3 Introduction Certification, standards, labels 8 Certification Certification is evaluated with respect to a standard or referential which serves a common interest and which is registered; Certification is delivered by an accredited entity; Certification can be mandatory or voluntary; Certification contributes to improve the quality of construction and feeds the evolution. 8 A standard or referential A standard is a document that has been developed and established:» within the consensus principles of a regulatory organisation or authority;» with the sole goal to meet the required procedures and regulations BUREAU VERITAS. 4 Introduction Certification, standards, labels 8 The certification marks or labels certify that: the goods or services meet certain standards in relation to quality, materials, or mode of manufacture; the performer of the services or the manufacturer of the goods has met certain standards or belongs to a certain organization or union; the goods or services originate in a specific geographic region. 8 A label does not: indicate origin in a single commercial or proprietary source; indicate source in a trademark sense at all; indicate who manufactured the goods or performed the services BUREAU VERITAS. 5 Introduction Certification, standards, labels 8 The purpose of a label: is to inform purchasers» that the goods or services possess certain characteristics or meet certain qualifications or standards;» established by another person who is not the producer. 8 The message conveyed by a label: when it is applied to goods or used in connection with services,» is that the goods or services have been examined, tested, inspected, or in some way checked by a person;» who is not their producer, by methods determined by the certifier. 8 The placing of a label: on goods or its use in connection with services constitutes» a certification by someone other than the producer that the prescribed characteristics or qualifications of the certifier;» for those goods or services have been met BUREAU VERITAS. 8 1 CE Marking European Conformity for products 8 CE Marking = European Conformity 8 CE marking for construction products: is mandatory and is a manufacturer's declaration that the product complies with the essential requirements of the relevant European HS&E legislation, in practice by the so-called product directives.» Product directives prescribe the 6 essential requirements: Mechanical resistance & stability Fire safety Hygiene, health and environment Safety in-use Protection against noise Energy saving & Thermal insulation» Performance levels and harmonized standards to which the products must conform. Harmonized standards are the European technical specifications which are established by several European standards agencies; such as CEN (European Committee for Standardization) or CENELEC (European Committee for Electro-technical Standardization). 8
9 1 CE Marking Meaning 8 CE Marking on a product: indicates to governmental officials that the product may be legally placed on the market in their country. ensures the free movement of the product within the EU single market, and permits the withdrawal of the non-conforming products by customs and enforcement/vigilance authorities. 8 Conformity approval Conformity process depends on the product criticality Notified certifying bodies to certify critical products 9

15 3 U.K. N.H.B.C. 8 National House-Building Council Established over 65 years ago, NHBC (National House-Building Council) is a warranty and insurance provider for new homes. Primary purpose is to raise standards in the new house-building industry and provide consumer protection for new home buyers. NHCB enforces standards by:» Registering house builders through a technical and financial vetting;» Setting standards and inspecting during construction;» Providing home buyer protection with Buildmark Cover;» Ultimately it will protect buyers of new homes against specified defects which result from the builder failing to comply with the NHBC Standards. 15
16 3 U.K. Buildmark Cover 8 For building, converting or renovation a property, the Buildmark Cover is attached to a 10-year warranty and insurance policy divided into 3 main sections: Before the property is completed The first 2 years» Buildmark covers against any physical damage to the home caused by a defect which results from failure to meet NHBC Standards. Years 3 to 10» Buildmark covers full cost of putting right any physical damage to the home caused by a defect in the following parts of the building: foundations, retaining walls necessary for the structural stability of the home load-bearing walls, parts of roof, parts of floors non load-bearing partition walls, floor decking wet-applied wall plaster, external wall rendering and external vertical tile hanging tile and slate coverings to pitched roofs, ceilings multiple glazing panes to external windows and doors below-ground drainage for which you are responsible defective chimneys and flues causing a danger to the health and safety of occupants cover against the cost of cleaning up contamination of the land on which the home is built, if the environment agency take action under environmental law 16

24 6 Australia & New Zealand CODEmark 8 Building Act of 1991 provides for the introduction of "building certifiers" authorised to certify that building plans and specifications or completed buildings comply with the Building Code. CODEmark is promoted by the Building Industry Authority in compliance with the Building Code as the ultimate accolade for a building product, material, or system. 8 CODEmark accreditation is not mandatory, but:» helps break parity perceptions between products, materials, or systems that, at first glance, appear to be similar ;» offers the quality assurance factor ;» gives a specifier total confidence in recommending a product, material, or system;» supports a product against competition from a parallel import that is not supported by sound technical documentation, nor by claims of compliance with the Building Code. 24

27 7 United States A.S.T.M. 8 American Society for Testing & Materials (A.S.T.M.) Originated in 1898, ASTM is a global forum for the development of consensus standards for materials, products, systems, and services. ASTM develop technical documents» that are a basis for manufacturing, management, procurement, codes, and regulations;» through technical committees, each of which covers a subject area such as: steel, concrete, petroleum, medical devices, property management, etc. Standards development work begins when an ASTM technical committee identify a need or other interested parties approach the committee. 27
28 7 United States A.S.T.M. 8 ASTM standards are voluntary in the sense that their use is not mandated; 8 however: government regulators often give ASTM standards the force of law by citing them in laws, regulations, codes & standard contracts. in the United States, the Law requires government agencies to use privately developed standards avoiding duplicative development efforts:» Example: environment: Developers of commercial real estate can satisfy requirements of the Comprehensive Environmental Response, Compensation and Liability Act using ASTM standards for environmental site assessments.» Example: sports and recreational equipment: Bicycle helmets manufactured to an ASTM specification. 28
