The Board is requested to take note of the information provided in this document.

3 Page 1 I. Introduction 1. The Board approved the operationalization of the Readiness and Preparatory Support Programme through decision B.08/11 and requested the Secretariat to report biannually to the Board on the progress of the programme. Given the interest in the early progress of the programme, the Secretariat has been reporting on it to the Board at each meeting. This report builds on the last one, presented to the Board at its fifteenth meeting, and provides updates on the cumulative progress achieved since the launch of the programme up to March II. State of play 2.1 Overview 2. As at March 2017, the GCF has engaged with 111 countries on 172 readiness requests (annex I contains further details for each request). Figure 1 includes a summary of the requests by types of readiness activities, and Figure 2 by region. Seventy-six of the 111 countries are small island developing States, least developed countries or African States. Highlights since the last report include the following: (a) (b) (c) The Secretariat made an additional USD 1,116,568 in disbursements, including first disbursements to Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) in the amount of USD 376, ; The procurement process for grant administration support with the United Nations Office for Project Services (UNOPS) has been completed and the contract is now being worked on; and The Secretariat is working on framework agreements with other regional and international delivery partners. 2.2 Cumulative commitments in the period 4. Since the launch of the Readiness Programme, the Secretariat commited a total of USD 27.4 million. USD 24.2 million has been committed or spent in the form of grants or technical assistance on 83 requests in 66 countries, and USD 3.2 million has been spent on regional 1 GIZ requested for the first disbursement in EUR 348,749, however, for consistency, USD equivalent is used for reporting.

5 Page 3 workshops and other readiness events, national designated authority (NDA) visits and in-kind support to countries and direct access entities over the period. 5. More than 56 per cent of the approved readiness requests have entered the implementation stage and this ratio is projected to increase to around 80 per cent by the end of the first quarter of In order to effectively manage this portfolio, the Secretariat is expected to receive and process progress reports as well as subsequent disbursements, while accelerating the processing of a growing number of new requests in III. Status of implementation of approved readiness activities 3.1 Support to national designated authorities/focal points, including the preparation of s 6. As at March 2017, the Secretariat has approved 60 requests from 58 countries for USD 17.1 million to strengthen the institutional capacity of their NDAs or focal points and to develop s Countries accessing support directly through local or regional delivery partners 7. For 39 requests, countries are directly accessing support for NDA/focal point strengthening, including the preparation of s, through national or regional delivery partners for a total of USD 11.1 million. The financial management capacity of such delivery partners, if not accredited with the GCF, has been assessed and deemed sufficient. For 27 requests, grant agreements have been signed, and 20 of them have received disbursements to start their activities. Further details of the requests under implementation are summarized in annex II, while progress in one country, Zambia, is highlighted in box 1. 6 Page Countries accessing support through international delivery partners 8. For 21 requests, countries are accessing support for NDA/focal point strengthening, including the preparation of s, through international delivery partners for a total of USD 6 million. They include GIZ, the United Nations Development Programme (UNDP), the United Nations Environment Programme (UNEP) and the Food and Agriculture Organization of the United Nations (FAO). Framework arrangements for readiness and preparatory support were concluded with each of these international delivery partners in In addition to the first disbursement of USD 1.35 million to UNDP for the implementation of activities in 8 countries last year, the Secretariat disbursed the first disbursement of EUR 348,749 to GIZ for the implementation of activities in four countries (Bangladesh, Georgia, Thailand and Vanuatu). 9. Since B.15, the Secretariat received 17 proposals from the countries with UNDP and UNEP as their delivery partner. However, the interpretation of fee policy has been raised as an issue, which requires further discussion with the partners and needs further guidance from the Board. 3.2 Support for accreditation and accredited direct access entities 10. The Secretariat has provided in-kind accreditation support to 80 entities nominated by the NDAs/focal points of 43 countries in all three regions (see the list of countries in annex III). Among them, 15 entities nominated by 12 countries have received technical assistance totalling USD 537,434 for in-depth assessments of their institutional capacity, and fiduciary, environmental and social safeguards and gender standards to meet GCF accreditation requirements (see annex I for details). 11. With the technical assistance provided, 2 entities are at stage I of the accreditation process, and 15 have completed both an assessment and an action plan. The institutional gap assessments reduces the time taken for reviews undertaken at stage I and stage II and helps entities to accelerate the accreditation process. 12. In order to accelerate the accreditation of more direct access entities, support for institutional gap assessments is being expanded to further support at least 15 entities. In addition, the process of creating a roster of institutions to support direct access entities in strengthening their environmental and social safeguards, and gender policy and capacities has been completed and countries may request such support for their direct access entities. 13. Furthermore, a more user-friendly version of the online GCF accreditation selfassessment tool developed with GIZ and the World Resources Institute is available on the GCF website. The tool provides stakeholders interested in accreditation with insights into the fit-forpurpose accreditation requirements of the GCF. Since its launch, more than 200 users, including NDAs/focal points and entities have completed the assessment. 3.3 Support for adaptation planning processes, including national adaptation plans 14. Following decision B.13/09 on adaptation planning processes, 24 countries have expressed an interest in obtaining support for the process of formulating national adaptation plans (NAPs). The Secretariat has processed and approved the two proposals from Liberia (UNDP) and Nepal (UNEP) last year, and the two countries Colombia and Niger had shared draft proposals in November Since then, 6 countries have also submitted proposals. These countries include Antigua and Barbuda, Armenia, Democratic Republic or Congo, Mongolia,

