1 CITY OF ALBANY Public Works Department ADDENDUM #2 WC CROWN ZELLERBACH GATES IMPROVEMENTS In order to clarify the intent of the Specifications and Drawings, the following provisions are provided and shall be considered part of the contract documents. In order to ensure that all bidders are aware of these provisions, each bidder shall sign this addendum below and attach it to the proposal. IMPORTANT: Failure to include a signed Addendum could result in the disqualification of your bid. The attached specification sections, and 16010, shall be added to the Technical Specifications (Appendix A). Contractor s Signature Date Company Name (please type or print) Addendum #2

2 SECTION FABRICATED ALUMINUM SLIDE GATES PART 1 - GENERAL This section covers Open-Channel Stainless Steel Gates and operators. The equipment provided under this section shall be fabricated, assembled, erected, and placed in proper operating condition in full conformity with the drawings, specifications, engineering data, instructions and recommendations of the equipment manufacturer. Gates and operators shall be supplied with all the necessary parts and accessories indicated on the drawings, specified, or otherwise required for a complete, properly operating installation, and shall be the latest standard product of a manufacturer regularly engaged in the production of fabricated gates. A. APPROVED MANUFACTURERS Gates supplied under this section shall be as manufactured by Golden Harvest Inc. or engineer approved equal. B. GOVERNING STANDARDS Except as modified or supplemented herein, all gates and operators shall conform to the applicable requirements of AWWA-C562 Standards. C. QUALITY ASSURANCE The manufacturer shall have 5 years of experience in the production of substantially similar equipment, and shall show evidence of satisfactory operation in at least 10 installations. The manufacturer s shop welds, welding procedures and welders shall be qualified and certified in accordance with the requirement of the latest edition of AWS Sections D1.1, 1.2 and 1.6. The fully assembled gates shall be shop inspected, tested for operation and leakage, and adjusted before shipping. There shall be no assembling or adjusting on the job sites other than for the lifting mechanism. D. SUBMITTALS 1. The manufacturer shall submit for approval by the purchaser, drawings showing the principal dimensions, general construction and materials used in the gate and lift mechanism. 2. The manufacturer shall submit for approval by the purchaser, complete engineering design calculations in compliance with AWWA standards latest edition. E. LEAKAGE Slide gates shall be substantially watertight under the design head conditions. Under the design seating head, the leakage shall not exceed 0.05 US gallons per minute per foot of seating perimeter. City of Albany WC Canal Diversion Structures

3 PART 2 - MATERIALS AND CONSTRUCTION 2.1 GENERAL DESIGN Gates shall be either self-contained or non-self-contained of the rising stem or non-rising configuration as indicated on the gate schedule. All parts of the gate shall have a minimum thickness of ¼ inch. 2.2 FRAME Gate frame shall be designed for embedding, in-channel or face mounting as shown on the drawings or gate schedule. The gate frame shall be extruded aluminum weighing no less than 4-1/4 pounds per foot and designed for maximum rigidity. The guide grooves in which the head guide angle travel shall contain ultra-high molecular weight polyethylene bearing bars in dovetail slots. Flush-bottom type frame configurations shall allow the replacement of the top and side seals without removing the gate frame from the wall or wall thimble. 2.3 SLIDE The slide shall consist of aluminum plate reinforced with u shaped aluminum extrusion welded to the plate to limit deflection to L/720 of the gate span under the design head. 2.4 GUIDES AND SEALS The guides shall be provided with ultra-high molecular weight polyethylene UHMW seats on both sides of the slide and shall be of such length as to retain and support at least two thirds (2/3) of the vertical height of the slide in the fully open position. Guide frame shall not weigh less than 9 lbs. per foot. Seals shall be frame mounted. Seals shall be resilient neoprene of the J-bulb type with a stainless steel retainer bar. Seals shall be fully adjustable. UHMW seals alone will not be considered. The flush bottom resilient neoprene seal shall be mounted to bottom member of the frame 2.5 YOKE Gates shall be provided with a yoke to support the operating bench stand. The yoke shall be formed by two structural members welded at the top of the guides to provide a one piece rigid frame. The maximum deflection of the yoke shall be L/360 of the gate span. Non-self-contained gates shall be provided with pedestal mounted lifts. Pedestal shall be provided with shop coating. City of Albany WC Canal Diversion Structures

