REGULAR VOTING MEETING AGENDA CALL TO ORDER ROLL CALL PLEDGE OF ALLEGIANCE MINUTES OF THE PREVIOUS MEETING March 28, 2018 Meeting Minutes OLD BUSINESS NEW BUSINESS I. New Home 4255 Waterfront Ct. Emerald Lake Subdivision: Berkey Homes has submitted a building permit application for a new home to be constructed at 4255 Waterfront Ct., located in the Reserves. Homes in the Reserves are intended to promote a diversity of housing styles. REPORTS/STUDIES/GENERAL DISCUSSION ADJOURNMENT
2 Planning Commission Meeting March 28, 2018 Page 1 of 5 MINUTES OF A REGULAR VOTING MEETING OF THE FAIRFIELD PLANNING COMMISSION MARCH 28, 2018 Scott Lepsky called the Regular Meeting of the Fairfield Planning Commission to order. Members present: Scott Lepsky, Don Hassler, Dean Langevin, Terry Senger, Bill Woeste, and Brian Begley. Motion to excuse Dale Paullus carried unanimously. MINUTES OF THE PREVIOUS MEETING The minutes of the previous meeting, held March 14, 2018 were approved unanimously. OLD BUSINESS NEW BUSINESS Design Review Items: Face Change Lindenwald Station 5072 Pleasant Ave.: The applicant is requesting a face change on the existing pole sign. The sign will be internally illuminated. The existing Pleasant Avenue Boxing sign will remain. The restaurant plans to open this spring. Design Review recommended approval as submitted. There was discussion regarding the name of the business. Greg Kathman, Development Services Director, stated he had spoken to the owner about a possible name change, but the restaurant has built up name recognition and it is only located a mile down the street from Lindenwald. Scott Lepsky, seconded by Brian Begley, motioned to approve the sign, as recommended by the Design Review Committee. Motion carried 6-0. Building and Ground Sign Critters 822 B Nilles Rd.: The applicant is requesting a simple building sign, consisting of 15 inch tall black letters. The sign will be non-illuminated. When they relocated to this space, they brought their old sign from Reigert Square, and were not required to get approval again. Since then, they have changed the sign. Their
3 Planning Commission Meeting March 28, 2018 Page 2 of 5 new 12 square foot face change to the ground sign is also included in this submission. Design Review recommended approval as submitted. There was discussion regarding the scrolling sign in the window. They meet the square footage requirements; Staff will look into the issue further, verify they meet all of the requirements and follow up if necessary. Scott Lepsky, seconded by Bill Woeste, motioned to approve the building and ground sign, as recommended by the Design Review Committee. Motion carried 6-0. New Building & Signage Aldi 5065 Pleasant Ave.: The applicants are requesting approval of the construction of a new Aldi grocery store and accompanying signage. The 22,000 square foot store will be located at the former Marsh site at the corner of Pleasant Ave. and Patterson Dr., on approximately 2 acres. There are no plans to demolish the former Planet Fitness building at this time; the buildings will be on separate parcels. The main entrance and parking lot will be located on Pleasant Ave. The building will consist of charcoal brick, with darker stone knee wall around the building. There is an accent area of brown cementous siding to break up the brick. There will be frosted glass at the top of the building to let in light. The knee wall along the front of the building will serve as screening for their cart corral. The loading docks and dumpster will be located behind the building facing the creek. The portion of the property they are purchasing will split the driveway entrance off of Patterson Dr.; there will be no parking on the Patterson Dr. side of the building. Crossover easement agreements with Neyer will be necessary. They will be keeping the existing sign, as well as the pedestrian walkway from Pleasant Ave. to the parking lot. On-site detention will be located on the property in a large greenspace area at the back of the building. They plan to keep the existing landscaping, and will provide additional interior landscape islands and trees in the parking lot as well as a hedge row along Patterson Dr. The retaining wall and hillside along Pleasant Ave. will provide screening along the front of the site. The parking lot will be resurfaced and parking blocks will be added along Pleasant Ave. to prevent vehicles from going into the grass. Part of their agreement with Neyer will allow future tenants of the property to the west to locate on the pole sign. They propose building signage on the Pleasant Ave. and Patterson Dr. sides of the building. Design Review approved the submission, with a list of conditions of approval. Russ White and Ken White, with Aldi, were in attendance and spoke. All of their buildings are constructed of natural materials meant to last a long time. There was discussion regarding the distance to the neighboring property line. The building will be constructed 5 feet from the west property line; the store will not be connected to the existing building. Aldi will be purchasing the