7 Page 5 Pakistan and Uruguay. The Secretariat is working with these countries to provide feedback and finalize them. Box 2 provides some highlights from Liberia s on national adaptation plans. In response to decision 13/09, paragraph (h), the Secretariat revised the Readiness and Preparatory Support Programme proposal template to incorporate the support that can be extended to countries for developing their NAPs and/or other adaptation planning process. Based on early feedback received and lessons learned from the early submissions, the Secretariat plans to finalize the initial version of the template and guidelines by the end of March 2017 to assist countries. 3.4 Support for strategic frameworks 16. The readiness requests from two countries Senegal (International Finance Corporation) and Vanuatu (Secretariat of the Pacific Regional Environment Programme (SPREP)) had been approved earlier for USD 600,000 and USD 137,000, respectively. Activities with the SPREP for Vanuatu s readiness proposal for the project titled Pacific climate adaptation policy and planning support through applied climate information services was approved by the Board at its fifteenth meeting. Senegal s request is pending the finalization of legal arrangements with the International Finance Corporation. 17. In addition to the two requests from Vanuatu and Senegal, Vanuatu (Global Green Growth Institute (GGGI)) has requested additional readiness support from the GCF for USD 370,000 to support the Government of Vanuatu in establishing the National Green Energy Fund. This proposal was endorsed in February and is now in the process of approval.

8 Page Working with partner initiatives to deliver GCF readiness support 18. Global Readiness Coordination Mechanism (RCM). The Secretariat facilitates a global (RCM for partners independently providing GCF readiness support to maximize coordination, lesson learning and harmonized approaches. 3 Key updates on RCM activities includes finalization of arrangements with GIZ to implement a Training of Trainers programme for NDA and Focal Point capacity building, as well as a project development checklist targeting direct access entities. 19. Pacific RCM round table. On the margins of the fifteenth meeting of the Board in Samoa, the Secretariat facilitated a roundtable discussion on the concept of a Pacific Readiness Coordination Mechanism. This built on recommendations from the Pacific Structured Dialogue in August 2016 to address persistent capacity challenges faced by NDAs and Focal Points in working with multiple partner initiatives. The roundtable was hosted by SPREP on its campus and attended by over 40 participants from 15 organizations. Participants shared information on their regional and country-level activities supporting GCF access, emphasizing the need for coordination at regional and country levels, building on existing regional coordination and leadership frameworks. As a next step, the GCF is undertaking a survey of partner activities in the region to establish a baseline and identify opportunities for synergies as well as overlaps or gaps with a view to facilitating coordination and planning going forward. IV. Workplan for In 2017, the Secretariat will focus on the following priorities under the Readiness Programme: (a) (b) (c) (d) Support the timely implementation readiness grants to deliver the intended results; Streamline submissions and approvals, including through forecasting demand in close coordination particularly with international partners; Strengthen knowledge sharing across countries and entities, including on programming through structured dialogues; and Improve the administration of the programme through automation, professional administration of the portfolio of approved grants, and expert advise to review the readiness outcome framework and develop an excel-based dashboard. 4.1 Expected Results 21. The Readiness activities to be implemented will help to achieve the following results (see annex II for details): (a) (b) Augment the capacity of 54 NDAs/FPs staff to better engage with the GCF by establishing or strengthening inter-ministerial coordination mechanisms and noobjection procedures; Enable 50 NDAs/FPs to lead an inclusive process of stakeholder engagement towards developing their s for the GCF; and 3 The institutions participating in this group include the African Development Bank, the Climate Technology Centre and Network, the Commonwealth Secretariat, the Food and Agriculture Organization of the United Nations, GIZ, Kreditanstalt für Wiederaufbau, UNEP, UNDP and the World Resources Institute. Other bilateral and multilateral agencies also participate occasionally in meetings in an observer capacity.