4 2.6 STEM AND COUPLINGS The operating stem shall be of stainless steel designed to transmit in compression at least 2 times the rated output of the operating manual mechanism with a 40 lb effort on the crank or handwheel. Tube or pipe stem sections will not be considered. Gates having a width equal to or greater than two times their height shall be provided with two geared lifting mechanisms interconnected by a tandem shaft. The stem shall have a slenderness ratio (L/R) less than 200. The threaded portion of the stem shall have Acme type cold rolled threads with a maximum surface of 16 micro-inches. Stems requiring more than one piece shall be pinned to an extension tube or joined together by solid stainless steel or bronze couplings. 2.7 STEM GUIDES Stem guides shall be fabricated from stainless steel. Stem guides shall be equipped with a UHMWPE bushing. Guides shall be adjustable and spaced in accordance with the manufacturer s recommendation. The L/R ratio shall not be greater than STEM COVER Rising stem gates shall be provided with a clear butyrate plastic stem cover. The stem cover shall have a cap and condensation vents and a clear Mylar position indicating tape. The tape shall be field applied to the stem cover after the gate has been installed and positioned. 2.9 LIFTING MECHANISM Operators of the types listed in the schedule shall be provided by the gate manufacturer. Each manual operator shall be designed to operate the gate under the maximum specified seating and unseating heads by using a maximum effort of 40 lb on the crank or handwheel, and shall be able to withstand, without damage, an effort of 80 lb. Gearboxes shall be provided when required to maintain the operating force below 40 lb. All bearings and gears shall be totally enclosed in a weather tight housing. Operator housing shall be cast steel or cast iron. The pinion shaft of crank-operated mechanisms shall be supported by roller bearings. The operating shaft shall be fitted with a 2 inch square operating nut and removable crank. The crank shall be fitted with a corrosion-resistant rotating handle. The maximum crank radius shall be 15 inches and the maximum handwheel diameter shall be 24 inches. Remote Actuators: When specified or the yoke height is greater than 54 inches above the operating floor, a remote handwheel or crank with bearing housing and sprocket shall be bolted to the frame at approximately 42 above the operating floor elevations. A removable stainless steel cover shall be provided to protect the extension shaft, drive chain, and/or sprockets. City of Albany WC Canal Diversion Structures

6 SECTION GENERAL ELECTRICAL REQUIREMENTS PART 1 - GENERAL 1.1 Description of Work A. The work consists of furnishing all labor, equipment, appliances, materials, transportation, facilities, services, and skilled supervision necessary for the construction, erection, installation, connection, testing, and adjustment of all circuits and electrical equipment specified herein, shown, or noted on the drawings; specified or required in other portions of this specification; and its delivery to the City complete in all respects and ready for use. B. The Contractor shall be responsible for provision of equipment including all enclosures, disconnects, control panels, towering and radio equipment unless otherwise specified. In addition, the Contractor shall be responsible for the following: 1. Visit the site of proposed construction. Verify and inspect the existing site to determine all conditions that affect this work. 2. Investigate and be apprized of the applicable codes, rules, and regulations as enforced by Authorities Having Jurisdiction (AHJs). 3. Use this Specification as a guide for workmanship and materials of construction. C. Costs/charges for installation of all permanent and temporary facilities shall be included in the lump sum bid for each of the pumping stations. This includes any up-front money required by the utility to provide permanent service. D. Electrical Contractor installs and terminates wiring for I&C system 1.2 Related Work A. This specification supplements all sections of the project specifications and applies to all work specified, shown on the drawings, or required to provide a complete installation of approved electrical systems. 1.3 Intent of Drawings and Specifications A. Electrical drawings show only general locations of equipment, devices, and raceway, unless specifically dimensioned. The Contractor shall be responsible for the proper routing of raceway, subject to the approval of the Engineer. City of Albany WC Canal Diversion Structures

7 B. Riser and other diagrams are schematic only and shall not be used for obtaining quantities. C. The electrical drawings do not show complete details of the site conditions. The Contractor shall verify actual conditions at the project site. 1.4 Departures from Contract Documents A. Submit to the Engineer, in writing, details of any proposed departures from these Contract Documents, and the reasons the departures are necessary. Submit such requests as soon as practicable and within 30 days after award of the Contract. Make no such departures without written approval of the Engineer. 1.5 Coordination of Work A. The Contractor shall plan his work in coordination with the power utility authorities, and City Operations, as required. B. The Contractor shall field verify all dimensions of equipment to be installed or provided by others so that correct clearances and connections may be made between the work installed by the Contractor and equipment installed or provided by others. C. The Contractor shall arrange all conduit runs so that they do not interfere with piping, duct work, structural members, etc. D. All working measurements shall be taken from the sites, checked with those shown on the drawings, and if they conflict, reported to the Engineer at once, and before proceeding with the work. Should the Contractor fail to comply with this procedure, he shall alter his work at his own expense as directed by the Engineer. E. No extra payments will be allowed where obstructions in the work of other trades, or work under this contract requires offsets to conduit runs. F. The Contractor is responsible for all alterations in the work to accommodate equipment differing in dimensions or other characteristics from that shown or specified. 1.6 Supervision A. The Contractor shall maintain adequate supervision of the work and shall have a responsible person in charge during all times that work under this contract is in progress, or when necessary for coordination with other work. 1.7 Codes and Standards A. All work and materials shall conform to the applicable current standards (standard rules, regulations, and specifications) of the National Electrical Code (NEC), National Electrical Safety Code (NESC), Institute of Electrical and Electronic Engineers (IEEE), National Electrical Manufacturers' Association (NEMA), American National Standards City of Albany WC Canal Diversion Structures

