such as failure to perform should have their contracts cancelled and funds reallocated to other activities. Additionally, the Department of Livestock Development needs to develop a model for the management and maintenance of the infrastructure particularly, the Livestock Service Centers that are due for completion soon. The capacity of the project to administer the MGF has been enhanced. The Project has hired six matching grants assistants (one for each province) and a livestock specialist as agreed in previous missions. The short list of 275 from the second call for proposals has finally been endorsed by the Steering Committee (SC) after a delay of a couple of months. The Project Coordination Unit is now processing grant agreements in readiness for first disbursements. Physical implementation of the 375 sub-projects from the first call for proposals has progressed significantly and is nearing completion (first production cycle) as all of them have received the first and final disbursement. However, the quality of some sub-projects is a source of major concern. The MG was designed to contribute to the improvement of productivity translated at the individual farmer level. However, it is clear that some sub-projects will not achieve this. For example, a dairy sub-project with a few cows that are jointly owned is unlikely to achieve this objective. 4/4/2017 Page 2 of 13
