The Contractor must have and maintain a storage site/facility and must identify the location of their storage/site facility. Failure of the Contractor to meet the above stated delivery requirements may be used by the City as grounds for the termination of this Contract, and may further affect the Contractor s eligibility for future Contract awards. The Contractor s compliance with these requirements will be determined by the Chief Procurement Officer, whose decision will be binding. 6. Section , Group A - Fire Meters, Meters, Cold Water 12 In. Fire Series Compound, Encoded Register(S) and Outdoor Type MIU(S) is deleted. 7. Section , 3 Through 16 Turbine Meters, is deleted in its entirety and replaced with the following: Maintenance. Meters must be designed for easy removal of all interior parts without disturbing any connections to the pipeline. Meter class. Water meters must be of one type and must be provided in the following sizes 3", 4", 6", 8", 10", 12", 16". Meter composition. Cases of 3" through 16" meters must be of an approved AWWA C701 Cold Water Meter Turbine type material. Castings must not be repaired, plugged, brazed or burned in. Minimum flow rates must meet those listed in Appendix A Strainers. AU strainers must be separate, round-flanged castings and must be easily accessible for cleaning, or the meter should include an integral strainer Strainers on 3", 4" and 6" meters must be companion to meters and must have cover plates and non-corrosive screens. Strainers for 8" and 10" meters must be made of fabricated steel. The external strainer screen must have a minimum net opening area of two (2) times the pipe diameter and must be made of stainless steel. 4 through 16" meters provided by Contractor must be supplied with a matching manufacturer strainer and must be included in the price of the meter. Contractor must supply the necessary, all stainless steel bolts and nuts, washers and gaskets for all 3" through 16" strainers. Flanges. All meters must be furnished with round flanges on both ends. Flanges must be of round type, faced and drilled and must conform to the American National Standards Institute case iron pipe flange, class 125, ANSI 16.1 for diameter, drilling and thickness. All meters must be supplied with companion flanges and be tapped American Standard internal taper pipe thread, ANSI Contractor must supply the necessary, all stainless steel bolts and nuts, washers and gaskets for all 3" through 16" meters. Pressure. Meters must be guaranteed to operate under a working pressure of 150 psi without leakage or damage to any part. Operating accuracy. The meter must register 100% (+/- 1.5%) of the water that actually passes through at any rate of flow within the normal test flow limits for that particular sized meter. New meter defect and workmanship guarantee All meters including the register, must be guaranteed for a period of 15 years from the date of installation against all defects in material and workmanship Any meter repaired or replaced must have the same guarantee as the original equipment and for the same period of time. New meter accuracy guarantee. All new meters must be guaranteed to perform to AWWA New Meter Standards for a period of five (5) years from the date of delivery. The meter must be determined not to be performing to specification if it fails to pass an accuracy test conducted by the City according to AWWA Standards. All costs (including all labor) for total repair or replacement of the meter and strainer (if applicable) under this guarantee incurred by the City must be reimbursed by Contractor. Replacement of a defective meter must be completed within 60 days of notification of such failure 8. Section 5.3.4, Water Meters, is amended by adding the following subsection: , Fire Meters AWWA Standards. All meters must conform to the latest AWWA Standard C-703 for Cold Water Meters-Fire Service Type, except as amended herein. UL/FM approval. Fire Service meters must be Underwriter s Laboratories Inc. (UL) listed and Factory Mutual (FM) accepted for use on fire lines. Fire series strainers. Fire service strainers where specified must be companion to meters and included in the meter price. All fire series strainers must have fabricated steel cases and cover plates. All must have stainless steel screens and be Underwriter s Laboratories Inc. (UL) listed and Factory Mutual (FM) accepted for use on fire lines. MI must supply the necessary, all stainless steel bolts and nuts, washers and gaskets for all fire series strainers. Flanges. All meter must be furnished with round flanges on both ends. Flanges must be of round type, faced and drilled and must conform to the American National Standards Institute case iron pipe flange, 125lb. class, ANSI 16.1 for diameter, drilling and thickness. All meters must be supplied with companion flanges and be tapped American Standard Internal taper pipe thread, ANSI MI must supply the necessary, all stainless steel bolts and nuts, washers and gaskets for all Fire Series meters. 