8 Institute (ANSI), Insulated Cable Engineers Association (ICEA), Occupational Safety and Health Administration Standards (OSHA), State and local electrical codes, and other specifically cited standards, as applicable. All materials unless otherwise approved by local government authorities shall bear the label of, or be listed by, a Nationally Recognized Testing Laboratory (NRTL); the Underwriters' Laboratory, Inc. (UL) is one such NRTL. Where conflicts exist between any of the above standards, the standard which is most stringent shall take precedence. Where the contract documents exceed minimum requirements, the contract documents take precedence. B. Observe where applicable the prevailing rules and requirements of the National Fire Protection Association (NFPA), the State and local fire marshals' regulations, and standards pertaining to adequate protection and/or guarding of any moving parts or otherwise hazardous conditions. C. Resolve at the Contractor's expense all conflicts with applicable standards and provide a complete installation of Electrical Work, approved in all respects. Certain methods and materials for the project may require special approval and it is the Contractor's responsibility to prepare and submit to all approving authorities additional clarifying details, test data, methods and materials as needed to secure the required approval and resolve conflicts. 1.8 Workmanship A. All work shall be performed by personnel skilled in the particular trade. Workmanship shall conform to the standards of the NEC and the installation standards of National Electrical Contractors Association (NECA). B. The Engineer shall be the sole judge as to whether or not the finished work is satisfactory; and if in his judgment any material or equipment has not been properly installed or finished, the Contractor shall replace the material or equipment whenever required and reinstall in a manner entirely satisfactory to the Engineer without any increase in cost to the Owner. C. The following shall be regarded as the minimum standard of quality for materials and workmanship even though not specifically mentioned for each item: 1. Conform to requirements of the NEC, latest adopted version with amendments by local AHJs. a. All work shall meet all requirements of the NEC for wet locations. All wiring methods shall conform to NEC requirements for Wet Locations. 2. Obtain and pay for electrical permits and inspections from local AHJs. 3. Furnish products listed by a Nationally Recognized Testing Laboratory (NRTL), such as UL or other testing firm acceptable to AHJ. 4. Conform to requirements of the serving electric, telephone, and internet utilities as they apply. City of Albany WC Canal Diversion Structures

9 1.9 Permits, Fees and Service Charges A. Contractor shall obtain all electrical permits and pay all related fees Substitution of Materials and Equipment A. In accordance with provisions elsewhere in these Contract Documents, manufacturers' names and catalog numbers stated herein are intended to indicate the type and quality of equipment or materials desired. B. Make requests for approval of alternates in writing to the Engineer. Provide sufficient material or data to allow evaluation of the proposed alternatives and determination of compliance with these Contract Documents. List any proposed deviations from these Contract Documents Submittals After Award of Contract A. The Contractor shall provide complete manufacturer's descriptive information and shop drawings for all equipment, material, and devices furnished under this Division, including certified outline drawings, arrangement drawings, elementary (schematic) diagrams, interconnection diagrams, and connection diagrams, in accordance with provisions in Division 1 of these Contract Documents. Provide the number of copies specified therein for the Engineer, Contractor, and Operation and Maintenance Manuals. B. Submittals shall be made in accordance with the schedule listed hereinafter. Provide certified shop drawings, literature, and requested samples showing items proposed for use, size, dimensions, capacity, special features required, schematic (elementary) control diagrams, equipment schedules, rough-in, etc., as required by the Engineer for complete review and for installation. Use NEMA device designations and symbols for all electric circuit diagrams submitted. Make content of schematic (elementary) connection of interconnection diagrams in accordance with the latest edition of NEMA ICS. C. Contractor shall check submittals for proper number of copies, adequate identification, correctness and compliance with Drawings and Specifications, and initial all copies indicating this has been done. Revise, change, and/or resubmit all submittal information until acceptable to the Engineer. Obtain Engineer's acceptance before commencing fabrication or installation of any materials or equipment. D. Review of submittal information by the Engineer shall not relieve the Contractor from responsibility for deviations from Drawings and Specifications, unless he has requested and received written approval from the Engineer for specific deviations at time of submission. Review of submittal information shall not relieve the Contractor from responsibility for errors and omissions in shop drawings or literature. E. Manufacturer's standardized elementary diagrams shall not be acceptable unless applicable portions of the diagram have been clearly identified and nonapplicable portions deleted or crossed out. F. Submittals shall be made on, but not limited to, the following items: City of Albany WC Canal Diversion Structures

