2 Workshop objective To explain the CDM duties of a Designer
3 Designers must: Be competent at design work and the CDM duties Check the Client is aware of their CDM duties before starting any design work Not start detailed design work without a CDM Coordinator appointed on a notifiable project initial design work is acceptable without a CDM Co-ordinator Prepare designs with adequate regard to health and safety eliminate hazards and reduce remaining risks
4 Designers must: Provide health and safety information with the design Co-operate with the Client, CDM Co-ordinator Co-operate with other Designers Co-operate with the Contractor, Principal Contractor... so that each duty holder can comply with their CDM duties
5 How can a Designer make sure a Client is aware of their duties? Inform the Client when: Accepting the Designers appointment in writing Talking to them for the first time Point them to the HSE CDM website
6 How can a Designer ensure they are undertaking their CDM duties properly? The Client gives them adequate information about the nature of the site where the structure will be built Their designs should avoid risks to anyone carrying out construction work and future work Their designs should avoid risks to anyone else who may be affected by such work
7 How can a Designer ensure they are undertaking their CDM duties properly? They should provide adequate health and safety information about the design in any drawings, specifications, etc
8 What does a Designer not have to do? They don t need to: Consider unforeseeable hazards and risks Specify construction methods - except where a work activity presents unobvious risk that a Contractor will need to know about Manage or review health and safety on site
9 How can a Designer prepare designs with adequate regard to health and safety? Do a risk assessment to identify the hazards in the design and on the site, by: Visiting the site where the structure will be built Doing a brainstorming session with the project team Asking another competent Designer to review design drawings and specifications
10 Do a risk assessment to consider who may be harmed and how Those who will prepare the site and build the structure Those who may be affected by the work the public Those who will use the structure the public Those who will do maintenance on the structure Those who will do work in the future
11 Do a risk assessment to evaluate the risks and decide on whether the design is satisfactory, or if more needs to be done to eliminate or reduce the remaining risks to acceptable level Identify the potential for harm from the construction methods or materials in the specifications Assess the severity and likelihood of harm occurring to those who may be harmed e.g. high or low Outline how the hazards will be eliminated or the remaining risks controlled
12 The risk assessment process continued Record the assessment findings and communicate them to those who need to know Review and revise the assessment if necessary as the design evolves
13 Where risks remain in the design communicate them to those who will need to know about them Provide health and safety notes or symbols on site plans, construction drawings or as-built drawings Provide written health and safety information on site plans, construction drawings or as-built drawings
