2 REQUEST FOR QUOTATION Development of an implementation roadmap for the delivery of the Business Intelligence Solution in SAQA 1. TERMS OF REFERENCE 1.1 Background: SAQA is the custodian of a large collection of learner achievement data and also hosts information on foreign qualifications that has been evaluated, that is, verified and compared and located within the South African National Qualifications Framework. Vast amounts of learner data and information are stored in online transactional processing (OLTP) databases. SAQA has ten subject specific directorates with each generating its own information and has a challenge of integrating the information to provide a holistic and integrated view of the SAQA domain. Enterprise information is processed on a daily basis. These include human resource information, financial information, procurement information, performance information and information about its stakeholders and clients. SAQA has a need for integration and analysis of data, predictions and reporting on all the data and information sets in its repositories Infrastructure and software in use at SAQA: Windows and Linux servers; Transactional MS SQL Server (2005, 2008R2, 2014) production databases; Transactional MySQL production databases; Microsoft SSIS, SSRS, SSAS available; JasperSoft Community Edition; Crystal Reports. The MySQL databases are hosted on Linux bases servers (CentOS 6/7). 3 1.3 Project Scope: SAQA agreed to the strategic approach as set out in the Business Intelligence Strategy and requires a Business intelligence solution that would be able to: Provide efficient operational and business reporting; Provide reporting on strategic business performance indicators; Determine integrating elements (common denominators) in all OLTP and future OLAP databases; Visually display the statistics in dashboards; and Provide forecasting and predictive reporting based on data mining and other statistical techniques A proposal in terms of the appropriate Business Intelligence tool* that could be used to generate the identified output reports Skills transfer and capacity building to at least two of SAQA IT and NLRD staff members. *Please note that the project does not include the procurement and/or installation of any software at this stage. 1.4 Service Level Agreement: In order to deliver on paragraph 1.3, the service provider must perform and deliver on the following activities: Determine the baseline architecture ( As Is ); Determine the target architecture ( To Be ); Perform a gap analysis on the baseline and target architectures; Make recommendations to fill the gaps identified in the gap analysis process; Develop an implementation plan for building the BI system; Development of project plans and work breakdown structure (WBS) for each of the elements of the implementation plan Proposal Requirements The implementation plan must be broken up into short, medium and long term implementation. The short term plan must fit into the first 12 months, medium term plan - 24 months and long term plan - 36 months. 4 The service provider must use the TOGAF 8/9 framework and in particular use the business, information and technology architectures to develop the implementation plan The service provider must indicate that the resources to be used have business and enterprise architecture skills. TOGAF certification and project management certification will be an advantage The solution proposal must be signed by the duly recognized representative of the service provider The proposal must be delivered to our SAQA offices at 1067 Arcadia Street, Hatfield. No ed of faxed proposals will be accepted Please ensure that your company is registered on the National Treasury CDS to provide the services. 2. Technical Evaluation 2.1. The following score sheet and criteria will be applied to your proposal. No Technical Criteria Score Points Max 1 Solution proposal based on the TOGAF 8 or 9 framework. 2 Provide one or more contactable reference(s) of recent or current clients where a similar project was successfully completed. Reference letters of clients are preferred. 3 Project Management Methodology and project plan. 4 Provide CV s of staff members that will be involved in this project. Only include CV s that are relevant to this particular project must be included. 5 A clear indication of what the total cost will be for the project. VAT at 14% must be included as a separate item. 5 project. 3. Evaluation in terms of the 80/20 Preference Point System 3.1 Only bids that achieved the minimum qualifying score of 120 (80%) or more for functionality will be evaluated in accordance with the 80/20 preferential point system as prescribed in the Preferential Procurement Framework Act 5 of 2000 Preference points for this quotation shall be awarded for: (a) Price; and (b) B-BBEE Status Level of Contribution. The maximum points for this quotation are allocated as follows: POINTS: PRICE 80 B-BBEE STATUS LEVEL OF CONTRIBUTION 20 Total points for Price and B-BBEE 100 THE 80/20 PREFERENCE POINT SYSTEMS A maximum of 80 points is allocated for price on the following basis: 80/20 Where Ps = Points scored for comparative price of bid under consideration Pt = Comparative price of bid under consideration Pmin = Comparative price of lowest acceptable bid Points awarded for B-BBEE Status Level of Contribution In terms of Regulation 5 (2) and 6 (2) of the Preferential Procurement Regulations, preference points must be awarded to a bidder for attaining the B-BBEE status level of contribution in accordance with the table below: B-BBEE Status Level of Contributor Number of points (80/20 system) 1 20 Request for Quotation BI Implementation Roadmap, Version 1.0 Page 5

6 Non-compliant contributor 0 Bidders who qualify as EMEs in terms of the B-BBEE Act must submit a certificate issued by an Accounting Officer as contemplated in the CCA or a Verification Agency accredited by SANAS or a Registered Auditor. Registered auditors do not need to meet the prerequisite for IRBA s approval for the purpose of conducting verification and issuing EMEs with B-BBEE Status Level Certificates. Bidders other than EMEs must submit their original and valid B-BBEE status level verification certificate or a certified copy thereof, substantiating their B-BBEE rating issued by a Registered Auditor approved by IRBA or a Verification Agency accredited by SANAS. A trust, consortium or joint venture, will qualify for points for their B-BBEE status level as a legal entity, provided that the entity submits their B-BBEE status level certificate. A trust, consortium or joint venture will qualify for points for their B-BBEE status level as an unincorporated entity, provided that the entity submits their consolidated B-BBEE scorecard as if they were a group structure and that such a consolidated B-BBEE scorecard is prepared for every separate bid. Tertiary institutions and public entities will be required to submit their B-BBEE status level certificates in terms of the specialized scorecard contained in the B-BBEE Codes of Good Practice. A person will not be awarded points for B-BBEE status level if it is indicated in the bid documents that such a bidder intends sub-contracting more than 25% of the value of the contract to any other enterprise that does not qualify for at least the points that such a bidder qualifies for, unless the intended sub-contractor is an EME that has the capability and ability to execute the sub-contract.