10 1. Main Fused Disconnect 2. Special control panels - outline and schematic drawings, descriptive information, component schedules 3. Control instrumentation 4. Antenna and Tower Equipment 5. Wiring Devices, cabling supports, grips and strut. 6. All conduit types used in project 7. Special pull boxes, junction boxes and seal fittings 8. All conductor/wire types used in project G. Submit a listing of all nameplate data from actual motors provided after delivery to site Contractor's Record Drawings A. The Contractor shall maintain a neatly marked set of record drawings. In addition, the locations of panels, field mounted instruments and panels, terminal boxes, junction boxes and any other materials included in this contract shall be shown. Drawings shall be kept current with the work as it progresses and shall be subject to inspection by the Engineer at any tine. PART 2 - PRODUCTS 2.1 Materials A. Unless otherwise indicated, provide all first-quality, new materials and equipment, free from any defects, in first-class condition, and suitable for the space provided. Provide materials and equipment listed by UL wherever standards have been established by that agency. B. Where two or more units of the same class of material or equipment are required, provide products of a single manufacturer. Component parts of materials or equipment need not be products of the same manufacturer. C. Unless otherwise indicated, provide materials and equipment which are the standard products of manufacturers regularly engaged in the production of such materials and equipment. Provide the manufacturers' latest standard design that conforms to these Specifications. D. Provide material and equipment that is acceptable to AHJ as suitable for the use indicated. For example, provide wet labeled equipment in locations that are wet. 2.2 Portable or Detachable Parts A. The Contractor shall retain in his possession and shall be responsible for all portable and detachable parts or portions of installations such as fuses, key locks, adaptors, blocking chips, and inserts until completion of his work. 11 B. These parts shall be delivered to the Engineer and an itemized receipt obtained. This receipt, together with 2 copies of the final inspection certificate, shall be attached to the Contractor's request for final payment. C. All equipment shall be demonstrated to operate in accordance with the requirements of this specification and the manufacturer's recommendation. 2.3 Equipment Finishes A. Provide materials and equipment with manufacturers' standard finish system. Provide manufacturers' standard finish color, except where specific color is indicated. 2.4 Accessories A. Include special features, finishes, accessories, and other requirements as described in the Contract Documents regardless of the item's listed catalog number. B. Provide incidentals not specifically mentioned herein or noted on Drawings, but needed to complete the system or systems, in a safe and satisfactory working condition. PART 3 - EXECUTION 3.1 Examination A. Construction Documents: 1. Drawings are diagrammatic with symbols representing electrical equipment and wiring. 2. Electrical symbols indicating wiring and equipment shown in the Contract Documents are included in the Contract unless specifically noted otherwise. 3. Examine the entire set of Drawings to avoid conflicts with other systems. Determine exact route and installation of electrical wiring and equipment with conditions of construction. B. Clarification: 1. The Drawings govern in matters of quantity, the Specification in matters of quality. In event of conflict on Drawings or in the Specifications, the greater quantity and the higher quality apply. 2. Should the Electrical Documents indicate a condition conflicting with the governing codes and regulations, refrain from installing that portion of the work until clarified by Engineer. 12 C. Site Verification 1. Contractor to visit project site and examine existing site conditions before submitting bid. 2. Verify requirements for permanent power and telecommunication services, as required. 3. Verify requirements for temporary electrical power, if required. 4. Identify any conditions that might prevent the installation of equipment in the manner intended and report such findings to the Owner s Representative. 5. Determine requirements for cutting, patching, excavating, trenching, core drilling or similar. 6. Additional cost will not be approved due to Contractor s failure to complete a site examination of existing conditions and include any items necessary for a practical resolution. 