The items set forth herein, whether of omission, addition or substitution, are to be included in and form a part of the Bid submitted. BID FORM The BID form is replaced by the attached revised BID FORM, dated April 20, TECHNICAL SPECIFICATION SECTION STEEL PIPE PILES (MONOPILES) Technical Specification Section Steel Pipe Piles (Monopiles), is replaced by the enclosed Technical Specification Section 02456A, revised April 20, TECHNICAL SPECIFICATION SECTION 02456A STEEL H-PILES Technical Specification Section 02456A Steel H-Piles, is replaced by the enclosed Technical Specification Section 02456A, revised April 20, Drawing No. WH-6 is amended as follows: NOTES REGARDING PILING DRAWING NO. WH-6 Note 2 is revised to read as follows: The epoxy coating shall extend into the underlying sediments. Given the uncertainty associated with pile length at any given location and the likely need to splice piles from transportable stock, Bidders should assume that excess coating will be necessary and supplemental field coating may be required to achieve the desired result. Bids should be calculated on the basis of a 30-foot coated length per pile, but the Contractor shall be responsible to achieve the desired result; that the epoxy coating shall extend into the underlying sediments. Note 3 is revised to read as follows: Drive to 60 ton capacity, see following notes. Bid on basis of 100 foot average pile length; payment shall be made on the basis of installed pile length. 2 Drawing No. WH-9 is amended as follows: DRAWING NO. WH-9 On Detail 2 Typical Dolphin Elevation, the top elevation should read MLW ( NGVD). REVISED RESPONSE TO PLANHOLDER QUESTION From Addendum No. 3, issued April 14, 2010, Planholder Question 1: How long is the coating on the 48 dia. pipe piles? The initial response was that the upper 20 feet of each pile shall be coated. The response is revised to require that the coating shall extend from the top of the pile a minimum of 10 feet into the underlying sediment. The contractor may conduct probes in the proposed dolphin locations to determine the likely overall pile length based on the required minimum penetration into sandy sediments and submit probe findings to the Engineer for review. In the absence of such probes, and due to the impracticality of extending the coating after pile installation, bids shall be prepared on the basis that the FULL LENGTH of each pipe pile shall be coated prior to installation RESPONSES TO PLANHOLDER QUESTIONS 1. Addendum 1 includes a new specification for Steel H-Piles. 4.1 States no measurements will be made. Payment for Steel H-Piles will be deemed included in the lump sum price bid for the Wharf Contract. I assume that costs for Furnishing and Installing H-Piles should be included in Bid Item Number 21 Concrete Wharf. If my assumption is correct then what is the purpose of Bid Item 19? Should this price be included in the total Base Bid? 4.2 States that an adjustment in payment will be made for additional length of H-Piles. I assume this is for furnishing additional H-Pile material. 4.3 Please explain exactly what 4.3 is stating. I assume that the Unit Price for Bid Item 19 will be used to determine adds or deducts for the adjustment based on the final linear footage of H-Pile Driven. Can you explain what vis-a-vis the 20 units whose cost is to be included in the Lump Sum Bid means? Are my assumptions above correct? See the attached Specification Section 02456A for changes to the measurement and payment of H-Piles. These modifications supersede information on Drawing WH-6. In addition, see above for revisions to the Notes Regarding Piling on Drawing WH Bid Item 22. Steel Pipe Piles. Due to unknown final installed length, would it be appropriate to add a Bid Item for Furnish Pipe Piles? See the attached Specification Section for changes to the measurement and payment of Steel Pipe Piles. Addendum No. 5 April 21, 2010 Page 2 of 6
3 3. More time is required to complete this bid. Can the bid date be extended by 1 week? Per Addendum No. 4 issued April 16, 2010, the bid opening has been changed to May 6, 2010 at 2 p.m. 4. What type of attachment is required for the cover plates for the utility trench to the W8 beams? No attachment is necessary, provided some means of maintaining the proper positioning of the W8 beams within the trench is provided. This might be accomplished, for example, by providing raised tabs on the seat bars in the trench to locate the W8 beams. 5. In the revised H pile spec transmitted in addendum 1, Part 1.6 B (Project Conditions) Test Piles: Report on test Piles (and diver inspection of rip rap, is presented in Section Special Conditions. What is the diver inspection? Are we supposed to perform a dive inspection of the rip rap? No diver inspection was performed, and none is required. 6. Can a different type of half pipe be used over the tie rods? PVC, Steel, RCP? Any type of half-round cover may be used, provided that it is of a non-corroding material and is strong enough to support and transfer the soil load without bearing on the tie rods. 7. The sketch attached to addendum 3 is titled Attachment to Addendum No. 3 Questions 8&9 but seems to refer to questions 9&10, is this the case? That is correct. Sketch SK-1 refers to Questions 9 and 10 on Addendum No To what capacity are the pile load tests? 120 tons. 9. The invitation to bid indicates two sealed bids are to be delivered, Addendum No. 1 says three sealed bids are to be delivered and Question 12 in addendum 1 says two sealed bids. Which is correct? Per Addendum No. 4 issued April 16, 2010, one (1) original and two (2) copies of all bids and supporting documentation must be submitted. All materials shall be submitted in one (1) sealed envelope or package. Addendum No. 5 April 21, 2010 Page 3 of 6
