Worden Managing Director, State Regulatory Operations April 6, 2015 ADVICE 200-G/3202-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Request to Modify Gas and Electric Rule 1, Definitions, and Rule 9, Rendering and Payment of Bills, to Increase Customer Participation in Electronic Billing Southern California Edison Company (SCE) hereby submits for filing the following changes to its tariffs. The revised tariff sheets are listed in Attachment A and are attached hereto. PURPOSE The purpose of this advice filing is to modify Gas and Electric Rules 1, Definitions, and Rules 9, Rendering and Payment of Bills, to provide SCE the authority to automatically enroll customers into Electronic Billing when they make an electronic payment. These changes align with customer preferences and are expected to increase participation in SCE s Electronic Billing program without limiting customer billing options. BACKGROUND Many of SCE s customers pay and receive bill information electronically as customer awareness of, and access to, SCE s online services continues to increase. As of December 2014, 63 percent of SCE customers pay their bills electronically through various channels on a regular basis; however, only 22 percent of SCE s 5 million customers are enrolled in SCE s Electronic Billing program. Customer participation in the Electronic Billing program has experienced organic growth at an average of 2 percent per year. For 2015, SCE customer preference for Electronic Billing is estimated at 30 to 35 percent. This estimate is supported by JD Power s nation-wide study of large electric utilities that showed 34 percent of customers surveyed currently receive their P.O. 3 ADVICE 200-G/3202-E (U 338-E) April 6, 2015 electric bill electronically. 1 In California for example, Pacific Gas and Electric Company s (PG&E s) Electronic Billing program utilizes automatic enrollment when a customer pays electronically through its website. PG&E s customer participation in Electronic Billing reached approximately 30 percent as of early DISCUSSION This advice letter proposes the transition of SCE s default bill format from paper to electronic as a first option for those customers who pay their bills electronically. SCE s customers who do not pay their bill electronically will be unaffected by the changes requested in this advice letter and will continue to receive a paper bill. To address customers electronic billing preferences and increase exposure to, and participation in, SCE s Electronic Billing program, SCE requests authority to automatically enroll any electric or gas customer who makes an electronic payment into the Electronic Billing program. SCE will provide notices to these customers informing them of their automatic enrollment in Electronic Billing. For example, customers paying electronically may see an on-screen notification alerting them that upon completion of their electronic payment, they will be enrolled in Electronic Billing and that they will no longer be mailed a hard copy of their monthly bill. SCE also plans to send these customers an confirmation of their enrollment in Electronic Billing. Customers will be provided with instructions on how to end participation in Electronic Billing and return to paper billing if they desire to do so. All customers enrolled in Electronic Billing may elect to end participation at any time and return to paper billing beginning on their next regular billing cycle after SCE processes their request. The goals of the Electronic Billing program are to provide customers excellent service that meets their preferences while lowering the expenses associated with printing and mailing paper bills consistent with the productivity and Operational Excellence forecasts in SCE s 2015 General Rate Case (GRC). 2 SCE recognizes that some customers may still prefer to receive paper bills. As such, at any time customers may de-enroll from Electronic Billing either via SCE.com or by contacting the Customer Contact Center. SCE anticipates that implementing automatic enrollment as part of the Electronic Billing enrollment process may increase customer participation by approximately 6 percent in addition to the normal level of organic growth. 3 SCE plans to make the Information Technology system modifications necessary to implement the proposed enrollment program changes described above within 180 days from the approval of this advice letter. 1 Source: 2014 JD Power Electric Utility Residential Consumer Satisfaction Study. 2 SCE s 2015 Phase 1 GRC includes proposed forecast productivity reductions to Customer Service operating expenses. Though no decision has been issued in this proceeding, no party opposed the forecast reductions and SCE expects them to be adopted. 3 Estimate assumes that 90 percent of the customers (approximately 275,600) transitioned to Electronic Billing will remain on the program.

