3 THE AIM OF THE WORKSHOP With important challenges in the European regulatory framework for the setting of Maximum Residue Levels, this workshop aims to bring together key players with a stake in the implementation of the legislation, to promote a better understanding of the main challenges and to consider how these challenges can be efficiently managed. The presenters and participants in the workshop will include regulators (from the European Commission, EFSA and Member State authorities) and stakeholders from the crop protection industry, the European food chain as well as third country producers and exporters to the European Union. The workshop will look at the current and future challenges linked to Regulation 396/2005 reviewing the progress that has been made and the issues that still need to be resolved. Technical and scientific challenges will also be discussed as will the global developments linked to the setting of residue levels in food is expected to see a start of a process to review the functioning of Regulation 396/2005 and how it fits with the EU s framework for the authorisation of pesticide, under Regulation 1107/2009. The workshop will therefore provide an opportunity to consider the options for the future is there an opportunity for Better Regulation to provide a streamlined regulatory framework that ensures food safety and provides clear trading standards for food and feed? 3

8 SPEAKERS DAY 1 Rob Mason, Exponent Rob Mason joined Exponent International in May 2014 after over 25 years with the UK pesticides regulator (CRD). His last job prior to leaving was Head of Regulatory Policy which included overall responsibility for EU policy including MRLs and UK monitoring programmes. For a number of years he was part of the UK delegation to the Standing Committee on the Food Chain and Animal Health and was part of the UK delegation to the Council for the negotiation of Regulation 1107/2009. Jean-Philippe Azoulay, ECPA Jean-Philippe Azoulay was born in Perpignan, France. He graduated as a mechanical engineer at the Institut National des Sciences Appliqueés (INSA) of Lyon, France, and obtained a Master of Business Administration at the University of Central Florida, USA in He spent 26 years with DuPont, mainly in the crop protection sector, including a period as Head of the Crop Protection business of DuPont in the EMA region between 2011 and He also work in DuPont s polymers and food nutrition businesses, holding various posts in France, Italy, Spain and the USA. Since September 2016, Jean-Philippe is director general of the European Crop Protection Association. He and his wife Monique are now living in Brussels. Almut Bitterhof, DG SANTE Almut Bitterhof is a food chemist. She graduated in 1994 from the University of Münster, Germany. From 1999 she worked at DG Health and Consumer s Food and Veterinary Office (FVO) in Ireland where she carried out inspections in the area of food safety (pesticides and contaminants). She has been working at the European Commission in several units. Since February 2013 she is the head of sector for pesticides residues and deals with all matters related to MRL setting. 8
9 Hermine Reich, EFSA Hermine Reich is working for the European Food Safety Authority (EFSA) which is located in Parma (Italy) as senior scientific officer in the Pesticides Unit. She has a background in food chemistry and food technology. In her current position she is responsible for the implementation of Regulation 396/2005, in particular the risk assessment of pesticide residues in the framework of setting legal limits for residues in food, a review programme for maximum residue levels (MRLs), the drafting of the pesticide monitoring report and risk communication issues. Monika Bross, BASF Monika Bross has been working at BASF for more than 15 years. She is member of the ECPA Residue Expert Group, the ECPA Dietary Risk Assessment Project Team and for Crop Life International the OECD Residue Expert Team. Dee Clarke, Syngenta Dee Clarke has been working within the crop protection industry for more than 25 year, starting in residue science and latterly in dietary risk assessment. She is currently Group Leader for Consumer Safety EAME at Syngenta and member of the ECPA Residue Expert Group. Julian Cudmore, Residues specialist, Chemicals Regulation Division, UK, HSE Julian Cudmore has worked for the Chemicals Regulation Division (CRD), formally PSD, of the Health and Safety Executive (HSE) since Julian is a pesticide residue and dietary exposure specialist. Within CRD he has primary responsibility for MRLs and is the UK s technical representative on the standing committee of Plants, Animals, Food and Feed (SCoPAFF Pesticide Residues). He is also involved in several Codex working groups and has been the UK national expert at EFSA peer review meetings. Prior to joining CRD, Julian worked in the food industry. He has a degree and Ph.D in analytical chemistry. 9