4 10. Zone 5 North end of the concrete cap, is a pile located just off the edge of the cap? See drawing WH2, the bent center line stops. There is a pile at this location. However, the pile will be shifted off the north-south bent alignment to avoid the existing concrete bulkhead cap beam. Accordingly, length of the pile cap on that east-west bent alignment will be field adjusted as necessary. 11. What is the final count of production H piles? I have 70 but the bid form has LF for 72. Are there (2) extra piles? There are seventy (70) production piles. Base bids on a total installed length of 7,000 linear feet, per the revised Bid Form, attached. 12. Drawing WH6 detail 3 says to use existing ramp hinges but the ramp/gangway (same sheet) description includes hinges. Do we have new hinges fabricated? New hinges shall be required for the ramp/gangway. 13. Sheet WH9 What is the weld size for the channel attachments and top plates to the pipe piles? Will the weld need to go below MLW (underwater welding)? In order to install the piles it seems these must be field welds, are they? Welds shall be 5/16-inch size. Welds may be field or shop welds, and may be underwater if field-welded. 14. Is the revision 03/24/10 of WH9 the latest? Addendum 1 says the date should be 03/25/10. The correct revision date for sheet WH-9 is March 24, Addendum No.1 requires three copies of the bid documents. Question 12 of the same Addendum was answered as two. Please clarify how many copies of the bid documents are to be submitted. Please clarify if one original and copies are to be submitted or all originals. Please clarify if each set of bid documents is to be submitted in an individual envelope or all copies of the bid documents will be submitted in one envelope. Per Addendum No. 4 issued April 16, 2010, one (1) original and two (2) copies of all bids and supporting documentation must be submitted. 5 16. In addition, we request an additional week extension for the bid opening. We have received a number of requests from the Subcontractors we have solicited asking for additional time. And time for ourselves due to our previous and current bidding schedule, to receive competitive vendor pricing and to evaluate and offer a competitive bid on our part. Per Addendum No. 4 issued April 16, 2010, the bid opening has been changed to May 6, 2010 at 2 p.m. 17. On the plan WH9 the steel pipe, monotube, material is called out as A252 Grade 50; in the spec for the steel pipe the material is called out as A252 grade 2 which has a 35KSI yield strength. Which is correct? The steel pipe monopoles shall be Grade Plan sheet LP-1, the South end of the wall there is a note Repair Existing Bulkhead (APPROX 140 LF). What is the repair and is it still part of the work to be performed? See Addendum No. 1, response to Question No. 2: The nature of the bulkhead repairs is currently under discussion with the Connecticut Department of Environmental Protection. If a final decision is reached on the nature and extent of repairs prior to the bid date, details and specification will be issued in a future addendum. At this time, no repair work in the area indicated on sheet GD-1 is to be included in the bid. 19. Please provide more info. relating to the pipe trench grating. 1.) What is the thickness of the checkered plate. Steel fabricators do not wish to try to figure this out using design criteria of live loads and point loads. 2.) What is the bar size and spacing for the grating? 3.) Can you be more specific about the retractable lifting devices? What are they, how many, etc. 1. Bidders shall be responsible for detailing the checkered plate as indicated in the plans. 2. There are no gratings required. 3. Each cover plate shall have some means of being lifted; this may be a hole in the plate to accommodate a lifting hook or toggle, a ring-type fitting that rests flush with the plate surface when not in use, or some other device. 20. Is there a spec. available for the coal tar epoxy coating specified? Is a hot dip or painted galvanized coating acceptable instead? A galvanized coating is not acceptable. Provide coating per Specification Section Addendum No. 5 April 21, 2010 Page 5 of 6
6 21. Also, handrails are referenced on Sheet WH-6. Can you provide more details instead of design criteria? What is the post spacing? Is it a 2-line or 3-line or single line rail? Can you provide a detail for the face mounting? The handrail shall be a three-rail design, with uniform post spacing not to exceed six feet (6 ) center-to-center. The face mounting system shall consist of two clamps per post and shall permit periodic removal and reinstallation of the handrail. 22. Can we get the list of attendees who attended the second mandatory pre-bid meeting to other than those who attended the first one? The sign-up sheet for the second site visit is attached. 23. Did you work with any manufacturer in the design, etc. for the precast concrete planks, etc.? If so, can you please let me know who? No manufacturer was involved in the design of the precast concrete planks. Field touch-up of damaged coating is required. Splicing of cut-off pieces into full-length sections is permitted. No limit on number of splices/pile. PART 2. PRODUCTS 2.1. STEEL H-SECTION PILES A. Steel: Hot-rolled, carbon steel structural shapes and plates, complying with ASTM A 572 or A 992 (50 Grade). B. Provide pile point reinforcement as indicated on Plans DRIVING EQUIPMENT A. General: Provide pile driving equipment of type generally used in standard pile driving practice, operated at manufacturer s specified rate, to develop required rated energy per blow. B. Hammer: Provide impact hammer of minimum 15,000 ft.-lb/blow rated energy. C. Vibratory Hammer: Similar to, or of greater energy than, was used to drive the test piles described above. PART 3. EXECUTION 3.1. DRIVING PILES A. General: Drive piles, at locations indicated, to the criteria noted on the Plans. B. Probing: It is intended that the initial driving shall be with a vibratory hammer; probing (multiple insertions) to get through the riprap. Once through the riprap, remove the vibratory hammer; let the pile sit ; and finish driving with the impact hammer to the specified resistance. Special note is made of the need for the piles to be located so that the head of the pile will fit into the socket in the pile cap. To this end, if the pile cannot be driven in a location such that this fit can be achieved, the successive probing shall batter the pile so that the head does fit, with available tolerances in casting of the pile cap and in slanting the pile cap (horizontal alignment) DRIVEN PILES (NOTE: Unless the Contractor can demonstrate that it is not needed, a template shall be provided).
