1 The ESP Handbook Chapter 15 Obtaining Consumer Usage and Metering Information Version 7.0 February 1, 2017
2 SCE is committed to providing timely and accurate information to its customers or their authorized agents, including ESPs, in accordance with CPUC and SCE guidelines. Prospective ESPs may access an array of information about SCE customers. This information includes: Standard confidential end-user information Basic meter information Interval data (if available) Statistical load profiling information (if applicable) Standard Confidential Customer Information Confidential information includes energy usage and billing histories on a customerspecific basis. Standard confidential customer information includes: Customer name Service account number Service address Billing address Rate schedule Usage data by peak, by month, default 12 months (includes read date, number of days in billing cycle, kw, kwh, KVAR), if applicable Revenue (total billed, by peak, by month), if applicable NAICS code Service voltage ESPs will receive this standard information automatically in the process of completing the Direct Access Service Request (DASR), provided the customer is switching from bundled service to Direct Access. This information will be sent via the Electronic Data Interchange (EDI) format. Customer information released as part of processing a DASR will be released no later than 5 days before the DASR effective date. In addition, ESPs can obtain this data in advance of the DASR process by obtaining signed authorization forms from the customer allowing the release of this information. ESPs should use the Customer Information Service Request (CISR) to obtain the required authorizations and to obtain customer data in advance of the DASR. The CISR authorizes the release of existing basic meter data and historical billing and usage records, (provided for 12 months). Customers have the option of authorizing the release of this data on a one time only basis. The duration of authorization may be either: One-time only; or One year [a twelve (12) month period from the date of execution of Authorization Form]; or Southern California Edison Company Chapter 15, Page 1
3 For a given period of time, but limited to no more than thirty-six (36) months from date of executed Authorization Form or 36 months from the date the form is executed. The CISR-S form can be easily obtained online at under the Related Documents heading or by ing 3rdParty@sce.com. ESPs should note that SCE will only accept SCE Authorization forms. Letters submitted on customer letterhead that are signed by the customer of record, will not be accepted. SCE will process approved CISR requests within ten (10) days of receipt SCE will provide standard customer information without charge, up to two times within a 12 month period per service account. After two requests in a year, customers will be responsible for charges that may be incurred to process the request. The ESPs that receive confidential customer information are expected to maintain a level of confidentiality agreed to by the customer. This information should not be released to another party without the explicit consent of the customer Existing Customer Metering Information Existing customer metering information is also available to ESPs. This information includes the following: Meter number Make Model Meter form Power Potential Transformer (PT) ratio Current Transformer (CT) ratio Meter voltage Billing constant (Multiplier) ESPs will receive this information automatically in the process of completing the Direct Access Service Request (DASR) provided the customer is switching from bundled service with SCE to Direct Access. This information will be sent via the Electronic Data Interchange (EDI) format. In addition, ESPs can obtain this data in advance of the DASR process through the CISR.) The CISR-S form can be easily obtained online at under the Related Documents heading or by ing 3rdParty@sce.com. ESPs should note that SCE will only accept SCE Authorization forms. 4 15.3. Interval Data Interval data is available for accounts above 200 kw and will be provided to ESPs upon customer consent. The CISR authorizes the release of existing basic meter data, historical billing and usage records, (provided for 12 months). Customers have the option of authorizing the release of this data on a one time only basis. The duration of authorization may be either: One-time only; or One year [a twelve (12) month period from the date of execution of Authorization Form]; or For a given period of time, but limited to no more than thirty-six (36) months from date of executed Authorization Form or 36 months from the date the form is executed. This information can only be obtained through a CISR ESPs should note that a single request for both standard confidential customer information and interval information will count as one request. If, however, requests are submitted separately for confidential customer information and interval information, each individual