4 ADVICE 200-G/3202-E (U 338-E) April 6, 2015 PROPOSED TARIFF CHANGES SCE proposes the following changes to its Gas and Electric Rules 1 and 9 to allow for the changes to the Electronic Billing program discussed above. These proposed changes are consistent with the direction provided in the California Public Utilities Commission s Resolution E-3711 that the utilities eliminate the mailed, hard copy of bills to customers participating in Electronic Billing. 4 Electric and Gas Rule 1, Definitions SCE proposes modifications to its Gas and Electric Customer s Mailing Address definition, as follows: Customer s Mailing Address(es): The physical and electronic mailing address specified in a customer s application or contract, or any other address subsequently given to SCE by the customer, to which any bill, notice or other communication is to be mailed. SCE proposes to add to its Gas Rule 1 the definition of Mailed as follows: Mailed: Any notice or other communication will be considered "mailed" when sent by electronic means or when it is enclosed in a sealed envelope, properly addressed, and deposited in any United States Post Office box, postage prepaid. SCE proposes modifications to its Electric Rule 1 definition of Mailed, as follows: Mailed: Any notice or other communication will be considered "mailed" when sent by electronic means transfer or when it is enclosed in a sealed envelope, properly addressed, and deposited in any United States Post Office box, postage prepaid. 4 This resolution approves, subject to certain modifications and conditions, proposals under which Edison, SDG&E, and SWG would allow customers to choose electronic billing and payments, and eliminate the mailed, hard copy of bills. Additionally, San Diego Gas & Electric Company s Rule 9.A, Southern California Gas Company s Rule 12.A, and PG&E s Rule 1 and Rule 9.H specify that customers receiving electronic bills will no longer receive paper bills.

A bill presentment method that allows customers to receive and view Bills and Summary Bills electronically and to no longer receive paper bills. All charges that would have appeared on the paper bill, along with all legal and mandated notices, are provided with the electronic bill. However, all discontinuance of service notices are delivered separately in accordance with the provisions of Rule 8 and Rule 11. Customers who make an electronic payment may be automatically enrolled in Electronic Billing after the next regular billing cycle following SCE s receipt of the electronic payment. Customers may choose to end participation in Electronic Billing at any time by contacting SCE, and such requests will be effective the next regular billing cycle after the customer s request is processed by SCE. Electric Rule 9, Rendering and Payment of Bills SCE proposes replacing the existing Electronic Transfer provision in Rule 9.A.6 with the Electronic Billing provision as follows: Electronic Transfer. When a Qualified Customer requests, and SCE agrees, bills may be transferred to and payment received from the customer electronically. Customers requesting this service may be required to complete additional forms and/or contracts. Electronic Transfer may be discontinued by either party with 30 days written notice. Electronic Billing. A bill presentment method that allows customers to receive and view Bills and Summary Bills electronically and to no longer receive paper bills. All charges that would have appeared on the paper bill, along with all legal and mandated notices, are provided with the electronic bill. Applicant: A person or agency requesting SCE to supply gas service. Average Month: 30.4 days. Billing Period: The time interval between two consecutive meter readings that are taken for billing purposes. Burner Capacity: The capacity of a burner as evidenced by the nameplate rating approved by the testing laboratories of the American Gas Association. Company: Southern California Edison Company (See Utility). Connected Load: The sum of the rated burner capacities of all of a customer's equipment that can be turned on at the same time. Customer: The person in whose name service is rendered as evidenced by the signature on the application, contract, or agreement for that service, or, in the absence of a signed instrument, by the receipt and payment of bills regularly issued in his name regardless of the identity of the actual user of the service. Customer's Mailing Address(es): The physical and electronic mailing address specified in a customer's application or contract, or any other address subsequently given to SCE by the customer, to which any bill, notice or other communication is to be mailed. Billing Period Bills for gas service will be rendered monthly or as otherwise provided in rate schedules and will be based on meter registration. Level Pay Plan Bills are based on meter registrations but are determined as described in Section D of the tariff. 2. Metered Service Meters will be read monthly for the preparation of regular bills and as required for the preparation of opening bills, closing bills, and special bills. Each meter on a customer s premises will be considered separately and the readings of two or more meters will not be combined except: a. Where combination of meter readings is specifically provided for in a rate schedule. b. Where SCE s operating convenience or necessity may require the use of more than on meter. It may not be possible always to read meters on the same day of each month, and should a monthly billing period contain less than 27 days or more than 33 days a pro rata correction in the bill will be made. 3. Pro Rate Correction Opening bills, closing bills, and bills rendered for periods of less than 27 days or more than 33 days will be computed in accordance with the applicable schedule, but the size of the commodity blocks, or fixed charge blocks, and the amount of the fixed charge, or minimum charge specified therein, will be prorated on the basis of the ratio of the number of days in the period to the number of days in an average month. Should the total period of service be less than one month, no proration will be made and no bill shall be less than the specified monthly fixed charge, or minimum charge. 