2 Market access relies on partnerships Gaining and enhancing market access opportunities for Canadian agriculture and agri-food products relies on the collective efforts of: Government of Canada (Federal Market Access Team (FMAT) (AAFC/CFIA/GAC)* Industry Provinces and Territories AAFC, CFIA and GAC share complementary mandates concerning market access for agriculture and agri-food products. Each federal partner has an important role to play in advancing market access; however, this must also be balanced with other obligations * Including network of Canadian Trade Commissioners around the world 2

3 Securing and maintaining access is a complex and time-consuming process Resolving market access issues has become more complex process over the years, influenced by: Vastness of sectors that rely on exporting The increased number and complexity of SPS and other issues Importing countries are modernizing/enhancing their food safety, animal and plant health control systems new and/or enhanced import controls Intensified international competiveness for the same markets with greatest potential Increased demands on and limited resource capacity in foreign regulatory authorities Limited and highly specialized technical expertise is relied on heavily for multiple initiatives 3

4 Market Access Secretariat (MAS) Resources MAS was established to provide resources focussed solely on regaining and expanding market access opportunities for agriculture and agri-food products. Handles bilateral relations for the Department Implements country-level strategies Ensures a coordinated approach across the Federal market Access Team for international activites. Incremental market development resources work alongside those dedicated to market access. AAFC and the CFIA continue with the single-window for market access engagement and the prioritization process to ensure we are working on issues that are of greatest significance to industry. 4

5 Success rests on collective adherence to prioritization Requests are evaluated based on a number of predetermined factors, and given a priority ranking allows us to set transparent workplans, to sort resource requirements, and document all market access work for the FMAT The current market access workplan covers 319 active issues: Not every market access issue can be addressed 5

7 Single Window Update The Market Access Secretariat s Single Window (massam@agr.gc.ca) was created to act as a central contact point for market access inquiries from industry and provinces. The use of the MAS Single Window continues to grow. In 2015, the Single Window responded to 278 incoming requests and sent 146 outgoing announcements The Single Window has been expanded to handle all market development activities within MAS. 7

9 Building on Success Opportunities for Collaboration The single window and prioritization process have been successful in helping to organize and focus resources on industry s priorities On-going collaboration with governments and industry ensures coherent international engagement and coordinated approaches to emerging events Together, industry and government need to build on successes and leverage our partnership by: Identifying and adhering to priority market access issues Engaging with each other as issues evolve Advocating priorities and leveraging partnerships abroad Onus on industry to play its role (on farm measures to mitigate crises; dialogue and advocacy with counterparts abroad, etc) 9

10 Collaborative Efforts MAS Annual Market Access and Development Meeting sixth annual meeting was held January 12 th, Well attended 85 industry members and 8 provinces, as well as the FMAT and Health Canada. Key themes to emerge: international standards recognition, capacity issues with FMAT, and balancing trade negotiations and dealing with existing/remaining issues. Overarching theme of collaboration was apparent throughout the day. Incoming Technical Inspections and Audits working collaboratively with industry Specified Purpose Account created to streamline process Upcoming Ministerial Missions April 2016 G7 Ag Ministers Meeting in Japan (possibly including South Korea) June 2016 G20 in China November 2016 recommending China (with possible industry delegation) 10
