PROJECT NAME AND SITE DESCRIPTION Description of the Project The main purpose of the project is providing sufficient water supply for 1670 bovine cattle and 450 small cattle directly in the pasture. Proposed sub-project envisages improvement of pastures watering network in Aparan community. The following construction activities will be implemented under the proposed sub-project: Construction of spring collection point Installation of 389 total length pipeline Construction of four metallic troughs, length 24 m of each - semi-pipes installed on concrete - cobblestone 38x9.2m platform. Construction of two chambers: discharge and braking, regulation and water meters, Installation of 3 water collection reservoirs- 20m 3 each Construction of 1071 m 2 cote Construction of herdsman shelter Project implementation area, community The design for pastures watering network has been developed by the ANUSHIK JRER design company under the contract concluded with Agricultural Project Implementation Unit. Republic of Armenia, Aragatsotn marz, Aparan community Project site location Project implementation area is located at a distance of 67 km from Yerevan city and 7 km from Aparan community. The water for water ways will be provided from new spring II 2

3 collection point, for which Aparan community obtain water use permit from RA MoNP, it is attached. Land ownership Description of geographic, physical, biological, geological, hydrographic and socio-economic context Locations and distance for material sourcing, especially aggregates, water, stones LEGISLATION Indentify national and local legislation and permits that apply to project activity Land required for the project implementation belongs to community. Letter on land ownership from the Aparan community Head is attached. The sub-project site is located in Aragatsotn marz, in Aparan community area. Aparan is located in central part of Armenia on Aragats mountain chain, 1843 m above sea level. Climatic conditions of the Aparan possesses is mild mountainous. The winter is cold, snowy. The summer is warm, few clouds, comparatively humid weather. Precipitation is not abundant, mm on the lake surface, up to 1000 in the mountains. Water for construction works will be provided by water cistern track. Aggregates and machinery will be obtained from the licensed providers within the project area. Contractor may choose to extract equipment himself, in which case contractor must obtain an extraction license prior to commencement of extraction. Metallic and PE pipes as well as all fittings will be purchased from an official supplier. Permits required for accomplishing the works envisaged by the project: PUBLIC CONSULTATION Construction license to be possessed by Construction Contractor, Construction permit to be obtained by the Construction Contractor from Aparan municipality Water Use permit from RA Mo NP Written consent for disposal of construction waste to be obtained by Construction Contractor from the Head of Aparan Community. Land ownership letter possessed by the Aparan Community. Identify when/where the public consultation took place Public consultations on the sub-project have been carried out in Aparan community. General conditions Notification and Worker Safety (a) The local construction and environment inspectorates and communities have been notified of upcoming activities (b) The public has been notified of the works through appropriate notification in the media and/or at publicly accessible sites (including the site of the works) (c) All legally required permits have been acquired for construction and/or rehabilitation (d) The Contractor formally agrees that all work will be carried out in a safe and disciplined manner designed to minimize impacts on neighboring residents and environment. (e) Workers PPE will comply with international good practice (hardhats, as needed masks and safety glasses, harnesses and safety boots). (f) Appropriate signposting of the sites will inform workers of key rules and regulations to follow. A. General Rehabilitation and / or Construction Activities Air Quality Noise Waste management (a) The surrounding environment shall be kept free of debris (b) There will be no open burning of construction / waste material at the site (c) There will be no excessive idling of construction vehicles at sites (a) Construction noise will be limited to day-time hours (b) During operations the engine covers of generators, air compressors and other powered mechanical equipment shall be closed, and equipment placed as far away from residential areas as possible (a) Waste collection and disposal pathways and sites will be identified for all major waste types expected from construction activities. (b) Construction waste will be collected and disposed at the agreed site (c) Whenever feasible the contractor will reuse and recycle appropriate and viable materials (except asbestos) 5

11 3. Minutes of public consultation meeting A stakeholder consultation meeting on the and Resettlement Issues was held on June 23, 2016 in Aparan Community of Aragatsotn marz. Information on meeting day and time was posted on information board of Aparan Community Mayor s Office. EMP draft version was disclosed on A official web page on , respective link is below On June Environmental Specialist Alice Savadyan, A SA Engineer-constructor Vardan Khostikyan and Project Social Specialist Emma Mkrtchyan carried out Environmental and Social Public Consultations in Aparan Community of Aragatsotn Marz. V. Khostikyan presented the main purpose and details of watering point construction project in Aparan Community of Aragatsotn Marz under the Second Community Agricultural Resource Management and Competitiveness Project (CARMACP II) and highlighted technical details of construction. Environmental management plan with respective environmental impact mitigation measures were presented and explained in details by Alice Savadyan Environmental Consultant of A. The role of the local community during construction works was emphasized and it has been mentioned that the information poster with all the necessary contacts will be installed for local community convenience. She specifically emphasized that civil works will be implemented beyond the community in remote pasture, in order not disturb the inhabitants; hence the installation of safety belts, safety signs and fences is not mandatory and not under strict control in those areas. However, technical supervisors should keep under control the fulfillment of all the environmental mitigation measures included in EMP, and report the deviations to A and administration of respective Contractor. It was mentioned that EMP will cover the issue of the transportation and disposal of construction wastes and excessive soil. It was also noted that prior to commencement of the civil works, the contractor obtained a written consent from Aparan municipality on the disposal of waste. Technical supervision of the works will be provided on monthly basis and much attention will be paid to the final restoration of the area. Some questions regarding the starting date of the construction and the Contractors were raised during the meeting and the A Engineer-constructor V. Khostikyan responded to all technical questions. No special questions were received on the EMP and mitigation measures. E. Mkrtchyan presented potential social risks related to the construction works in the community under the CARMAC Project II and their elimination and/or mitigation measures. E. Mkrtchyan informed the participants of the Public Consultations that for the construction of watering points in Aparan Community of Aragatsotn Marz under the Project no private lands would be used, as per Certificate provided by the Community Administration on landuse, stating that the pipelines and watering points in Vernashen Community are being constructed in community-owned lands. E. Mkrtchyan also informed that in case of private land use under the Project, there are specific requirements to be followed as per the CARMACP II Resettlement Policy Framework Document, particularly regarding the rights of private land-owners to refuse providing right to use their lands 11

12 for the construction works under the Project, as well as on their right to ask for payment against providing the right of use to their lands. E. Mkrtchyan also explained the Project grievance redress mechanisms, i.e. the GRM instances, grievance submission and resolution procedures which are to ensure that local communities can voice their concerns to the A SA, in case they are unhappy with the performance of works of the contractors or with any other aspect of construction/operation activities. For all those hesitant that submitting grievances is not a right way for the solution of any disagreements or disputes, the Social Specialist explained the advantages of submitting grievances to the relevant instances, if any. There was a question, if local community members can be involved in construction works implemented in the Community, to which the answer was yes, the local community members with relevant skills may be involed as laborers with the Construction Contractor, as it is important that community members benefit form the Project also through being provided with an opportunity of short-term employment.