4 Planning Commission Meeting March 28, 2018 Page 3 of 5 property and parking lot that is along Pleasant Ave. They are required by corporate to provide 95 parking spaces, which will well exceed what the City requires. The existing curb cuts on Patterson will remain and there will continue to be no vehicular access from Pleasant Ave. The loading docks will be recessed which will screen the dumpster. The targeted open date is the 4 th quarter of this year. Scott Lepsky, seconded by Bill Woeste, motioned to approve the submission as approved by the Design Review Committee, with the following conditions: 1. Any roof top mechanical units are to be screened from view from both Patterson Drive and Pleasant Avenue. 2. The existing free-standing sign located along Pleasant Avenue, shall be approved as a shopping center sign for businesses located on the northern side of Patterson Drive, east of the senior housing development. 3. The proposed landscaping shall conform to the approved landscape plan. Any dead plant material shall be removed and replaced. The landscape beds are to be maintained and kept free of weeds. 4. All existing landscaping, including the landscaping located in the highway easement, shall be protected during construction. If any are damaged or dead as a result of construction, they shall be replaced. The replacement landscaping shall be the same as the original in the highway easement. 5. New plantings shall be installed in the existing landscaped island near the site entrance. 6. Parking lot light poles are to be 90 degree cut-off (shoe box style) and not to exceed 19 in height from the base. 7. The applicant shall provide the City with a copy of the recorded crossover access/parking easement agreement prior to obtaining a certificate of occupancy. Motion carried 6-0. Conditional Use Auto Body Repairs & Services 106 Arndt Ct.: This property is zoned M-2. Auto body and car repair shops are not permitted, but are not uncommon in this zone as conditional uses. This entire parcel was purchased by a new owner, and they have done a lot of improvements to the site. The building is approximately 8800 square feet, including a warehouse and office area. There are three overhead doors. There is not a lot of parking for the building and Staff is concerned about vehicles parking on the gravel and in the grass.
5 Planning Commission Meeting March 28, 2018 Page 4 of 5 Tony Maddox, applicant, was in attendance and spoke. He said he knows that Staff is concerned about a lack of parking, but he measured and there is plenty of parking. He has an office in the front and the warehouse portion will be split; one side will have a paint spray booth and the other will be used for car repairs. The majority of the work he will do is body repairs, which sometimes includes mechanical repairs, but will not be doing routine mechanical work, such as oil changes. He purchases cars from auctions, repairs them, and sells them. He intends to do insurance work as well. He was most recently located on Dixie Hwy., and will be bringing the name National Collision and phone number of that business to this new location. Erin Donovan-Lynn, Planning Manager, informed him that he will not be permitted to sell cars at this location. He said he understood and will sell them from other dealer lots. There will be approximately 4 or 5 cars they repair per month, as well as restoration projects that are ongoing. All of the cars that he will be working on will be kept inside the building and will not be stored in the parking lot. He hopes to have 5 employees. Signage was discussed. He would like to install signage at this location, since the building is located at the back of the property and is hard to find. He will be working with the Building Division. Lee Rosato, Building Official, has already visited the site and has informed Mr. Maddox of what will be required if he adds equipment inside. The conditions of approval were discussed and the applicant was favorable of the conditions. Additional clarification and discussion of dumpster requirements and parking were discussed. Scott Lepsky, seconded by Brian Begley, motioned to approve the conditional use with the following conditions: 1. A Building Permit shall be obtained from the City of Fairfield Building Division prior to obtaining a Certificate of Occupancy. 2. A Certificate of Occupancy shall be obtained from the City of Fairfield Building Division prior to operating the business. 3. A parking layout plan, in conformance with Chapter 1183 of the Zoning Code, shall be submitted to Staff for review and approval prior to obtaining a Certificate of Occupancy. 4. The parking lot shall be striped in accordance with the approved parking layout plan by June 1, All vehicles shall be parked in designated parking spaces. 5. No vehicles are permitted to be parked behind the building without approval from the Development Services staff. 6. Any dumpsters proposed to be located outside are to be screened in accordance with Chapter of the Codified Ordinances. Motion carried 6-0.
6 Planning Commission Meeting March 28, 2018 Page 5 of 5 Brian Begley informed that Spring Break starts tomorrow. Bill Woeste reported that a new wrestling state champion and previous coach were recognized and given keys to the City. Erin Donovan-Lynn informed that the Butt Shack has officially closed. Staff has heard from a potential new restaurant that is interested in the space. The building that the previous applicant was located in on Dixie Hwy., in the rear of the Nationwide Auto building, was purchased by a person who owns several used car lots in the area. It is expected that the space will continue to be used as a car lot. Pearl s Diner has closed and was purchased by the person who owns Dixie Imports. The road widening project that required right of way dedication plat approval on N. Gilmore last year is slated to begin this spring. Dixie Hwy. is also going to be repaved from Bobmeyer Rd. to Seward Rd. this spring. Guthrie s Chicken, which will be located in the Stockton Station Retail building, will be opening soon. Mr. Wolterman asked if Staff had reviewed parking patterns at the new Aldi location. Possible issues were discussed. Mr. Woeste noted that without the approval of the senior housing project, that whole site would likely be a large vacant parcel. Instead, about $10 million will be invested in that area.
