Who are we??? Janice Catherman Steve Gardner Michael Harris Bernadette Igo Bill Jones Carolyn Magnotti Stacy McNatt Ellie Mortazavi *Address: Dept. of Special Services William J. Conner Building 187A Old Churchman's Road New Castle, DE *Phone: *Hours Monday - Friday 8 a.m. - 4 p.m.

What do we do???

How Many Stormwater Management Facilities are in the County Inventory for 2017??? Total number of stormwater management facilities for 2017 annual inspection is 2, dry and wet ponds. 1,324 BMPs such as: Bioretentions, Bioswales, Infiltration Facilities, Sand filters, Green Roofs, Permeable Pavements, Underground Systems and Constructed Wetlands.

What Is the Annual Inspection Process? Annual inspections are performed by New Castle County, Department of Special Services. Letters and inspection reports are mailed to maintenance corporations with a timeline for performing necessary minor (routine) maintenance. Maintenance corporations should complete all of the items noted on the inspection report. Questions about inspection reports are directed to NCC, Department of Special Services, Stormwater Management Group. Call the inspector on your inspection report for a re-inspection within the noted timeframe. If work is not completed, a Notice of Violation (NOV) and a Correction Order will be issued.

What Do You Need??? A copy of your Open Space Management Plan as well as the Operation and Maintenance Plan for the SWM facilities. A copy of the As-Built Plan as well as the Landscape Plan for the all SWM facilities. A copy of your annual inspection report from the County. A professional contractor who is familiar to this type of the work. It is our recommendation to obtain at least 3 different estimates from different contractors before signing a contract.

When to Contact Our Office? If you have any questions in reference to your inspection report. If you need a copy of the Contractors List. If you need a copy of the plans. If you need an extension to get the work done. Ready for re-inspection

What Is the Stormwater Management Maintenance Program (A.K.A. Amnesty)? Chapter 40 of NCC Code: Maintenance Organizations that register annually with the County and that perform and document minor maintenance of their SWM facilities are eligible for County assistance with major maintenance subject to funds being available If it has been determined by NCC that the facility is in need of major sediment removal or has structural components failure such as deteriorated metal pipes, washed out berms and embankments or separated FES, then it will be added to the NCC Major List as part of the Stormwater Maintenance Program.

What about Major Projects??? 308 Residential MCs are registered with NCC. Currently there are 120 SWM facilities on the major list for repairs. Over $15M has been spent to date for all the completed repairs. The County always retrofits whenever possible.

My Community Has Been Added to the Major Project List but What About the Repair??? Re-Engineering: Re-design by the in-house engineers Re-design by the engineering consulting firms It might take an average of 1-3 years Re-Construction/Structural Repair: Performed by NCC, Construction Support group Performed by an outside contractor It might take an average of 1-15 months Emergency Sites