10 Chris Anagnostopoulos, Benaki Institute, Greece Dr Chris Anagnostopoulos is a researcher with 10 years of experience in chemical analysis, risk assessment and regulatory affairs in the field of residues and contaminants in foods and working of the NRL for pesticide residues in all 4 fields. He is involved in risk assessment of pesticides and biocides in the frames of the EU and national legislation. He has participated in the preparation of draft assessment and competent authority reports. He is/was a participant is several National and EU projects and has published several papers in the field of pesticide residues, analytical chemistry and food safety. Monika Roth, BASF Monika Roth is a food chemist by training. Having started her career in food industry, Monika moved into crop protection industry several years ago and is now a member of BASF s global sustainability and product stewardship community with focus on residue management and IPM. Since 2013 Monika leads the residue management project run by the ECPA. Philippe Binard, FRESHFEL Philippe Binard is currently the General Delegate of Freshfel Europe. This association is the European fresh fruit and vegetables representative body incorporating more than 200 members (associations and companies) from the fresh produce sector. Philippe has a legal background from the University of Leuven (1984), and he joined CIMO (European Fruit and Vegetables Importers Association) in 1987, after several trainings in both the public and private sector. Nigel Thorgrimsson, PROFEL Representing PROFEL (the European Association of Fruit and Vegetable Processors), Nigel is Group Technical & Quality Director for Ardo, a leading European Frozen Fruit and Vegetable business. Nigel has worked in the vegetable production industry 10
11 for more than 20 years. Starting as an agronomist, he managed growing operations in both Europe and Asia before focusing on technical management. Nigel studied Agriculture and has an MSc in European Food Regulatory Affairs. Phil Gurney, Audax Phil Gurney has a First Class Honours Degree in Chemistry, where he majored in analytical chemistry, as well as a business degree. Following several years working in industrial research and development, as well as the venture capital industry, Phil was Laboratory Manager at Restec Laboratories throughout the 1990 s, where pesticide residues analysis was undertaken both for agricultural field trials and for retail monitoring in the food chain. In 2002 Phil formed the pesticide consultancy Audax together with his colleague from Restec, John Edmunds. Audax works primarily with the UK food retail industry to manage pesticide use and reduce pesticide risk for produce consumed within the UK. Ben Horsbrugh, Coordinator, Quality Management, Greenyard Foods Ben is head of Quality Management at UNIVEG Deutschland and responsible for coordinating quality management within the fresh produce business of Greenyard Foods. Greenyard Foods (Euronext Brussels: GRYFO) is a global market leader in the supply of fresh and prepared fruit & vegetables, flowers, plants and growing media. Before joining UNIVEG, Ben worked for 15 years in the European organic sector and also spent a couple of years in the British environmental NGO sector. Ben joined the UNIVEG Germany (then Atlanta Group) as organic Marketing Manager in 2005 and moved within the company to build up and lead the Quality Management department. This role involves both ensuring compliance with the technical demands of European retailers and representing the business on a wide range of food safety and sustainability issues. 11
12 DAY 2 Teresa Babuscio, COCERAL Dr. Teresa Babuscio is Secretary General of COCERAL.She holds a Ph.D. in Food, Agriculture and Environmental Law and an Executive Education diploma from the Melbourne Business School.She joined COCERAL in 2007 and also served the trade association as Policy Advisor in Food and Feed Safety and managed both the Association of the European Maize Millers and the Association of the European Malting Industry.Before working in the European Association landscape, Dr Babuscio was a University lecturer in Food Law in Rome and in the USA.She worked also in Egypt for local fruit and vegetable exporters as well as served theeuropean Commission, DG SANCO (Legal Unit) as blue book trainee. Derek Haigwood, US Soybean Exporters Derek Haigwood is a 3rd-generation soybean farmer from Newport, Arkansas, where he also grows corn, rice and cotton. He and his wife, Shannon, have