1 WINDOW CLEANING SERVICES SPECIFICATION GENERAL MATTERS 1.00 Introduction 1.01 The Employer seeks to maintain a high standard and quality of window cleaning services to its various Schemes. The Works described in this specification are to be executed by the Contractor in a manner that enhances the Employer s reputation for the cleanliness of its Schemes. The Contractor must carry out the Work adopting the best cleaning practice including rigorous standards of discipline, cleanliness and tidiness The provisions contained within this Window Cleaning Services Specification shall be complied with by the Contractor in undertaking the tasks as summarised within the individual scheme Pricing Schedules, and the Contractor s tender shall be deemed to include for all such costs as may arise through compliance with this Cleaning Services Specification. Should any Optional Tasks be instructed to be carried out by the Contract Administrator then the Contractor s tendered rates for such Optional Tasks shall be deemed to allow for full compliance with this Cleaning Services Specification The Contractor should note that the Tasks as described in this Specification and also in the Routine Cleaning Frequency Schedule are to be read in conjunction with each other. The Routine Cleaning Frequency Schedule identifies the Tasks to be carried out and the relevant frequency and the contractor s tender shall include for undertaking all such Tasks at the frequencies indicated Scope and Quality of Work 2.01 The Employer s Cleaning Services comprises the following Works: Core Tasks (as summarised within the Pricing Schedules) All external fenestration and external face on door glass. External surfaces of porches / canopies External glass canopies Optional Tasks Additional Works as may be instructed by the Contract Administrator and reimbursed in accordance with the Schedule of 1 of 8
2 Rates or by agreement Core Tasks are those tasks that are required to be carried out at each Scheme in accordance with the Specification and in respect of which the Contractor has tendered his annual sum Optional Tasks are those tasks that may be required to be carried out at any scheme on the specific instruction of the Contract Administrator and in respect of which payment will be made in accordance with the Schedule of Rates or as may be agreed. The Schedule of Rates as tendered by the Contractor shall apply to any scheme irrespective of location, scheme size and extent of work so required The Contractor will be responsible for carrying out all the functions detailed in the Contract documents together with all other services ancillary thereto which are consistent with the Contractor being responsible for maintaining the Contract standards in respect of Cleaning Services. The Specification describes the tasks the Contractor is required to perform together with the minimum standards to which the Contractor must perform these tasks Disposal of Waste 3.01 The Contractor shall make arrangements to separate all waste matter into different types and arrange for its disposal as detailed below and pay all costs and fees in connection with such disposal. The Contractor shall comply with all legal requirements for transport and disposal of waste. No burning, burying or composting of waste is permitted at any Scheme or location The Contractor shall take all reasonable precautions to prevent any waste of whatsoever nature from the Contract being dumped on any area other than licensed tipping/disposal areas. Hazardous Waste 3.03 Hazardous Waste comprises any item which is likely to create a health or safety hazard, including, but not limited to faeces, blood, hypodermic syringes and broken glass. Dog faeces should be disposed of either in dog bins (if provided) or by other approved means Hypodermic syringes and other sharps shall be carefully placed in approved sharps containers and disposed of separately in a manner approved by the Contract Administrator. The Contractor s Health and Safety Policy Statement must include a specific Code of Practice for the 2 of 8
3 collection and disposal of sharps Other hazardous waste shall be disposed of in a manner least likely to cause harm to human health. Any particularly hazardous waste should be reported immediately to the Contract Administrator and dealt with according to the Contract Administrator s instructions. General Waste 3.06 All waste that is not classified as Hazardous Waste shall be deemed General Waste and shall be taken only to a recognised, licensed and approved tip and the Contractor shall include in his tendered rates and charges for all fees and costs in connection herewith Quality The Employer is aiming for an economic, high quality window cleaning service with a stable workforce and effective supervision. Cost will therefore be only one element in the overall assessment of tenders. The Service shall be performed in accordance with the Specification and shall be carried out in an efficient and proficient manner. The Employer will reserve the right to monitor any part of the contract standards and issue warning and default notices in way of liquidated damages if the Contractor fails to meet wither contract standards or any part of the contract conditions. For example the monitoring system will include an inspection of the following: (a) the number and suitability of operatives on site (b) quality of materials used (c) that the cleaning procedures used are either as detailed in the Contract or as agreed with the Contract Administrator (d) that the frequency and standards of cleaning are being met (e) that Health and Safety Requirements are met (f) that the agreed work plan has been followed 3 of 8