3.2 Protection During Construction A. Throughout this Contract, provide protection for materials and equipment against loss or damage in accordance with provisions elsewhere in these Contract Documents. Protect everything from the effects of weather. B. Prior to installation, store items in clean, dry, indoor locations. Store in clean, dry, indoor, heated locations items subject to corrosion under damp conditions, and items containing electrical insulation, such as transformers, and conductors. Energize all space heaters furnished with equipment. C. Following installation, protect materials and equipment from corrosion, physical damage, and the effects of moisture on insulation. Cap conduit runs during construction with manufactured seals. Keep openings in boxes or equipment closed during construction. Energize all space heaters furnished with equipment. 3.3 Installation A. Install electrical equipment complete as directed by manufacturer's installation instructions. Obtain installation instructions from manufacturer prior to rough-in of the electrical equipment, examine the instructions thoroughly. When requirements of the installation instructions conflict with the Contract Documents, request clarification from Engineer prior to proceeding with the installation. B. Do not install electrical equipment in obvious passages, doorways, scuttles or crawl spaces which would impede or block the area passage's intended usage. C. Do not install outlet boxes back to back. 13 1. Perform excavation and backfill for the installation of electrical work. E. Support Backing: 1. Provide any necessary backing required to properly support all fixtures and equipment installed under this contract. 2. All equipment located in wet or moist locations shall use stainless steel hardware for support backing equipment. F. Cutting, Patching, and Framing: 1. The Contractor shall determine in advance the locations and sizes of all sleeves, chases, and openings necessary for the proper installation of his work. 2. Whenever practical, inserts or sleeves shall be installed prior to covering work. Cutting and patching shall be held to a minimum. All required holes in concrete construction shall be made with a core drill and patched with non-shrink grout. 3. Cutting, fitting, repairing, and finishing of carpentry work, metal work, or concrete work, and the like, which may be required for this work shall be done by craftsmen skilled in their respective trades. When cutting is required, it shall be done in such a manner as not to weaken walls, partitions, or floors; and holes required to be cut in floors must be drilled without breaking out around holes. G. Cleaning and Touchup Painting: 3.4 Field Quality Control 1. Keep the premises free from accumulation of waste material or rubbish. Upon completion of work, remove materials, scraps, and debris from premises and from interior and exterior of all devices and equipment. Touch up scratches, scrapes, or chips in interior and exterior surfaces of devices and equipment with finishes matching as nearly as possible the color, consistency, and type of surface of the original finish. A. Inspection B. Tests: 1. All materials, equipment, and workmanship shall be subject to inspection at any time by the Engineer, or his representatives. Correct work, materials, or equipment not in accordance with these Contract Documents or found to be deficient or defective in a manner satisfactory to the Engineer. 1. Conduct tests of equipment and systems to demonstrate compliance with requirements specified in Division 16. Refer to individual Specification Sections for required tests. 14 3.5 Cleaning 2. During site evaluations by Engineer provide an electrician with tools to remove and replace trims, covers, devices, and the like, so that a proper evaluation of the installation can be performed. 3. The Contractor shall furnish all labor, material, instruments and tools to make all connections for testing of the electrical and instrumentation installation. All equipment shall be demonstrated as operating properly prior to the acceptance of the work. All protective devices shall be operative during testing of equipment. 4. General: a) Perform the tests as described below. Upon completion of all tests, submit written test results in duplicate for approval by the Engineer prior to acceptance. b) After visual inspection of joints and connections and the application of tape and other insulating materials, all sections of the entire wiring system shall be thoroughly tested for shorts and grounds. A log of results for each circuit shall be kept by the Contractor and presented to the Engineer. c) Equipment shall be tested by operating all electric motors, relays, controls, switches, heaters, etc. sufficiently to demonstrate proper installation and electrical connections. Control and emergency conditions shall be artificially simulated where necessary for complete system or subsystem tests. d) Insulation resistance measurements of each circuit shall be made with loads connected and contactors, if any, blocked closed to give complete circuits. Insulation resistance of complete circuit shall be measured from the circuit breaker load terminals with the breaker open. A log of complete results shall be prepared by the Contractor and presented to the Engineer. Values of resistance shall be 10 megaohms or greater. 5. Promptly correct any failure or defects revealed by these tests as determined by the Engineer. Re-conduct tests on these corrected items as directed by the Engineer. A. Remove dirt and debris caused by the execution of the electrical work. B. Leave the entire electrical system installed under this Contract in clean, dust-free and proper working order. C. 15 3.6 Guarantee A. Materials, equipment, and workmanship shall be guaranteed in accordance with provisions of Section GENERAL REQUIREMENTS, in these Contract Documents. **END OF SECTION** City of Albany WC Canal Diversion Structures
