3 The World Health Organization has estimated that worldwide, we now spend something like 56 billion every year on medical research. 4 The present era offers more promise for progress in medical research than ever before Contemporary science has: deciphered the human genome discovered some of the potential of stem cells unleashed the power of information technologies These historic scientific achievements have created unprecedented opportunity for spectacular breakthroughs in human health JAMA 294: , 2005
5 The changing landscape of health and disease The burden of disease is now shifting from more acute and lethal forms of disease to more long-term and debilitating chronic illness such as congestive heart failure, cancer, Alzheimer disease, Parkinson disease and diabetes. Rapid changes in environment and lifestyle create a disequilibrium between an individual s genetic make-up and the ability to adapt to these changes (i.e., Obesity). New pathogens emerge and familiar ones frequently reemerge with new properties due in part to the ease of global travel. JAMA 294: , 2005
6 Science is poised to radically transform the practice of medicine having the potential to practice preemptive medicine by making use of precise molecular knowledge to detect disease before symptoms are manifest and intervening before disease can strike. The prospect of being able to preempt disease by intervening before it strikes, rather than after it damages the human body, represents the core scientific challenge of the century. JAMA 294: , 2005
7 Translational research New forms of strategies based on a multidirectional understanding of research and medicine embedded in a socio-economical environment will have a place in future therapeutic approaches. Translational research is being offered as the way to move basic findings from the bench to the clinic. J. Translational Medicine 3:33-35, 2005
8 Challenges The current practice of medicine needs to change radically. Effective scientific teams of the future will require closer working relationships among basic, translational and clinical scientists. To develop the preemptive, predictive medicine of the 21st century, the research, and clinical, community will require wide access to technologies, databases, and other scientific resources that are more sensitive, more robust and more easily adaptable to individual needs. The scale and complexity of today s biomedical research problems demand that scientists move beyond the confines of their individual disciplines and explore new organizational models for team science. 9 At the heart of biomedical research is understanding and knowledge In contrast to the turn-of-the-century empirical approach to medicine, the current biomedical research community recognizes the need for a thorough mechanistic understanding of a disease before treatments and cures can be devised. 12 Background With the aid of new technologies, research in life sciences, Biomedicine and Biotechnology has advanced from general areas of Cell/Molecular Biology and Chemistry to highly specialized fields using specific and sophisticated methodologies and equipment. Research areas such as Biochemistry, Cellular and Developmental Biology, Molecular Biology and Genetics, Microbiology and Neuroscience in the University of Concepcion are very successful.
13 University of Concepcion University of Concepcion. It is ranged between the three best ranged public universities in Chile. It has more than students. Clinical Hospital of Concepcion. This is a one thousand bed teaching facility, the largest public hospital in Chile, and provides medical coverage in all specialties to more than 1.000,000 people. Importantly, a Clinical Center cannot be successful if not associated to a basic scientific research facility. Biotechnology Center. This recently built Center has more than 3500 m 2. Areas of research in forestry, fisheries, bioremediation, and biomedicine have been targeted for development.

16 Justifications for a new research organization It will be most necessary to combine the knowledge and skills to produce high quality research and new technologies in a multidisciplinary setting. Our scientists will be dedicated to fundamental basic research in Cell Biology and its relation to Biomedicine and Biotechnology, studying such challenging issues as membrane transport, signaling and gene control in development, cancer, alcoholism, and metabolic, developmental, infectious and degenerative diseases. To reach this objective, our scientists will carry out interdisciplinary studies on important cellular functions in normal and diseased cells using leading edge cellular and molecular techniques.

19 Our Mission The primary mission of this Center is to carry out high quality research by integrating Basic Sciences and Biomedical Sciences and Biotechnology in order to generate high quality research, teaching and public dissemination having immediate and long term effects in the Region and Chile.
20 Our vision Developing a Center that performs cutting edge, internationally recognized, Cellular and Molecular Biology Research. Participating in the nascent biotechnology Chilean industry providing scientific, administrative and regulatory know-how. Improving human health through innovative, research-driven, outreach on prevalent diseases. Improving Education delivering high quality training to high school teacher and students.
21 Specific aims Our emphasis is on performing interdisciplinary, cutting-edge, basic research in Cell and Molecular Biology with applications to Biomedicine and Biotechnology. Frontier research including transgenic animals, adenoviral vector production, SNPs, tissue engineering, nanotechnologies, bioinformatics, gene therapy) will be performed. To develop the Center as part of a national and international network in Cell Biology, Biomedicine and Biotechnology. To achieve this objective, our scientists will continue and expand their research collaboration with colleagues in the United States, United Kingdom, France, Spain, Argentina, Germany, Canada and Italy. The Center will provide a focus for education on Sciences and Biomedicine through teaching tailored for high school teachers, medical personnel and the public. Programs as Talented and an educational program ( think tank ) will be supported to increase awareness of public health issues for interest groups ranging from people in business, education and government.
