INTRODUCTION CASITAS MUNICIPAL WATER DISTRICT REQUEST FOR PROPOSAL PIPING, FITTINGS AND VALVES July 23, 2012 The Casitas Municipal Water District (Casitas) is requesting proposals to provide and deliver piping, fittings and valves to the Upper Ojai Reservoir site. It is Casitas intent to receive proposals and cost statements that include all services, including labor, materials, testing and equipment necessary to provide the material described by this request for proposal. All work shall be proposed to be performed in accordance with State, Federal and local County laws and codes. 2. PROPOSAL SUBMITTAL The proposal should be submitted in written form to Casitas Municipal Water District, 1055 North Ventura Avenue, Oak View, California 93022, Attention: Neil Cole. Proposals will be accepted until Thursday, August 23, 2012, by 4:00 P.M. No proposals will be accepted after that time and date. The firm shall submit one copy of the proposal. The proposal may be faxed to or ed to 3. BACKGROUND Casitas Municipal Water District would like to complete maintenance to the Upper Ojai Reservoir. In order to provide water to the area while the maintenance is occurring, temporary tanks with sufficient volume and elevation to provide adequate flow are required. Casitas has purchased sixteen 12,500 gallon tanks that will be delivered to the site in September. This project is to provide all of the necessary components to connect the temporary tanks to the existing system. 4. PROJECT AND SCOPE The goal of the project is provide and deliver all requested piping, fittings and valves to the Upper Ojai Reservoir Site. The required piping, fittings and valves are listed on Attachment A. All piping, fittings and valves shall comply with the following: (a) (b) (c) NSF 61 approved for potable water FOB destination (Ojai, California). Minimum 1 year warranty. (d) Delivery to Assessor s Parcel Number (Latitude , Longitude ) near 9739 Ojai-Santa Paula Road, Ojai, CA.

2 Request for Proposal Piping, Fittings and Valves The scope of work does not include installation of the piping. The delivery time for the materials shall be included in the proposal. Casitas desires delivery to occur before September 25, CONTRACT DOCUMENTS: The contract documents shall consist of the (1) Firm s Proposal, (2) Casitas Request for Proposal, (3) Agreement of changes to the Proposal or Request for Proposal and Purchase Order issued by Casitas. 6. SPECIAL CONDITIONS (a) Project Location and Access. The Upper Ojai Reservoir site is located between the towns of Ojai and Santa Paula in Ventura County, California. The site is at Latitude , Longitude near 9739 Ojai-Santa Paula Road, Ojai, CA. There is no site address. (b) Firm Requirements. The selected firm will provide all labor, materials, equipment, administration and other work necessary to provide and deliver the material. The following requirements are to be applied to the project: (1) Firm shall repair any damage to utilities caused by this project. (2) The predetermined liquidated damages for failure to deliver the materials on the agreed upon date will be $75 per calendar day. 7. FIRM S PROPOSAL CONTENT It is the intent of this Request for Proposal to seek only those proposals that will directly address the particular project of Casitas Municipal Water District. The Firms submitting proposals need not provide any general information about the firm, but only that particular information that specifically addresses the needs of this proposal. The scope provided by the proposal should address not only the details in the request for proposal, but should also address those issues and relative points that may not have been described in the Request For Proposal, which the provider believes to be pertinent to this particular project specified. The proposal should contain the following elements: (a) Material specifications. The proposal content should begin with the specifications for all of the proposed material. 3 Request for Proposal Piping, Fittings and Valves (c) Lump Sum Fee. The proposal shall include the lump sum fee to provide and deliver the material. (d) Conflicts. The firm shall identify any conflicts which they believe could affect the project work and the ability to complete on schedule. 8. SELECTION The selection of the provider to complete the work will be based upon the following criteria: (a) Material specifications and the ability of the proposed piping, fittings and valves to meet the needs of Casitas. (b) (c) (d) The warranty provided. The fee proposal specified. The proposed time and schedule required to complete the project. Casitas reserves the right to reject any and all proposals that are considered unacceptable by Casitas or to waive any minor irregularities if so deemed by Casitas for any reason. If Casitas is unable to enter into agreement with the selected provider for any reason, it reserves the right to award the contract to the next most qualified provider who submitted a proposal. The same selection process would be used to select the alternate provider. Casitas reserves the right to retain all proposals for a period of forty five (45) days and to reject any and all proposals for any reason at the sole discretion of Casitas, with or without cause. 9. CONTRACT It is expected that the selected provider will enter into a Purchase Order agreement with Casitas to provide the temporary piping materials. 10. 4 PIPELINE MATERIALS 1. General. (a) In addition to the joints indicated on the Drawings, Contractor shall furnish and install unions, flexible couplings, flanged joints, and other types of joints necessary to allow ready assembly and disassembly of the piping. The joints and other means shall be compatible with and suitable for the piping system in which it was used. (b) Piping shall be assembled without distortion or stresses caused by misalignment. 2. Main Line Pipe. (a) PVC Piping. PVC piping shall be schedule 40 unless otherwise noted. PVC pipe shall be manufactured in accordance with the AWWA Standard Specifications for Polyvinyl Chloride (PVC) Pressure Pipe, AWWA C900, latest revision. PVC shall be pressure class 150 unless otherwise indicated and conform to the outside diameter dimensions of cast-iron pipe (CI) with a dimension ratio (DR) of 18 as specified in the drawings. The pipe shall be of the diameter and pressure classification shown in the drawings. Standard sections shall be twenty feet (20') in nominal length. Short sections for making connections to valves, fittings, and structures, and for making closures, shall be furnished, as required, to conform with the drawings. (2) The pipe shall not be exposed to prolonged periods of sunlight. If the pipe is discolored due to sunlight, it shall be rejected and removed from the job site. (3) Identification and Markings. Pipe shall have the following information printed indelibly in ink, or molded thereon: manufacturer's lot or control number, manufacturer's name or trade mark, material, type, grade and size. All markings shall be of sufficient permanence to withstand normal handling before and during installation. (4) Storing and Handling Plastic Pipe. Care shall be exercised in handling, loading, unloading and storing pipe to avoid distortion, scratches, gouges, dents and in particular, scuffing of the ends. All plastic pipe shall be stored under cover in a flat, horizontal position, and protected from the sun and all elements until ready for installation. Plastic pipe shall be transported in a vehicle having a bed long enough to provide support for the full length of the pipe. Any length of pipe or fitting that has been damaged or distorted shall be replaced. (5) Certificate from Manufacturer. The successful bidder shall furnish a sworn certificate from the pipe manufacturer that the pipe materials to be furnished are in full compliance with these specification requirements. (6) Fittings for PVC pipe shall be ductile iron unless otherwise indicated. All pipe and fittings shall be dimensionally true, homogeneous, and free from visible cracks, holes, blister, indentations, wrinkles and foreign inclusions. 1

