1 OVERVIEW OF THE PROGRAMME ON CLIMATE CHANGE ADAPTATION AND MITIGATION IN THE EASTERN AND SOUTHERN AFRICA (COMESA-EAC-SADC) REGION by Mclay Kanyangarara, PhD Climate Change Advisor COMESA Secretariat
2 Introduction CC has a acute effect on availability of, access to, and utilization of food especially for Africa s poor where many are increasingly being forced to spend scarce income to buy food, often insufficient to meet their nutritional needs
3 Introduction con t CC, deforestation and land degradation reduces inflow into lakes and rivers affecting fish stocks a vital protein source CC causes substantial diversion of resources from MDG and CAADP projects to fund adaptation initiatives CC has been associated with conflicts as tensions build up between communities over dwindling land and water resources
4 Introduction con t Founded on the AMCEN Indicative Conceptual Outline of a Comprehensive Framework of African Climate Change Programmes and addresses the key drivers of climate change
5 Promoter- COMESA The history of COMESA began in December 1994 COMESA was established 'as an organization of 19 free independent sovereign states COMESA s Vision is to be a fully integrated, internationally competitive regional economic community with high standards of living for its entire people ready to merge into an African Economic Community. 5
6 Promoter- EAC The Treaty for the establishment of the East African Community was signed on 30 November 1999 EAC s vision is to be a prosperous, competitive, secure, stable and politically united East Africa. 6
7 Promoter- SADC The Treaty establishing SADC was signed on August 17, SADC s vision is to be a common future, a future within a regional community that will ensure economic well-being, improvement of the standards of living and quality of life, freedom, social justice, peace and security for the people of Southern Africa. 7
8 THE PROGRAMME S OBJECTIVE Impacts of climate change in the COMESA-EAC-SADC region are addressed through successful adaptation and mitigation actions which also build economic and social resilience for present and future generations.
9 CC PURPOSE COMESA-EAC-SADC member states enabled to increase investments in climate resilient and carbon efficient agriculture and its linkages to forestry, land use and energy practices by 2016
10 SPECIFIC OBJECTIVES To contribute to the Adoption of key elements of the African Climate Solution and mainstreaming of Climate Change in national planning. To support member states to access adaptation funds and other climate change financing sources and mechanisms through national investment frameworks for climate adaptation in agriculture, forestry and other land uses To enhance adoption of Climate-Smart Conservation Agriculture in COMESA-EAC-SADC region. To strengthen capacity in national research and training institutions and implementation of research programs.
11 SPECIFIC OBJECTIVES CONT To implement climate vulnerability assessments and Analysis. To apply Mitigation solutions in the COMESA- EAC-SADC region with carbon trading benefits. To establish a regional catalytic facility to support investments in national climate smart agriculture programs 11
12 THE AFRICAN CLIMATE SOLUTION AFOLU in the post 2012 climate change agreement; Inclusion of REDD+ as precursor of full AFOLU landscape approach; Simplification of CDM for Africa to benefit fully from the carbon market;
13 THE AFRICAN CLIMATE SOLUTION Broadening the scope of CDM to include agriculture, forestry and land use; Obligating Annex I m/s to compensate for excess emissions and provide enhanced, adequate and reliable financial resources, technology and capacity building for adaptation and mitigation.
