4 CADE Vision and Initiatives Update Why is CADE Important? Analogous program CADE data is critical early in a program s lifecycle. As the program progresses, its own actual data becomes invaluable in budget formulations, contract negotiations, and source selections. CADE Analogous Program O&S CADE Your O&S CADE CCDR standardized structures in CADE allow analysts to use analogy and parametric methods to generate Analysis of Alternatives and Life Cycle Cost Estimates. Early CCDR reporting provides data that enable cost-informed trade assessments, budget and affordability reconciliations, acquisition strategy development, and credible cost estimates throughout all the acquisition documents required at Milestone B. Unit data from the CCDRs allows for better learning curve analysis to project future costs of production contracts. Without these insights, estimates can be off by significant margins. With data, estimates are more credible at Milestone C. Full Rate Production contractors are often sole sourced without competition for lot options. CCDRs provide data on prime and subcontractor actual costs, which enable PMs and COs to perform in-depth profit analyses and better negotiate fixed price options. CCDR standardized structures in CADE allow analysts to use analogy and parametric methods to generate better O&S estimates. With Operations and Support efforts making up the majority of the Department s costs, and the increased use of contractor support, using CCDR data can assists decision makers on their sustainment strategies. 4
