4 Why More people die in the UK every year as a result of historic asbestos exposure than are killed on the roads Asbestos is currently the largest industrial killer in the UK with deaths expected to increase until around 2020 Despite the expected peak people are still being exposed each day due to lack of knowledge and training, inadequate information and poor management practices.

A microscopic examination of this mineral dust revealed the sharp glass-like jagged nature of the particles and where the are allowed to rise and remain suspended in the air of a room, in any quantity, the effects have been found to be injurious as might have been effected. 14

15 History of Use In the 20 th Century 6 million tons of asbestos fibre was imported into the country X

16 History of Use Peak Import Period in UK Asbestos Cement products used approximately 40% of all UK imports. Extensively used in post war New Towns Amphiboles (Amosite and Crocidolite) prohibited 1985 Chrysotile banned in 1999 (Although 4000 tonnes imported as late as 1998) 16

24 CAR 2012 The Control of Asbestos Regulations 2012 (CAR 2012) Came into force 6 April 2012 Overall aim is to prevent people being exposed to asbestos.

26 CAR 2012 Reg. 4 Duty to manage asbestos in non-domestic premises Dutyholders Any one who has responsibilities relating to the maintenance and upkeep of the building Everyone must cooperate with dutyholder to assist in regulatory compliance Must locate any asbestos within the property (survey/asbestos register) Assess the condition of any ACMs located

27 CAR 2012 If conditions or site change then a reassessment is required Record all the findings Assess the risk, create a plan of the premises, create a Management Plan Monitor the asbestos, remove or remediate and provide information

29 Purpose of survey? To assist in management of asbestos in your building (Regulation 4 of CAR 2012). To assist in the preparation of an asbestos register. To assist in determining which ACM s require action to maintain a safe and healthy environment. To identify ACM S that need to be removed prior to refurbishment works or demolition.

30 Survey key points Ensure the appropriate survey is undertaken for the clients needs. All asbestos should be located as far as reasonably practicable within the survey type. Avoid caveats where possible. Remember the survey should be user friendly for it to be of any use.

31 Survey planning The survey is not about just turning up and taking samples. There needs to be a sufficient exchange of information between the client and the surveyor. Clear understanding from both parties about what is required. This information will form the contract.

32 Client/duty holders planning Why the survey is needed. What type of survey is needed. What information must the survey provide. What format do I want the report in. What information will the surveyor require.

33 Information the client should expect from the surveyor Accreditation details of surveyor/company, qualifications and quality control procedures. Insurance cover held. Costs. Proposed scope of works. Agreed details of caveats. References from similar contacts. Timetable, plan of work and report format.

34 What type of survey?

35 HSG 264 Management Survey To locate, as far as reasonably practicable, the presence and extent of any suspect ACMs in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation Areas not accessed and presumed to contain asbestos must be clearly stated in the survey report

36 HSG 264 Refurbishment or Demolition Necessary when the building (or part of it) is to be upgraded, refurbished or demolished Required for all work which disturbs the fabric of the building in areas where a management survey has not been intrusive The survey will be fully intrusive and involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach and therefore the building needs to be unoccupied

37 Refurbishment/ Demolition Survey The survey must be designed to be intrusive. This can present problems. Survey not easily performed in occupied buildings. May result in damage to fittings. May have to involve others for specialist access.

38 The Report Is a record of the information collected at a particular time on the presence and condition of ACM s. This is used to prepare an asbestos register and management policy. Should be completed in a written format, supplied either as a hard copy or as an electronic document or both.

39 The Report Should contain Executive summary. Introduction, including scope of survey. General site and survey information. Survey results (including material assessment results). Site plan and photo s. Conclusions and actions. Bulk analysis results.

40 The Report Additional information for management of ACMs: Accessibility. Amount of damage or deterioration (MA). Surface treatment (if any) (MA).

44 Risk assessment A high material assessment score isn t necessarily an indicator of high risk to building occupants. 10 or more high potential for fibre release. 7-9 medium potential. 5-6 low potential. <4 very low potential.

50 Risk assessment Risk assessment forms basis of the Management Plan The Management Plan must be reviewed regularly or when there is reason to do so The duty holder is required to make the assessment. The surveyor s information will contribute towards it

52 Next Steps Remember just HAVING a survey does not equal compliance this is merely the first step in an ongoing process.

54 CAR 2012 Implement a Management Plan for the ACMs Review the plan regularly and if the site conditions change Record the measures used to implement the management plan

55 CAR 2012 Highlighted that general construction workers are most at risk from exposure, as little or no details provided about location, type etc. of asbestos on site Aim is to protect general construction workers and site based staff from future exposure This reg. along with reg. 10 (training) will hopefully reduce the incidence of asbestos related diseases

57 CAR 2012 REG 5 Identification of the presence of asbestos 5. An employer shall not undertake work in demolition, maintenance, or any other work which exposes or is liable to expose his employees to asbestos in respect of any premises unless either

58 CAR 2012 (a) he has carried out a suitable and sufficient assessment as to whether asbestos, what type of asbestos, contained in what material and in what condition is present or is liable to be present in those premises; or

59 CAR 2012 (b) if there is doubt as to whether asbestos is present in those premises he (i) assumes that asbestos is present, and that it is not chrysotile alone, and (ii) observes the applicable provisions of these Regulations.

60 Training Section 2 Paragraph C Health and Safety at Work Act [employers are responsible for] the provision of such information, instruction, training and supervision as is necessary to ensure, so far as is reasonably practicable, the health and safety at work of his employees; Regulation 10 CAR 2012 Every employer shall ensure that adequate information, instruction and training is given to those of his employees (a) who are or who are liable to be exposed to asbestos, or who supervise such employees, so that they are aware of. (b) who carry out work in connection with the employer s duties under these Regulations, so that they can carry out that work effectively.

61 Training Types Asbestos awareness training. This is for those persons who have the potential to disturb asbestos while carrying out their normal everyday work, or who may influence how work is carried out (designers, Managers etc.). (i) general maintenance staff; (ii) electricians; (iii) plumbers; (iv) gas fitters; (v) painters and decorators; (vi) joiners; (vii) plasterers; (viii) demolition workers; (ix) construction workers; (x) roofers; (xi) heating and ventilation engineers; (xii) telecommunications engineers; (xiii) fire and burglar alarm installers; (xiv) computer installers; (xv) architects, building surveyors and other such professionals; (xvi) shop fitters

62 Training Types Training for non-licensable asbestos work. This is for those who undertake planned work with asbestos which is not licensable such as a roofer or demolition worker removing a whole asbestos cement sheet in good condition or analytical staff and asbestos surveyors.