5 Side arm meter. The side arm meter (bypass meter) on either side must conform to the appropriate City specification for that size. 9. Section 6.1, Policy and Terms, is deleted in its entirety and replaced with the following: 6.1. Policy and Terms It is the policy of the City of Chicago that Local usinesses certified as Minority Owned usiness Enterprises (ME) and Women Owned usiness Enterprises (WE) in accordance with Section et seq. of the Municipal Code of Chicago and Regulations Governing Certification of Minority and Women-owned usinesses and all other Regulations promulgated under the aforementioned sections of the Municipal Code, as well as MEs and WEs certified by Cook County, Illinois, will have full and fair opportunities to participate fully in the performance of this contract. Therefore, the Contractor will not discriminate against any person or business on the basis of race, color, sex, gender identity, age, religion, disability, national origin, ancestry, sexual orientation, marital status, parental status, military discharge status or source of income and will take affirmative action to ensure that women and minority businesses will have the maximum opportunity to compete for and perform subcontracts for supplies or services. Pursuant to Section of the Municipal Code of Chicago, the Chief Procurement Officer has established a goal of awarding not less than 25% of the annual dollar value of all non-construction contracts to certified MEs and 5% of the annual dollar value of all nonconstruction contracts to certified WEs. Accordingly, the Contractor commits to make Good Faith Efforts to expend at least the following percentages of the total contract price (inclusive of any and all modifications and amendments), if awarded, for contract participation by MEs and WEs: ME Percentage 0% 0% WE Percentage This commitment is met by the Contractor's status as a ME or WE, or by a joint venture with one or more MEs or WEs as prime contractor (to the extent of the ME or WE participation in such joint venture), or by subcontracting a portion of the work to one or more MEs or WEs, or by the purchase of materials used in the performance of the contract from one or more MEs or WEs, or by the indirect participation of MEs or WEs in other aspects of the Contractor's business (but no dollar of such indirect ME or WE participation will be credited more than once against a Contractor s ME or WE commitment with respect to all government Contracts of such Contractor), or by any combination of the foregoing. Note: ME/WE participation goals are separate and those businesses certified with the City of Chicago as both ME and WE may only be listed on a bidder s compliance plan as either a ME or a WE, but not both to demonstrate compliance with the Contract Specific Goals. As noted above, the Contractor may meet all or part of this commitment by contracting with MEs or WEs for the provision of goods or services not directly related to the performance of this Contract. However, in determining the manner of ME/WE participation, the Contractor will first consider involvement of MEs/WEs as joint venture partners, subcontractors, and suppliers of goods and services directly related to the performance of this Contract. 6 require the Contractor to demonstrate the specific efforts undertaken by it to involve MEs and WEs directly in the performance of this Contract. The Contractor also may meet all or part of this commitment through credits received pursuant to Section of the Municipal Code of Chicago for the voluntary use of MEs or WEs in private sector contracts. Pursuant to , the prime contractor may apply be awarded an additional percent credit, up to a maximum of a total of 5 percent additional credit, for every 1 percent of the value of a contract self-performed by MEs or WEs, or combination thereof, that have entered into a mentor agreement with the contractor. This up to 5% may be applied to the Contract Specific Goals, or it may be in addition to the Contract Specific Goals. 10. Article 9, Proposal Pages is delete in its entirety and replace with the attached Proposal Pages: The Proposal Pages have been revised as followed: a. Compliance Type Description: Required percentages (%) for Minority Owned usiness Enterprise are 0.0% and Women Owned usiness Enterprise is 0.0%. b. Group A - id 5 Deleted 11. Specification Number , Meters and Replacement Parts for Water Meters, is amended by adding Exhibit 2 in Attachment 2 to this addendum. SECTION 2: QUESTIONS & RESPONSES 1. Question: Our Group C 6 and 8 Single-Jet Meters also qualifies as 6 and 8 Fire Service Meters listed in Group A. Can we partially bid Group A with these meters without jeopardizing the Group C (Single-Jet ) bid? Response: Contracts will be awarded by groups, pricing both line items is not redundant. Please refer to Section 5.2 asis of Ward idders must quote all specified items in a specified Group, but is not mandatory to bid all Groups. 2. Question: Group C Single-Jet Meters for 1.5 and 2 sizes (section ) the section states that 1 ½ meters are to be 12 5/8 long and must have fittings supplied with the meters to achieve a total lay length of 15 5/8. What are these fitting and are there any drawings available? Are these fittings mandatory? This section also states that the 2 meters must have a lay length of 15 and be supplied with fitting to achieve a total lay length of 20. Should the 15 Lay length in fact be 17 with fittings to achieve the 20 total lay length? Again, what are these fitting and are there any drawings available? Are these fittings mandatory? Can we add an extra line item in the Group C section and bid both styles of meters? Response: idders cannot add an extra line item to any Groups but can submit an alternate bid.