request will count as one request. Customer information will be available electronically. To assist ESPs in understanding standard confidential information a list of each field and a description are included below. # Account Number CIS Account Number 1 Customer & Address Customer-of-Record and Service Address 2 Mailing Address Customer s Mailing Address 3 Region SCE Geographical Region i.e. Desert Springs, Coastal, etc. 4 Meter Number Existing meter consisting of Prefix and Suffix that is assigned by SCE. 5 Division SCE Divisions (Eastern, Northern, Western, Southern) 6 District SCE District Name i.e., Foothill, San Jacinto, etc. 7 Premise Number Internal SCE code 8 Status Status of an account either ACTIVE or CLOSED 9 Current Rate SCE Rate i.e., D, GS-1, GS-2, TOU-8 10 Bill Period Identifies from 1-12 billing periods 11 Read Date Actual meter read date 12 Days Number of days in the billing period 13 SUMMER - WINTER Summer - Winter Billing Seasons. Energy Charges are based on the season of the year and the time of day energy is used. The hours are divided between on, off, mid, and/or super off peak, and the seasons are divided into winter and summer. 14 Billing Days Number of days in the billing period. 15 On-Peak kwh, Mid- Peak kwh Off-Peak kwh, SOFF (Super Off Peak), TOTAL kwh 16 On-Peak kw, Mid- Peak kw Off-Peak kw, SOFF (Super Off Peak), TOTAL kw Billing usage kilowatt hours kwh by peaks as established in tariffs. A higher cost per kwh is charged for on-peak electricity. A much lower cost per kwh is charged for off-peak electricity. Billing usage Demand kw by peaks as established in tariffs. Maximum monthly registered Demand for each period of on, off, mid, and/or super off peak billing. 17 KVARH Usage measuring the reactive component which is not in phase with the supplied power from SCE of the customer s equipment. 5 18 KVAR Demand Using the measurement of the customer s reactive demand in a formula with their Demand kw and the KVAR Demand on what the Power Factor Charge is based. 19 Total kwh Total kilowatt hours 20 Maximum kw Maximum Demand in any month that is measured by the maximum average kilowatt input during any 15 minute interval in the month. 21 Daily Avg kwh Daily Average kwh usage 22 Bill Amount Amount of customer s bill 23 SIC Class Standard of Industrial Classification Code (Business type identifier) 24 Connected Load The total sum of the rated capacities of all the customer s equipment (lamps, motors, heating devices, etc.) that can be connected to the utility s lines at any one time. 25 Standby Demand That portion of the charge for standby service which is a fixed amount based on the maximum load the utility stands ready to supply in accordance with the rate schedule. 26 Use Class Residential & Commercial Use Code i.e., Domestic, Office, General Retail, Restaurants. 27 Billing Horsepower Amount of horsepower for a pump. This will be eliminated from BCRS Report 28 Contract Demand Contract Demand was replaced by Ratchet Demand with the 6/7/92 General Rate Case (GRC). This field will be removed from BCRS. Ratchet Demand is a monthly non-time related Demand based on either 50% of the highest maximum Demand established in the preceding eleven months or the maximum Demand of the current months, whichever is greater. 29 Added Facilities Additional and/or special facilities required by the customer 30 Excess Transformer Additional transformer capacity required by the customer Capacity 31 City Utility Tax % Amount of City Tax applicable 32 Voltage & Phase Service Voltage is the voltage at which the customer is receiving power. Single Phase indicates a generator or circuit in which only one alternating current voltage is produced. Three Phase indicates a generator or circuit delivering three voltages that are one third of a cycle apart in reaching their maximum value. 33 Firm Service Level This will be eliminated from BCRS Report 34 Revenue Class First two numbers of SCE s revenue rate code BCRS Report: Meter Info 35 Meter Number Existing meter consisting of Prefix and Suffix that is assigned by SCE. 36 Make Meter manufacturer i.e. G.E., Westinghouse, etc. 37 Model Version of a type of meter i.e. TM91-TM81, etc. 38 CT Ratio C. T. (Current Transformer) A transformer that reduces the current in a circuit by a fixed ratio from a high value to a low value in order to provide a useable current for metering purposes. 39 VT Ratio V.T. (Voltage Transformer) A transformer that reduces the voltage in a circuit by a known ratio to provide a useable voltage for metering purposes. 40 Voltage Meter Voltage is the amount of voltage that is supplied to the meter. 41 Form Indicates whether meter is an A-Base or a Socket meter and the type of service (3 wire delta transformer connection, 4 wire wye transformer connection, etc.) that the meter can properly measure. 42 Multiplier (Constant) The Multiplier (Billing Constant) is the multiplier used in calculating the difference of the meter device registered reads to determine the actual customer usage.
