1 Concept note Session 1 Put Global and Regional DRR Frameworks into Action Tuesday, September 22, 10:1515:00 Introduction The Sendai Framework for Disaster Risk Reduction was adopted by 187 countries at the Third United Nations World Conference on Disaster Risk Reduction, held from 14 to 18 March 2015 in Sendai, Japan, and endorsed by the UN General Assembly after the conference. The Sendai Framework is the first major agreement of the post2015 development agenda, with seven global targets and four priorities for action. At regional level the Comprehensive Disaster Management (CDM) Strategy determines priority areas of implementing DRRR in the Caribbean. In order to implement the CDM at national level, country work programmes have been developed. CDEMA is the regional intergovernmental agency for disaster management in the Caribbean Community (CARICOM) which coordinates the implementation of the CDM strategy. 1 Other instruments aiming to implement DRR in the Greater Caribbean region are the SaintMarc Plan of Action as well as the Declaration and Action Plan of PétionVille guiding the work of the Association of Caribbean States. The session is aiming to look at linkages, synergies and gaps between the global and regional frameworks for Disaster Risk Reduction. It further will identify elements of Sendai Framework and the CDM Strategy that need to be integrated into current and future plans at country and regional level. Another main element is the mapping of contributions from the DIPECHO Action Plan for the Caribbean to the global and regional frameworks. This session is jointly being organized by the Sendai Framework Petit Comité partners such as UNDP/ACPP/UNESCO (Dominican Republic), Oxfam/Plan/Habitat for Humanity (Dominican Republic), Save the Children (Cuba) and UNISDR (chair) in close collaboration with CDEMA and support by IFRC and UNDP Barbados. These partners will work together throughout the DIPECHO Action Plan ensuring that 1
2 the identified priorities will be followed through; expected results will be achieved and promoted in order to optimize the impact and to allow scaling up. Session objectives In addition to the overall workshop objectives which include the development of a joint action plan for each of the thematic areas and the enhancement of coordination and communication, the session is aiming to: Presenting synergies and gaps between the global and regional frameworks for Disaster Risk Reduction and reflect on relevance for the national level. Mapping of how planned DIPECHO Action Plan activities contribute to the implementation of the regional and global disaster risk reduction frameworks. Expected Session Outcomes Harmonized national and regional priorities. Joint work plan for the thematic area. Increased knowledge on good practices and tools related to Sendai Framework for Disaster Risk Reduction Priorities.
