2 General Terms & Conditions: 1. All Prices to be quoted in Singapore Dollars (exclude GST) only. 2. Please use this RFQ Ref No.: form to submit your quotation. Failing to do so may be disqualified. 3. All pages must be initialed by the supplier s authorized representative and bearing the official seal or rubber stamp of the supplier and all schedules of prices typewritten and signed by the supplier s authorized representative and bearing the official seal or rubber stamp of the supplier. 4. Singapore Pools (Pte) Ltd (or SPPL) shall not be liable to any suppliers for the costs and expenses incurred by the supplier in preparing and submitting their quotation/proposal or relating to this RFQ. 5. SPPL reserves right to: (a) (b) (c) (d) reject any or all offers and discontinue with this RFQ without obligation or liability to any potential supplier; accept other than the lowest priced offer; award the quotation/proposal to more than one supplier and/or the quotation/proposal in whole or in part; appoint a supplier (or more than one supplier) on the basis of initial offers received, with further discussions or requests for best and final offer. 6. SPPL will not enter into correspondence with any suppliers regarding the reasons for non-acceptance of a quotation/proposal and reserves the rights not to disclose the details of the selected quotation/proposal to the rest of the suppliers. 7. Notification will not necessarily be sent to unsuccessful suppliers by SPPL. 8. 3 1. SCOPE OF WORK 1.1 The Contractor shall provide all labours, supervision, equipment, materials, supplies and transportation for the proper and complete execution of the works. 1.2 The work details are as follows: Item A DESCRIPTION OF WORKS To remove and disposal 2 nos. of existing faulty ball float valve Removal and disposal of existing 2 nos. of float valve. B C D To supply and install 2 nos. of new ball float valve Ball float valve material: Copper Size to be the same as existing ball float valve Tank: 3m x 1.5m x 3.5m Capacity: 8.5 m 3 Testing and Commission of the newly installed float valve Sterilisation of the water tanks To clean, wash and flush the internal surface of the water storage tank Water samples taken from the water storage tanks shall be sent to a Singapore Accreditation Council-SINGLAS accredited laboratory for testing of potable water quality to pass the appropriate chemical and bacteriological examinations. E Engaged of Licensed Water Service Plumber Submission to PUB i. Notification of Water Service Work ii. Certificate of Satisfactory Completion of Water Service Works iii. 4 2. GENERAL 2.1 The Contractor shall visit the site and satisfy himself as to the site conditions, the nature and accessibility of equipment and the extent of the work affecting labour and the execution of the work. No claim on the grounds of lack of knowledge in such respect will be entertained. The Contractor shall carry out site inspection to determine the extent of installation and seek clarification prior to the submission of quotation. 2.2 The Contractor shall also provide insurance coverage for the works with regards to personal injury, workmen s compensation and property damages. 2.3 Take all necessary measures to ensure that the Works will not damage nor adversely affect all existing and adjacent work, property, equipment, fittings and such like. 2.4 The Contractor shall comply fully with any written law, by-laws, rules and regulations of any government ministries, statutory boards or other public authorities which are applicable or relevant to the execution of the works and shall indemnify Singapore Pools for any breach. Any fines imposed by the relevant authorities as a result of non-conformance by the Contractor with any rules & regulations set by the respective authorities shall be borne by the Contractor 3. LOCATION 3.1 The works stated are to be carried out and installed at Singapore Pools (Pte) Ltd 210 Middle Road, #04-01 Singapore Pools Building, Singapore DURATION OF WORKS 4.1 The Contractor shall commence with the works 2 weeks upon the award of the contract and complete within 4 weeks. The contractor shall execute the works in such a manner as to cause minimum disruption and inconvenience to the Tenant/Building operations. The contractor shall ascertain for himself all necessary precaution and/or difficulties in execution of the contract. No claim whatsoever arising out of site constraints, temporary services such as scaffolding/ boom lifts and facilities, etc. will be entertained by SPPL. 4.2 The general description of the Works is given only for the guidance of the Contractor and any errors or omissions shall not constitute a ground for claim by them. The onus for investigation or ensuring the actual extent and nature of RFQ Ref No.: Page 4 of 10

