3 Cambodia Food Safety Management System Multiple agencies system based on Farm to Table Approach The RGC recognizes the necessities of Effective National Food Control systems to protect the health and safety of people and ensuring the food trade. Typical Components of food Control System: Food Law & Regulation Food Control Management Inspection Services Analytical Services Information, Education, Communication and Training
4 Cambodia Food Safety Management System For the effective implementation of Food Control System the RGC has set up the following mechanisms and responsibilities: Inter-ministerial committee for coordinating inspection of quality and safety of products and services (1998) National Codex Committee (2000) Inter-ministerial agreement for implementation and Institutional arrangement of food safety based on farm to table approach ( Prakas 868/2010)
5 The Inter-Ministerial Committee IMC established in 1998 by Sub-decree No 5 8 Ministerial Members : MoC, MIME, MAFF, MoH, MoEn, MoI, MoEF and Council of Ministers. Having the following main duties: Preparing draft documents for better institutional arrangement and facilitating the inspection activities within agencies involved. Proposing the National Policy on Quality and Safety of Products Raising proposal and facilitate the inspection operation.
6 National Codex Committee NCC established in 2000 by sub-decree No 28 8 Ministerial Members : having the same membership as in IMC. 4 Technical Working Groups having the tasks as mirror committees related to Codex Alimentarius 01 Secretariat (CAMCONTROL) 01 National Codex Contact Point
7 National Codex Committee NCC having the following main duties: Set out the core functions of the National Codex Committee Secretariat. Nominate the sub-committees or working groups for studying or comments on technical matters related to Codex Standards. Discussing and prioritizing issues relating to Codex and other Regional Standards and make a proposal for adoption as technical regulations where relevant. Cooperate with national, regional and international organizations in relevant to food standards setting activities.
8 Main Issues: Cambodia became a member of WTO in Oct There are many obligations that Cambodia need to implement. o The Agreement on the Applications of Sanitary and Phytosanitary Measures ( SPS). The Obligation that any SPS measure must be based on scientific principle. The Obligation to base SPS measures either on a relevant international standard or on a scientific risk assessment. The Obligation to apply regulation only to extent necessary to protect human, animal and plant health, The obligation not to arbitrarily or unjustifiably discriminate between countries where identical or similar conditions prevail.
9 Main Issues SPS Measures The SPS Agreement encourages members to establish national SPS measures consistent with international standards, guidelines and recommendations. International Standard setting bodies: CODEX, OIE, IPPC. CODEX for Food Safety. Government Policy on Food Safety Standards Not reinvent the wheels. To harmonize with International Standards as well as Regional Standards ( ASEAN).
10 Main Issues Government Policy on Food Standards Adopting the Codex Standards as Technical Regulations for Food wherever relevant to Cambodia situation ( import and domestic). The Standards are including: General Standards. Commodities Standards Guidelines/ Recommended Code of Practices 3 Levels of adoption: Integral adoption as Technical Regulation. Some parts of standards taken to be used as safety or technical requirements for food. Some of RCP/ Guidelines as reference in the regulation being endorsed as approved practices.
11 Adapting the CODEX Standards : Remaining Issues No consensuses among involved authorities. The issues : Adoption as voluntary standards ( without translation into national language, first stage by ISC ) Selecting from the voluntary standards developed by ISC and adopting as technical regulations where relevant ( Second stage by relevant authorities) Inter-ministerial Committee for Coordinating the Quality and Safety (IMC) : To Adopt drafted sub-decree on food technical regulation proposed by IMC.
12 Legal and Institutional Frameworks related to Food Standards Setting. The Inter-ministerial Prakas 868 ( Food safety Management ) Based on Farm to Table Approach Set up institutional arrangement and implementation among different ministries at all stages of the food chain from primary production at farm to final consumption. Relevant authorities have the mandate to develop and implement the policies, standards, procedures, guidelines within the scopes of theirs responsibilities.
13 Legal and Institutional Frameworks related to Food Standards Setting The Areas of Food Safety Responsibilities are divided into stages: MAFF at Primary Production and Primary processing MoI&H at Secondary Processing MoC at Marketing ( advertise, store, display, transmit, consign, or deliver for sales or exchanges) MoH/ MoT at Consumer sectors ( canteens, restaurants, cafes, schools, hospitals, hotels and street vendors) Import/ Export ( Inspection authorities leaded by Customs and Excise )
14 Legal and Institutional Frameworks related to Food Standards Setting Next Step: To adopt the draft food safety policies leaded by MoH. NCC to develop and adopt new food safety Law. To adopt Codex Standards, Guidelines and Recommendations : Food additives, Veterinary drugs, Pesticide residues, contaminants, method of analysis and sampling, and codes and guidelines for hygienic practices. To harmonize with ASEAN Standards and Technical Regulations
15 Implementation of Prakas 868 IMC to coordinate the works and activities concerned with food safety management of the ministries and competent authorities and other aspects of food safety. The relevant ministries shall: Develop and implement policies, laws and regulations, SOPs related to food safety. Collect and exchange data and information with others agencies. Develop and Implement same risk assessment methodology for prioritizing risk factors (hazards) in specific food products. Promote consistency and harmonization of technical regulation related to food safety. The Competent authorities shall cooperate and provide information on high risk food or business operators that are regarded as high risk to Customs and Excises for setting risk based inspection at border checking points.
16 Implementation of Prakas 868 Where relevant within the area of responsibilities the Competent Authorities have mandates to : Educate and advise consumers and food business operators on food safety Monitor, Inspect, investigate, undertake required corrective measures, apply recalls and provide systems for improving food safety conditions. Undertake the appropriate legal action where necessary.
17 Implementation of Prakas 868 The Food Operators shall have the responsibilities to: Provide safe food and address safety issues as they arise, Implement food safety management systems ( GMPs, HACCP, Code of good practices etc), Ensure compliance with food safety and standard requirements, Alert the competent authorities on food safety issues, Respond quickly to food safety concerns are they arise, Voluntary recall the unsafe food products. Record information of suppliers, Ensure that food is adequately labeled.
18 Implementation of Prakas 868 The Consumers have the right to: Understand about food safety issues and consume only food that meet safety requirements, Make complain on food safety problems to relevant competent authorities.