one son, Judah.Sustainability is an important goal for the Haigwoods. They were recognized for their sustainable farming practices by the Arkansas Farm Bureau, which awarded them the 2015 Young Farmers and Ranchers Award. Sustainability is always at the forefront of our minds, Derek says. We depend on this ground year after year to make a living. I m farming ground that my father and grandfather farmed. It s our most important asset. For Derek, farming is a family affair along with brother, Drew, he names his father, uncles and grandfathers as the best resources he could ask for. Derek s contributions to agriculture extend well beyond the farm; he s a U.S. Soybean Export Council (USSEC) board member, currently serving as its vice-chairman. In addition, he s a United Soybean Board (USB) director and is active in Jackson County Farm Bureau. He is a graduate of Arkansas State University, where he obtained a degree in agribusiness. 12
13 Anna Boulova, FRUCOM Anna Boulova is FRUCOM Secretary General. Previously, she was Director Brussels Office and Deputy Director, International Affairs, Madrid Office of Conxemar (Spanish Fish Processors and Traders Association). Her previous responsibilities include: Deputy Logistics Manager for the TAIEX programme of the Directorate General for Enlargement at the European Commission; Secretary General of Euromalt (Association of the EU Malting Industry); policy advisor on trade issues for Coceral (Association of Traders in Cereals); Advisor at OEITFL (EU association of fruit and vegetables processing industries) and AIPCE-CEP (fish processing and trade). She holds Master s Degree in European Studies, specialisation in economics, Warsaw, Poland. She also studied Management of the international economy, Minsk, Belarus. Sarvesh Rai, Indian Embassy, Brussels Sarvesh Rai is adviser in the Indian Mission for European Union handling agriculture and marine products issues. He served in Government of India for about 10 years. Last posting was in Ministry of Agriculture as Director, Plant protection and Trade. He holds Masters of Arts in Development Studies from the Institute of Social Studies, The Hague, The Netherlands (Sept 06 - Dec 07) and M. Sc. in Forestry, Indian Council of Forestry Research and Education, Dehradun (91-93). Martyn Griffiths, Bayer CS Dr Griffiths graduated from University of Newcastle Upon Tyne and obtained his doctorate in field of liquid fertilisers from Harper Adams College. His involvement in crop protection started 26 years ago with Schering. After 5 years of field development experience, he moved to Frankfurt, Germany with AgrEvo, where he held a number of positions including responsibility for registrations in China, Taiwan and Korea. With the formation of Bayer CropScience, he has worked in the European Regulatory Affairs team in Lyon, France and his current position is EMEA Regulatory Strategy Manager. He is chairman of ECPA Regulatory Policy Team. 13
14 Karsten Hohgardt, German Federal Office of Consumer Protection and Food Safety Dr. Karsten Hohgardt is working at the Federal Office of Consumer Protection and Food Safety in Germany. He is head of unit 207 Health since November 2002 and as from 1st January 2015 acting as temporary head of department 2 Plant Protection Products. He studied chemistry at Ruhr University Bochum, Germany and has worked in the field of authorisation of plant protection products since

22 A typical residue is 0.1 mg/kg or in other words like one aspirin tablet in an Olympic swimmingpool Fostering consumers trust in food safety Residues have been cited as being amongst the highest issue of concern to the public regarding food safety. Therefore we, as the crop protection industry, need to demonstrate that we are taking concrete measures in the field to address them. Food safety here is not an area for competition, it is an area of collaboration. The ECPA Residues Management Project aims to support farmers in the reduction of residues through the promotion of IPM principles and good agricultural practices. The key element in achieving reduced residues through knowledge transfer is the project s concept of the train-the-trainer program. That way more than 180 advisors in Turkey have been trained as trainers who already reached over 5,400 farmers and other multipliers. Further we will start to train farmers directly with tailor-made material on residues and how to avoid MRL exceedances. There is a lot more that needs to be done, however with this step wise approach and sustained engagement with national training bodies we are excited about bringing our knowledge to the field and tackling the residues issue with our partners, to make a difference and reduce MRL exceedances