5 the Works lies solely with the Contractor. Any doubt as to the actual extent or nature of the work should be clarified with SPPL. No claims arising out of lack of clarity or availability of information will be entertained by SPPL. 5. WORKING HOURS 5.1 The works will have to be done based on the following timing guidelines Monday till Saturday from AM till PM Confirmation of work schedule will be finalised before work commences as to ensure there is no disruption to office operations. The Contractor is to take into account the schedule of the works due to such arrangements. No claims on the grounds of lack of knowledge in such respects will be entertained. 6. PROTECTIONS OF EXISTING WORK AND PROPERTY 6.1 The Contractor shall provide everything necessary for the proper protection of materials and completed work and must also protect all existing work and property including walls and flooring, etc. from damage during the carrying out of the Work Services. Any damage done to such existing work and property by the Contractor shall be made good to the satisfaction of SPPL and at the Contractor's own expense. 7. DUMPING OF UNWANTED ITEMS, DEBRIS AND RUBBISH 7.1 The Contractor shall daily dispose-off, all unwanted items, such as wooden items, ceiling boards, wire cables, rubbish, waste, debris, etc. at approved dumping grounds. 7.2 All charges levied for the use of the dumping grounds shall be borne by the Contractor. 7.3 In the event that the Contractor is found to have dumped unwanted items or rubbish in unauthorized area, SPPL shall employ other Contractor to rectify the illegal dumping and recover additional costs incurred plus 20% administrative charges from the Contractor. 8. CLEAN UP 8.1 During the course of the work, the Contractor shall keep the site in a clean and neat condition. He shall dispose of all residues resulting from the construction work. The Contractor shall bear full responsibility for the protection of all RFQ Ref No.: Page 5 of 10

6 finished exterior and interior surfaces, fixtures from stains, marks, dirt or damage of any kind from time of their construction, finishing, or installation until the time of handing over of the works to SPPL. Before requesting an inspection of the completed works with the intent of final acceptance, the Contractor shall do all necessary cleaning, making good, and touching up that may be required to leave all finished surfaces, fixtures in good condition, in accordance with the full intent and meaning of the Specification. 8.2 On the completion of the Works, the Contractor shall remove all temporary works unless otherwise specified, and all construction machinery, plant, equipment, lumber and other construction materials and debris from the site. The Contractor shall remove and disinfect all materials containing organic matter, in, under and around any temporary works used by him and rubbish of all kinds from the ground and leave the site in a neat and satisfactory condition. 8.3 The Contractor shall remove all temporary protective coverings and shall leave all floor surfaces clean, unmarked and free from stains. 8.4 All debris/rubbish shall not be disposed-off at SPPL bin center. 9. SITE VISIT 9.1 The Contractor must attend the site show round and shall have satisfied himself as to the nature and extent of the work and areas involved. No claim consequent upon misunderstanding or lack of clarity shall be allowed. 10. SUPERVISION 10.1 The Contractor is required to provide a competent supervisor who shall be stationed constantly at the jobs site in the process of the works for the efficient supervision of the workmen The Contractor Supervisor is to ensure that the workmen at site will not misconduct, cause nuisance and inconvenience the users of Singapore Pools Building and the Public. 11 CONTRACTOR S OBLIGATION 11.1 The contractor shall provide all necessary safety measures, barricades, signage, notices and protection when carrying out the works on site and during delivery of materials, storage of materials & equipment, and execution of works. 