9 Page 7 (c) Enable 20 direct access entities to assess their accreditation capacity with a view to advancing their accreditation with the GCF. 22. As reported at B.15, early results from the Readiness programme included the accreditation of CABEI and the approval of the Vanuatu proposal submitted by SPREP. Further, Antigua & Barbuda had also shared a draft of its, which has since been finalized with inter-ministerial coordination and stakeholder input. 4.2 Estimated Submissions and Approvals 23. The Secretariat anticipates receiving and processing for approvals of around 160 requests in 2017 (see table 1). This estimate is based on information available from the Secretariat s day-to-day dialogues with countries, and with delivery partners supporting countries. Table 1: Estimated Quarterly Requests by Region Region Quarter 1 Quarter 2 Quarter 3 Quarter 4 Requests Africa Pacific Latin America & Caribbean Eastern Europe Asia Pacific Total Of the anticipated 160 requests, only 87 have entered the Readiness pipeline as a result of countries expressing their interest through formal letters or through submitted proposals even if only in draft form (see Annex I, table A1.3, A2.3). The estimated value of 64 such requests are known amounting to a total of USD 40.8 million. Of the 23 requests for which the estimated value has not been provided as yet, 17 are for adaptation planning processes, including NAPs. In the first quarter alone, the Secretariat has received and is processing 40 readiness proposals from 36 countries totalling USD 24 million. 25. Of the expected requests, UNDP and UNEP have informed the Secretariat that various countries have requested them to act as their Readiness delivery partner. They anticipate that these countries will submit 103 such proposals in 2017 as shown in Table 2. In 2017, the Secretariat plans to cover all regions with a regional meetings, including structured dialogues:

10 Page 8 (a) (b) (c) The first structured dialogue will be for Asian countries in Indonesia from April; Another meeting is planned for the Eastern Europe and Central Asia region in Georgia late May; and Structured dialogues for Africa, the Caribbean, the Pacific and Latin America regions are being planned between June-October. 27. The Secretariat is also planning to organize an event in May aimed at supporting direct access entities to accelerate their pipeline development with the GCF. 4.4 Programme Administration 28. The Secretariat has concluded the procurement process of retaining UNOPS to provide grant administration support for the portfolio of readiness grants implemented directly by NDAs or their local/regional delivery partners. The scope of services include financial management capacity assessment pre-approval, legal arrangements post-approval, monitoring and disbursements, and completion procedures. The Secretariat is working to ensure a smooth transition of these grants to the UNOPS during the second quarter. 29. Late last year, the Secretariat started the process of automating the submission, review and approval of Readiness requests through a system called Fluxx. This stage of automation is nearing completion and should be ready for testing by April Following further development of the business processes and upon strengthening the capacity of the Portfolio Management Unit, the Secretariat aims to start the automation of the monitoring, completion and disbursement processes in the second quarter with the aim of going live by the end of the second quarter. Automation will bring efficiencies in processing requests and disbursements, improve record-keeping and facilitate reporting. 30. With assistance from the Economic Intelligence Unit (EIU), the Secretariat is currently undertaking a review of the Readiness logical framework proposed to countries to facilitate and to strengthen their engagement with the Fund. The Secretariat facilitated nine interviews conducted by the EIU with selected NDAs and Readiness delivery partners to capture their experiences using the Readiness logical framework of the Readiness and Preparatory Support Programme of the Fund. Some of the key findings of these interviews include: (a) (b) (c) The current Readiness logical framework is used by countries as (i) a tool that helps them to diagnose their existing capabilities, (ii) a tool that serves only for them to communicate their requests to the Fund, or (iii) both a diagnostics and a communication tool. The Readiness logical framework can be improved to facilitate countries understanding of the caps imposed on specific readiness activities (e.g. activities that can benefit of up to US$ 300,000 of direct support to help establish an NDA or focal point, as per Decision B.08/11); An independent Readiness logical framework is needed for readiness proposals requesting support for national adaptation plans and/or adaptation planning processes.
