The team visited 26 villages in Ghyanshyampur block and Gaurabowram block in Darbhanga district. 3 AFFECTED AREAS AND POPULATION of DARBHANGA DISTRICT (as per Govt. record): Population affected lac Villages affected Panchayats affected - 68 Blocks affected - 8 Accessibility to the affected area has been reduced as roads are broken, many parts of the road were washed away, and 40% villages are surrounded by the flood water. Accessibility to the local market has been reduced. Accessibility to public health centres reduced. Health related issues may increase due to stagnant water after the flood recedes. Key Findings: Water, Sanitation and Hygiene (WASH): As the flood water recedes, the chances of other diseases are high and hence disinfection of the village and its surroundings is critical. Lack of proper sanitation facilities on the embankment and in the affected villages Household hygiene items emerged as a critical need of the hour. Hand pumps are contaminated due to floods. Food and Non-Food Items: Non availability of cooked food challenging needs of women and children in particular. Currently the villagers are dependent on the food grains provided by the government. Stagnant waters may lead to increase in vector borne diseases. Access to health services is very limited. Many women, men and children are found suffering skin rashes, fever & stomach problems Children seem to require nutritional supplements. Special needs of adolescent girls and women is a challenge. Shelter: Lack of proper temporary shelter arrangements on the embankment was found. Shelter needs are also required where families move to high safe places within the Villages. Page 3 of 7
4 Food Security and Livelihoods: Livelihood opportunities have been destroyed at all levels. Food security necessities to be looked again to identify families in need. Standing crops have been badly affected. Education Schools are submerged in flood water. Access to schools emerged as a major challenge due to water logging and not in a position to reopen. Schools are also being used as shelter by the families whose houses are completely damaged/ collapsed. School toilets and drinking water point by and large are found damaged due to floods. Recommendation WASH: Spray of bleaching powder solution required in settlement areas to control vector and water borne diseases. Disinfection of Hand pumps. Distribution of chlorine tablets for safe drinking water for flood affected population. Food and Non Food items: Distribution of household hygiene kits to identified families. Distribution of medicated mosquito nets to identified families to contain vector borne diseases. Distribution of Sanitary napkins/ clothes to adolescent girls and women Requirement of mobile health camp at embankment and affected villages Nutritional supplement required for children below 5 yrs. and lactating and pregnant women. Shelter: Temporary Shelters/Tarpaulin for 1000 families Food Security and Livelihoods: Advocacy with government for Cash for Work programme in flood affected areas such as MNREGA. Advocacy with government for ensuring food security to all through programmes like Ann Kalash Yojana with the help of Panchayats Cash for Work can also be initiated by BIAG members. Education: Establishment of Child friendly centres in flood affected areas Ensuring repair of schools Page 4 of 7
5 AREAS VISITED: Current Situation of West Champaran District (Source: DMD, GoB) The assessment Team D (lead by Abraham Dennyson, EHA) visited worst affected villages namely Shiswa, Mangalpur Khaf Tola, Bashwatola of Shishwa Magalpur, Chavmukha and Jariprkhutnana Dabdabwan Panchayats of Jogapatti Block in West Champaran district. AFFECTED AREAS AND POPULATION of West Champaran DISTRICT (as per Govt. record): District-West Champaran Affected Block 7 Affected Panchayat 26 Affected Villages 85 Affected Population 0.56 lacs Villages Surounded by Flood 85 People have taken shelter on embankment and nearby schools. Special attention is required for children below 5 years, pregnant women, lactating mothers and elders Accessibility to the affected area has been reduced as parts of the road were washed away Key Findings: Water, Sanitation and Hygiene (WASH): Safe drinking water is a major challenge. Hand pumps are either contaminated or dysfunctional. Lack of proper and safe sanitation facilities especially for women and children. Food and Non-Food Items: Availability of sufficient food is a major challenge. Dry clothes for children, women and men are not available. School building being washed away at Mangalpur Village in Siswamangalpur Panchayat (Yogapatti Block) Page 5 of 7
6 Lack of access to health services. Prevalence of skin rashes, fever & stomach problems Lack of proper nutritional food for children, pregnant women, lactating mothers. Necessity for special need for adolescent girls and women. Shelter As of now 60 camps are run by NGO s and civil societies. Need for long term planning for approximately 350 homes eroded by flood water. Tarpaulin sheet can be provided to displaced families for their temporary shelter. Food Security and Livelihoods Livelihood opportunities have been destroyed at all levels. A clear need for food security and livelihoods recovery action has emerged. Floods have badly affected agricultural land. Education Few schools are submerged in flood water. Few schools are being used as flood shelter affecting regular children education. Access to schools emerged as a major challenge due to water logging and not in a position to reopen. School toilets and drinking water point by and large are found damaged due to floods.