7 11.2 The Contractor shall be responsible for all damages to SPPL property while carrying out the Works through the act of negligence of their workmen except where it can be proven that it is no fault of theirs All damages shall be made good at Contractor s own expenses. Such repairs are to be properly executed with materials and workmanship to match in every respect with the surrounding work. 12 WORKPLACE SAFETY HEALTH ACT (WSHA) 12.1 The Contractor has a legal obligation to provide workplace safety, health and welfare both for his workmen and any other person who is at site or passing by the site. It is the duty of the Contractor to abide by, comply with and adhere to all relevant legislations pertaining to matters of Safety and Health, and all rules, regulations, system set by the SPPL, and Code of Practices for safety and Health matters in the discharge of the works The Contractor shall bear all costs and expenses incurred for complying with all Workplace Safety and Health Regulations currently enforced by the relevant local Authorities pertaining to site safety at all times The Contractor shall be responsible to provide all necessary safety devices and safety precautions to eliminate danger to its workmen, staff and the general public and the property of others General Requirements The Contractor shall comply with all rules and regulations set by the SPPL, and all other rules and regulation (such as Workplace Safety and Health Act, Fire Safety Act, Environmental Pollution Control Act, Environmental Public Health Act, and their respective legislations) legislated by the state. In particular, the Contractor shall: i) provide qualified and competent personnel to handle Workplace Safety and Health Issues associated with the work/services it is providing; ii) iii) iv) vi) vii) ensure that his workmen shall not smoke at worksite; ensure that his workmen shall dress appropriately for the task assigned; maintain an attendance register and keep records of all workmen entering and leaving a worksite; put up barricade and warning sign where necessary to prevent unauthorized personnel from entering a workplace/worksite; not engage any illegal workmen; RFQ Ref No.: Page 7 of 10

8 viii) ensure that his workmen shall not conduct any work outside office hours unless with permission from SPPL; ix) ensure that his workmen shall not use the worksite as living quarters, and shall vacate the worksite when work is not in progress. Where necessary and permissible, Contractor and his workmen shall lock up the worksite before leaving the place; x) not misuse or abuse the SPPL s or its clients properties/services in the worksite; xi) ensure that his workmen shall not tap electricity and water from existing electrical and water point without prior approval from the Building Management. 13 LIQUIDATED DAMAGES 13.1 If the Contractor fails to complete the works by the expiry of the Time for Completion stipulated in the Purchase Order, the rate as specified below as agreed liquidated damages per day for every day the work remains incomplete shall be imposed. Such liquidated damages shall be deducted from any payments due to the Contractor The liquidated damages shall be $ per day. 14. DEFECTS LIABILITY PERIOD 14.1 The Contractor shall provide twelve (12) months defects liability period from the date of satisfactory completion against any manufacturing defects, improper design, defects in equipment/materials components and/or parts, poor workmanship and/or performance The Contractor shall rectify any defect that arises from the workmanships and materials within 7 days from the date the complaint is lodged by SPPL. The Contractor shall not be entitled to any claim for such rectification works 15 APPLICATION FOR WORK 15.1 Form will be send by to Contractor once schedule had been approved. To prepare and submit the form at least 5 days before work commence with supporting documentation. No work will be allowed until the application has been completed and issued by SPPL. 9 15.2 The Contractor shall submit type written lists of all Supervisor and Workmen to SPPL for approval before any worker is allowed to work in the Building. The list shall show and include the following particulars: 1) Name 2) NRIC / Work Permit no. 3) Date of Expiry 4) Fin no. 5) Nationality 6) CSOC Expiry All workmen employed shall wear uniform bearing the company s name during working hours. 16 PAYMENT 16.1 The Contractor shall submit his claim for payment within two (2) weeks upon the successful completion of the Works according to the specification and to the entire satisfaction of SPPL SPPL shall verify and certify the sum to which the Contractor is entitled under the Contract. Payment shall not be considered as evidence of the quality of the Works to which the payment relate nor shall it relieve the Contractor of his responsibilities under the Works The tax invoice shall be addressed to: Singapore Pools (Pte) Ltd 210 Middle Road, #01-01, Singapore Pools Building, Singapore Attn: Manager (FM) 17.
