1 L 4-1 Staff Comment Form: Heritage Permit application for alterations to property designated under Part IV or Part V of the Ontario Heritage Act Date: April 21, 2015 Property: 44 Lampman Cres Designation By-law: Applicant: Ella Fabrizio (Agent) Application declared complete: April 10, 2015 Deadline for Council response: July 13, 2015 Background The property at 44 Lampman Crescent (formerly 9512 Creditview Road) is located west of Creditview Road and south of Williams Parkway, and is designated under Part IV of the Ontario Heritage Act. The property contains a one-and-a-half storey brick residence with a cross gable roof and a fieldstone foundation believed to be built circa 1850, as well as a later non-heritage garage towards the north side of the property. In December 2014, Ella Fabrizio received Heritage Permit approval for the exterior restoration of the house. A Heritage Permit application has been submitted by Ella Fabrizio to undertake the following revisions to the original Heritage Permit: o Windows be built as 6-over-6 sash windows to match the original window discovered on site (please refer to window photographs); o Window 107 (the original) will be restored, and the following will be built to match: W101, W102, W103, W104, W105, W106, W108, W109, W204, W205, W112, W113, W11; o Change the front door to 6 panel solid wood door, which will be painted (this request is based on evidence found on site (please refer to door photographs); and o To use wood shingles on the vertical lap siding shed dormer wall (refer to front elevation drawings). The complete application was submitted on April 10, 2015 and is attached following this report as Appendix A. In accordance with the Ontario Heritage Act, Council must
2 L 4-2 respond to the application by July 13, Comments The revisions proposed to the original Heritage Permit are based on evidence found by the applicant while working on the home. Heritage staff conducted a site visit to confirm the findings and devise a move forward strategy. The proposed changes are in keeping with the intent of the Conservation Plan and the strategy of restoring the house to its original condition as much as possible. Recommendation 1. That Heritage Permit application to revise the original Heritage Permit issued for the restoration of 44 Lampman Crescent, as attached in Appendix A, be approved. Prepared by: Antonietta Minichillo Heritage Coordinator 2
3 L 4-3 PART TWO - HERITACE PERMIT APPUCA~ HERITACE PERMIT APPLICATION FORM In accordance with the Ontario Heritage Act a heritage permit must be issued by City Council for all proposals to erect, remove or alter the exterior of buildings, structures or other features described as heritage attributes within the scope of a heritage designation by-law. City staff and the Brampton Heritage Board review all applications and then submit them to City Council for approval. City Council has the authority under the Ontario Heritage Act to approve any heritage application either with or without conditions or to refuse the permit application entirely.
