2 In Zambia, the PPCR is not a program per se. Rather, it supports the National Climate Resilient and Low Emissions Development Program Committee of Ministers Future Climate Change Council Board (Ministries, House of Chiefs, Civil Society, Private Sector, Academia) Policy and Legislative Framework (under preparation) Theme 1: Adaptation & Disaster Risk Reduction e.g. PPCR, NAPA Technical Committee Platforms: 1) Resilient Agriculture 2) Resilient Infrastructure Theme 2: Mitigation/Low Carbon Development e.g. CDM, UN- REDD 3) REDD Technical Committee Theme 3: Research & Development, Capacity Building e.g. ILUA, Technology Development 4) Climate Information Secretariat-CCFU Theme 4: Policy Development, Mainstreaming & Negotiations e.g. UNFCCC, CIFs 5) Others Constituency: Implementing Ministries, Local Government, Community Groups, NGOs, Private Sector Theme 5 Finance: Identification & Resource Mobilization e.g. Adaptation Fund, Carbon Tax & others 6) Management and Finance Community groups, NGOs Institutional Framework Strategy SPCR Financing Framework
3 National Climate Change Programme (as proposed by the National Climate Change Response Strategy) Committee of Ministers The main themes of the programme are supported by stakeholder platforms Future Climate Change Council Theme 1: Adaptation & Disaster Risk Reduction e.g. PPCR, NAPA Technical Committee Platforms: 1) Resilient Agriculture 2) Resilient Infrastructure Board (Ministries, House of Chiefs, Civil Society, Private Sector, Academia) Theme 2: Mitigation/Low Carbon Development e.g. CDM, UN- REDD 3) REDD Technical Committee Theme 3: Research & Development, Capacity Building e.g. ILUA, Technology Development 4) Climate Information Secretariat-CCFU Theme 4: Policy Development, Mainstreaming & Negotiations e.g. UNFCCC, CIFs 5) Others Constituency: Implementing Ministries, Local Government, Community Groups, NGOs, Private Sector Theme 5 Finance: Identification & Resource Mobilization e.g. Adaptation Fund, Carbon Tax & others 6) Management and Finance The proposed programme combines climate change and disaster risk management Community groups, NGOs
4 The PPCR is an Intrinsic Part of Zambia s New Climate Change Programme Vision 2030: A Prosperous, Middle-Income Country by 2030 National Programme Strategic Vision: A Prosperous, Climate-Resilient Economy National Programme Goal: Climate change mainstreamed in the most economically important and vulnerable sectors of the economy (by 2015) The Higlighted Boxes show how the SPCR fits into the main themes of Zambia s National Climate Change Program Theme 1: Adaptation & Disaster Risk Reduction Participatory Adaptation Theme 2: Mitigation/Low Carbon Development Climate Resilient Infrastructure Theme 3: Research & Development, Awareness, Communication and Education Strategic Program Support Theme 4: Policy Development Mainstreaming & Negotiations Theme 5 Finance: Identification & Resource Mobilization
5 THE THREE PPCR INVESTMENT PROJECTS ARE CLOSELY INTEGRATED The Three Investment Projects were Designed to Optimize Comparative Advantages They also combine programmatic support (at national level) with field investments
6 The Most Urgent Step is now to finalize the Establishment of the National Climate Change Secretariat (on-going) As recommended by Permanent Secretaries at a June 2011 meeting, the Secretariat will: Coordinate climate change and disaster risk management activities in Zambia Facilitate the long-term institutional arrangements for Climate Change in Zambia Be staffed by personnel from key institutions involved in climate change The Secretariat will respond to a Committee of Permanent Secretaries chaired by the Secretary to the Treasury To ensure sustainability, key Secretariat staff will be Government attachments (funded by Gov) Establishment of a National Climate Change Secretariat Terms of Reference PPCR Phase I funds incremental operating costs for interim period
7 Long-Term Arrangements are being Discussed Committee of Ministers Future Climate Change Council Board (Ministries, House of Chiefs, Civil Society, Private Sector, Academia) Technical Committee Secretariat-CCFU Options that are being considered: Pros and Cons: Theme 1: Adaptation & Disaster 1. An independent Council Risk Reduction e.g. PPCR, NAPA (modeled after the AIDS Council) 2. Aggregation of functions Technical Committee at Platforms: M. 1) Resilient Agriculture 2) Resilient Infrastructure Finance, Cabinet or Vice Presidency level 3. Business as Usual Climate Change under M. of Environment, DRM under Vice Presidency Theme 2: Mitigation/Low Carbon Development e.g. CDM, UN- REDD 3) REDD Theme 3: Research & Development, Capacity Building e.g. ILUA, Technology Development Theme 5 Theme 4: 1. Would require new institution (lengthy Policy Development, Finance: Identification & Resource Mainstreaming & Negotiations Mobilization process) but experience e.g. Adaptation from Fund, other e.g. UNFCCC, CIFs Carbon Tax & others Councils generally positive 4) Climate 2. Build on what Information 5) Others already exists but may 6) Management and Finance not be seen as impartial 3. Generally viewed as undesirable due to overlapping mandates Constituency: Implementing Ministries, Local Government, Community Groups, NGOs, Private Sector Community groups, NGOs
8 Key Remaining Challenges (and lessons learned) 1. Need to combine and harmonize CCA and DRM legislation danger of ending up with bicephalus institution 2. Donors can be guilty too! Kyoto vs. Hyogo promote focal point turfs at national level. 3. National institution needs to have muscle to effectively coordinate powerful sectoral Ministries 4. Need to address structural issues staff salaries, promotions, entitlements (e.g. trips to COPs). These are often hidden but extremely powerful forces 5. Secretariat needs to coordinate, but leave implementation to responsible line Ministries. 6. The ultimate institutional choice must be made by national stakeholders 7. All this makes for complex projects which require long-term institutional commitments