4 5.00 Inclement Weather The Contractor shall perform the Works in accordance with the Specification and in accordance with the Programme of Works regardless of the weather or climatic conditions. In exceptionally adverse weather conditions the Contractor may seek the Contract Administrator s approval to suspend all or any part of the Services for the period during which the adverse weather conditions continue. The Contract Administrator acting reasonably and without undue delay, may give such approval. For the avoidance of doubt, if such approval is given, the Contractor shall not be considered to be in default for failure to comply with appropriate quality and specification standards if there is a diminution of the required standards during this period. The Contract Administrator shall specify, when giving approval, a reasonable period the [Restoration Period] after the cessation of the adverse weather conditions, in which the Contractor must restore all affected Areas to the required standards and the Contractor must comply with this Restoration Period and shall do so at its own expense. Any window cleaning of any sort to be carried out when freezing occurs or is immediately likely to occur shall be undertaken only with full regard to the Health and Safety implications for persons using the affected areas. However, the Contractor will in the event that mopping/washing cannot be safely undertaken still be required to keep affected areas as clean as possible using alternative means Equipment and Materials Equipment All equipment and materials required for the performance of the Contract shall be supplied maintained and insured by the Contractor and shall be approved by the Contract Administrator. The Contractor shall use and supply the environmentally friendly equivalents to the materials listed. All equipment and materials used by the Contractor to fulfil the Contract shall be suitable for the purpose and be no more than 12 months old (except in the case of major equipment which may be older than 12 months, but which must be up to date, suitable for purpose, safe and reliable for the work required). British Standard Specification issued by the British Standard Institute as current shall as a minimum be in accordance with that standard, including but not limited to adherence to the following: 4 of 8
5 BS8213: Part 1 Code of Practice for safety in use and during cleaning of windows and doors (including guidance on cleaning materials and methods) BS7985 Rope Access Operatives BS2037 & BS1129 Safe Use of Aluminium and Wood Ladders (respectively) All cleaning equipment used shall be cleaned and dried after use and safely stored or removed from site as appropriate. 5 of 8
6 7.00 Reporting of Defects The Contractor shall report to the Contract Administrator within one month of the commencement of the Contract, any material defects in floor surfaces or other items to be cleaned. Defects will be recorded by the Contract Administrator and taken into consideration when cleaning standards are monitored. Any defects in glazed surfaces (cracks / chips) or other window furniture to be cleaned must be reported immediately. After the one month period defects that are then attributable to defective workmanship by the Contractor, at the Contract Administrators option, will be replaced at the Contractors expense. 6 of 8
7 7.00 (cont d) The Contractor shall immediately report any obvious defects, for example broken windows, to the Contract Administrator or his representative. All defects reported must be logged and reported to the Contracts Administrator weekly. CORE TASKS 8.00 External facing fenestration All external windows shall be cleaned as set out in the Cleaning Frequency schedule and shall include for cleaning associated frames, heads, cills, panels, window fixtures and fittings and all other miscellaneous window furniture. Cleaning shall be undertaking using clean, fresh water so that after cleaning all windows, frames, heads, cills, panels, windows fixtures, fittings and window furniture are to be clean, clear, free of loose dust, soilage, stains, cobwebs etc., and are smear free. For avoidance of doubt, Cleaning Products with the following ingredients MUST NOT be used: Optical brighteners Chlorine compounds including bleaches e.g. sodium hypochlorite and toilet blocks e.g. paradichloro-benzene (PDCB) Synthetic perfumes or colours including Musk Xylene Alkyl Phenol Ethoxylates (APE s). Chlorofluorocarbons (CFC s) or other similar ozone depleting substances The use of Water Fed Pole Systems is the recognised method of window cleaning for this contract. 7 of 8
