1 Subject: Implementation of IS/IEC :2003 due to revision of IS series of specifications as IS/IEC series 1. ETD has informed regarding the publication of the series of specifications of Low-Voltage Switchgear and Controlgear as per IS/IEC S. No. Name of the product Existing ISS New/Revised ISS 1 Low-Voltage Switchgear and Controlgear IS13947(1) IS/IEC : General Rules LOW VOLTAGE SWITCHGEAR AND IS13947(2) IS/IEC : CONTROLGEAR 2003 PART 2 CIRCUIT BREAKERS 2. The above has been intimated to all ROs/BOs/CMD-I/CL vide note dated 05/08/2008 for bringing the same to the notice of all licensees and proposing date of implementation. Reminder was sent on 29/09/2008 & 03/03/2009. Further, FDO was requested to propose revised STI and MF in consultation with the licensees and sent to CMD-3 for consideration of CA along with guidelines required, if any, for the easy implementation of the revised ISS. No comments received from any RO/BO. CL has informed regarding the availability of the test facilities at ERDA and the same has been circulated to all ROs/BOs on 12Nov DRAFT STI prepared by CMD-3 was sent to all ROs/BOs for comments vide note dated Comments on the draft STI as received from ETD were incorporated suitably and revised STI has been prepared as Doc: STI/ /1 February 2010 (posted on Intranet/sent through ) which will come into force along with the revised IS/IEC :2003 with effect from 01Feb The major differences in the IS/IEC series which supersedes IS series, is that requirements for electromagnetic compatibility have been introduced, tests for verification of dielectric properties, have been modified, clarity on equipment suitable for isolation introduced, material tests, that is- resistance to abnormal heat and fire, glow wire test, flammability, hot wire ignition and arc ignition test have been added, requirement for degrees of protection provided by enclosures modified, provision of some tests on separate samples made, general requirements for tests further clarified. Changeover for Application/Grant of licence cases a) All new applications are to be recorded as per IS/IEC :2003. b) All pending applications to be processed as per revised standard where samples are to be drawn for testing and also where samples are drawn but, testing has not yet been started. In this case, applicant shall be given option to offer fresh samples as per revised standard and a visit to be paid for verification of capability and availability of test facilities as per revised standard before drawing fresh samples. c) In case, testing of samples are in progress or test reports received, grant of licence as per old version of the standard can be processed but, with an undertaking taken from the firm for changing over to the revised standard w.e.f. the date of implementation given in the circular. In this situation, the case for changeover to the revised standard shall be processed as per guidelines for licences. Page 4 of 5

Existing Licence cases a) All ROs/BOs are requested to inform the licensees under their jurisdiction about implementation of the IS/IEC : 2003 along with new STI. b) Licensee should submit test reports (in-house or OSL) for the conformity to the additional requirements as per IS/IEC : Types of products which do not conform to the requirements of the specification shall be deleted from the scope of the licence w.e.f. the date of implementation given in the circular and necessary endorsement may be issued for the implementation of the IS/IEC : 2003 along with revised new STI. c) During the periodic visit to the firm, the capability of the firm and availability of test equipment as per revised standard to be verified. Any one type of the product offered may be tested for all possible tests in a day and based on satisfactory inspection one sample of different type to be drawn for independent testing. d) The case to be reviewed on receipt of independent test reports. 9. The standard mark applicable for the circuit devices as per IS/IEC will be as follows: IS/IEC CMD-1 is requested to arrange for gazette notification of the above standard mark.
