3 Introduction: Kaijuri is the flood prone area like the other flood prone areas of Bangladesh Existing Early Warning System is not effective Need new EWS to reach the community and to reduce their vulnerability to flood.

7 Vulnerable sectors due to flood Agriculture Loom Communication Household Drinking water sources Business Health and Life Sanitation Livestock Homestead Fisheries Poultry Impact of floods on agricultural operations In Kaijuri of Sirajganj the flood hits the reproductive stage of broadcast Aman, ripening stage of Boro and vegetative stage of vegetables. In frequent years the cultivators are losing their crops what they could harvest a portion at least if they knew early message regarding the forthcoming flood.

9 Constraints of Existing Early Warning System Only hours lead time Insufficient lead time to modify decisions Danger Level Nomenclature not understood by potential users Flood forecast stations available only at few major locations No mechanism to relate forecast information to user needs at specific locations

10 Proposed Early Warning System The main aim of providing an effective flood warning is to prevent, minimize or mitigate people s suffering and economic losses due to floods. Govt Organizations generate data at National level Water level is generated only at main river stations Define Local Danger level Early warning will be disseminated for the next four days via SMS and Union Disaster Management Committee BMD, FFWC CFAN Predicted Water level CFIS Define local danger level and predicted water level by CEGIS/ ADPC Through Mobile Phone UZDMC UDMC Flag Operators Fig:Flow Diagram of Proposed EWS

11 Flood Risk Management Strategy Three (3) tier forecast products with increased lead times for the monsoon season: Short Term (1-10 days) - issued daily Mid Term (11-20 days) - issued every 5 days Long Term (1 3 month) - issued middle of each month Everyday forecast will be disseminated for the next four day

12 Short Term Strategy for Farmers Acceleration of harvesting of crop when threaten by flood Raise storehouses for storing grains above the maximum flood level Protect farm assets like livestock and essential farm implements Carry cow dung to higher land Short forecast may not be of any value when crops are at vegetative stage or milking stage and are too premature to harvest

13 Mid Term Strategy for Farmers Harvesting of matured crop Delaying of seed bed preparation Arrangement of seedbed on high land Raise storehouses for storing grains above the maximum flood level Preserve agricultural equipments and seed in high platform Seed bed & vegetables plantation on the floating pile of water hyacinth & 'Vela' made off banana trunk Vegetable on tob

14 Long-term strategy for farmers Change variety for one with shorter or longer duration Cultivation of Deep Water rice (DWR) Change crop species or mix of species, especially combinations of cash and food crops Plant earlier or later Adjust timing of land preparation Prepared Seedbed at higher places. Supplementary irrigation facilities to start operation during pre monsoon and protect the crops during dry season Increase or decrease area planted, either total, by crop, or by upland or lowland location Stock of dry food, cereal, seed & straw.