5 (b) PVC (less than 4" diameter). All PVC piping under 4" diameter shall be Schedule 40 PVC conforming to the requirements of ASTM D 1785 with glued joints and threaded joints for valving connections. Fittings shall be socket solvent welding type unless otherwise specified and only solvent cement specified and furnished by the manufacturer of the PVC pipe and fittings shall be used. Solvent for solvent welded fittings shall conform to ASTM D (c) PVC (4" and larger diameter). All PVC 4" and greater diameter shall conform to AWWA C900 with bell and spigot joints. The compound from which the pipe and fittings shall be made shall conform to the requirements of ASTM Standard D1784, Type 1 Grade 1, or Grade 2 and shall provide normal impact strength. Dimensions and tolerances shall be in accordance with the requirements of ASTM D2464 or D2467. PVC shall be JM Pipe Blue Brute or approved equivalent. PVC pipe which connects directly with valves shall be supplied with threaded or union ends. 5. Valves. Prior to delivery, three certified copies of shop test reports shall be submitted to the Engineer for review. Acceptance or rejection of each item for delivery shall be based upon the results of these tests and no valve shall be released for shipment except after acceptance by the Engineer of test reports. (a) Coating Finished Surfaces. (1) All machined parts of equipment furnished which are to be assembled in contact with other finished surfaces after delivery, shall be protected with a heavy coat of suitable, easily removable, rust-preventing compound. (2) All machined surfaces which are in sliding contact with other finished surfaces during operation shall be coated with a grease or shall be immersed in oil which will provide adequate lubrication and prevent corrosion of said parts during shipping, storage and installation. (b) Installation and Protective Coating. Installation of valve shall be in accordance with the manufacturer's recommendations, details shown on the drawings, and the section contained herein titled, Pipeline Tests and Disinfection. (c) Contractor Submittals. Prior to procurement of valves, the Contractor shall submit to Casitas for approval, complete sets of shop drawings of the equipment as required in Division 1, General Requirements, of these specifications. Required drawings shall include complete outline drawings showing overall dimensions, the space requirements for installation and net weight of each valve. There shall be included section assembly drawings showing the general assembly of the valves and operators. Materials of component parts shall be identified by referring to standards of ASTM. (d) Materials and Equipment. (1) Materials. All internal working parts (excluding wedge) shall be all bronze containing not more than 11 percent aluminum or more than 5 percent zinc. All internal working parts shall be lead free. Valve stems shall be cast or forged from bronze having a tensile strength of not less than 60,000 psi, a yield point of 2