4. Electronic Billing A bill presentment method that allows customers to receive and view Bills and Summary Bills electronically and to no longer receive paper bills. (T) (T) Customer Service System (CSS): CSS has its focus at the customer level, not at the meter or premises level. There are five entities or levels to the design of CSS. These are: 1. Site: The premises where SCE has installed electrical equipment such as meters or transformers, etc. 2. Installed Service: Actual equipment SCE has placed at a Site. 3. Service Account: Level where service is metered or usage is determined and Tariffs apply. 4. Customer Account: The level of accounts receivable and credit activity. Also the level at which a billing statement is issued. 5. Customer: An entity or person upon which SCE keeps information or with whom SCE is doing business with or without a billing relationship. PUC Sheet No E Rule 1 Sheet 7 DEFINITIONS Electronic Signature: An electronic sound, symbol, or process attached to or logically associated with an electronic record and executed or adopted by a person with the intent to sign the electronic record. Electronic Transfer: Paperless exchange of data and/or funds, usually involving computer and telecommunication technology. Energy Service Provider (ESP): An entity that provides electric power and ancillary services (including, but not limited to, aggregators, brokers, and marketers, but excluding utilities) to an End-Use Customer. An End-Use Customer can act as its own ESP as long as it complies with all requirements of being an ESP. Also referred to as Electric Service Provider. General Service: Service to any lighting or power installation except those eligible for service on single-family and multifamily domestic, street lighting, outdoor area lighting, traffic control, resale, or standby schedules. No customer for whom a single-family or multifamily schedule is applicable may transfer to or newly take service under a general service schedule. Domestic service which is on a separate meter from a Single-Family or Multifamily Accommodation shall be served under a general service schedule. Heating Service: Service to any apparatus employing the resistance of conductors to transform electric energy into heat. Hourly Metering: See Meter, specifically Interval Data Recorder (IDR) Meter. Housing Project: A building or group of buildings located on a single premises and containing residential dwelling units for which master metering of electric service at one location has been installed in accordance with tariffs in effect at the time of installation. Independent Verification Agent (IVA): An agent who verifies a change in Direct Access service in accordance with Public Utilities Code Sections 366(d) and 366(e). Industrial Developments: Consist of two or more enterprises engaged in a process which creates a product or changes materials into another form or product. Intermittent Service: Service which, in the opinion of SCE, is subject to discontinuance for a time or at intervals. Lighting Service: Service to any apparatus transforming electric energy into light for all visual purposes except those specified under "Power Service." Metered Service. Bills and Summary Bills for metered service will be based on meter registrations. Meters will be read as required for the preparation of regular bills, opening bills, and closing bills. It may not be possible always to read meters on the same day of the month or at intervals of equal numbers of days. Level Pay Plan Bills are based on meter registrations but are determined as described in Section E of the tariff. 2. Service Period. Bills and Summary Bills for electric service will normally be rendered on a monthly basis; except that SCE may render bills more or less frequently at the option of SCE. 3. Daily Rate Schedules. Bills and Summary Bills for accounts on rate schedules with daily charges will be billed on a daily basis and will be computed on the number of days in the service period. No pro rata computation is required. 4. Monthly Rate Schedules. Bills and Summary Bills for accounts on rate schedules with monthly charges will normally be billed for a monthly billing period. a. Monthly Billing Period. A monthly billing period will contain 27 to 33 days. Bills and Summary Bills for accounts which are normally billed for a monthly billing period, including accounts based on measured monthly demand, will be calculated on a pro rata computation for other than a monthly billing period except as specified in Rule 22, Section E.13. b. Pro Rata Computation. Where a pro rata computation is made, the billing will be computed in accordance with the applicable rate schedule, but the size of the energy blocks, and the amount of the monthly charges and credits specified therein, will be prorated on the basis of the ratio of the number of days in the billing period to the number of days in a monthly billing period. For this purpose, an average monthly billing period of 30 days, may be used unless otherwise provided in the tariff schedules. 5. Accumulative Amount Due. SCE reserves the right to accumulate bills until the total amount due exceeds $ Electronic Billing. A bill presentment method that allows customers to receive and view Bills and Summary Bills electronically and to no longer receive paper bills. All charges that would have appeared on the paper bill, along with all legal and mandated notices, are provided with the electronic bill. However, all discontinue of service notices are delivered separately in accordance with the provisions of Rule 8 and Rule 11. Customers who make an electronic payment may be automatically enrolled in Electronic Billing after the next regular billing cycle following SCE s receipt of the electronic payment. Customers may choose to end participation in Electronic Billing at any time by contacting SCE, and such requests will be effective the next regular billing cycle after the customer s request is processed by SCE.