6 C509. (e) (f) not less than 30,000 psi and an elongation of not less than 10 percent in 2 inches. Stem nuts shall be of bronze having a tensile strength of not less than 30,000 psi and a yield point of not less than 14,000 psi. Stem seals shall be of the O ring type, providing at least two o-rings in grooves; at least one above the thrust collar and one below in such a manner that the valve may be repacked under pressure in the full open position. Rubber for the resilient seat shall be new, natural or synthetic of a compound designed for water service application, and shall be resistant to microbiological attack, copper poisoning, and ozone attack. Rubber sets shall be bonded to the wedge and fully encapsulated in accordance with ASTM D429 with a peel strength of not less than 75 pounds per inch. (2) End Fittings and Operators. The end flanges for valves shall be flat-faced and shall conform in dimensions and drilling to ANSI B16.1 for cast-iron flanges and flanged fittings, Class 125. Flanges shall be back-faced or spot-faced at the bolt holes. Faces of flanges shall have serrated finish of approximately 32 serrations per inch and approximately 1/64 inch deep. Serrations may be either spiral or concentric. Testing. All valves shall be tested in conformance with the requirements of AWWA Resilient Wedge Gate Valve General. (1) Resilient wedge valves shall be cast or ductile iron body, with non-rising stem and 2" square operating nut. Valves above ground shall have handwheels. The wedge shall be of cast or ductile iron with guide bars or channels. (2) Resilient wedge gate valves shall comply with AWWA C509, except as specifically modified or supplemented by these specifications. (3) Shop Prime Coat. (i) (ii) Exposed ferrous metal surfaces designated for buried service, other than valves, stainless steel and equipment with coatings otherwise specified, shall be covered with a heavy coat of suitable temporary, easily removable, rust-preventing compound. All exposed ferrous metal surfaces, other than stainless steel, which are to be installed in open air shall be shop painted or coated immediately following the cleaning and surface moisture removal. The shop coating shall consist of a priming paint applied to two or more coats by brushing or rolling as required to produce a minimum dry film thickness of 4 mils. Each coat of paint shall be allowed to dry or harden before the succeeding coat is applied. The priming paint shall be Porter's U-Prime, Kopper's Pug Primer, or approved equivalent. 3

7 (iii) All exposed ferrous metal surfaces, other than stainless steel, which are to be installed within concrete structures shall be shop painted or coated immediately following cleaning and surface moisture removal. The shop coating shall consist of one or more coats of RustOleum 9100 High Performance Epoxy, Tnemec Series 66 Epoxoline or Kop Coat 340 Gold Primer as required to achieve a dry film thickness of 3 mils, or an approved equivalent. Primer shall be applied in accordance with the paint manufacturer's directions. (g) Epoxy Resin or Fusion-Bonded Epoxy Coating. (1) All ferrous metal surfaces, other than stainless steel within water passages including, but not limited to valves, pipe, flanges, and couplings shall be coated immediately following cleaning and surface moisture removal. The epoxy resin shall be of the catalyst cured type and shall be non-hydroscopic, non-water soluble, non-toxic, and shall not impart taste or color to drinking water. The minimum film thickness of the cured coating shall be 15 mils for catalyst cured types. (2) The coating shall be of the hard high impact type that has resistance to impact and adhesive qualities so that it will not bruise or lose its adhesion to metal as the result of a blow of a wood, rubber or plastic hammer. Coating material shall have sufficient pigmentation to show evenness and thickness of coating application and the coating shall be applied in strict conformance with the manufacturer's recommendations, and in a manner which will produce molecular bond with the metal and between coats. (3) Epoxy resin coating of the catalyst cured type shall be Keysite - 750", as manufacturer by Soc-Co-Plastic Coating Company, Paramount, California, Tnemec Potapox II No.139 or Induron Ruff Stuff 3300 HMW epoxy. (4) As an alternative to the catalyst cured type epoxy resin, fusion-bonded epoxy coating in conformance with the requirements for materials and application of AWWA C213 shall be allowed. (5) Coating shall be applied in not less than two coats. The completed coating shall be checked for thickness by means of a non-destructive dry film gauge tester, and for pinholes by use of a high frequency spark test at approximately 5,000 volts. All defects in the coating shall be repaired by application of another coat of similar coating material over the same area, and after the coating on the corrected area has properly cured, the area shall again be tested until found acceptable. 4

8 (h) Reference Documents - Commercial Standards. 6. Gaskets. AWWA C509 ASTM D424 ASTM B16.1 Resilient Wedge Gate Valve Rubber Seats Cast Iron Flanges. (a) Gaskets for Flanged Joints. Gaskets for flanged joints shall be 1/8-inch thick, clothinserted rubber. Gaskets shall be suitable for a water pressure of 350 psi at a temperature of 180 F. (b) Full Face Type Gaskets for Flanged Joints. Full face type gaskets with pre-punched holes shall be used where both flanges are flat face, conforming to ASTM D Ring gaskets extending to the inner edge of the bolts may be used where a raised face flange is present. (c) Gaskets for Push-on, Mechanical, and Restrained Joints. Gaskets for push-on, mechanical, and restrained joints shall be synthetic or natural rubber in accordance with AWWA C Flange Bolts. (a) Bolts and nuts for buried flanges, flanges located outdoors above ground, flanges located in open vaults and structures, and submerged flanges shall be Type 316 stainless steel conforming to applicable ASTM standards. Typical underground applications shall be a standard Grade 8 for bolts, and ASTM A 194, Grade 8M for nuts. Hexagonal dimension bolt heads and nuts shall be utilized. Studs shall be of such length that not less than 3 inch or more than 2 inch will project through the nut when drawn tight. All stainless steel bolt threads shall be coated with an approved anti-sieze lubricant prior to installation. A washer shall be provided for each nut. Washers shall be of the same material as the nuts and bolts. (b) Bolt Projection. The length of each bolt or stud shall be such that between 1/4 inch and 3/8 inch will project through the nut when drawn tight.
