2 Article 1 Proposal Date The Vandalia-Butler City School District is accepting proposals for all material, labor and services necessary for the Renovation of the new Board of Education (BOE) located at 500 S. Dixie Drive, Vandalia, Ohio as described in the Scope of Work Sections of this BOE Renovation Project Proposal Instructions document. Energy Optimizers, USA has been hired by the District to oversee, manage and ensure that the project intent and implementation adheres to the spirit of this bid document and scope of work. Proposals are to be sealed and addressed to the Vandalia-Butler City School District, 306 S. Dixie Drive, Vandalia, Ohio 45377, and plainly marked on the outside Proposal for BOE Renovation Project. Proposals received later than 2:00 PM local time, January 12, 2017 will not be accepted. Proposals will begin to be opened and recorded starting at 2:15 PM. The Vandalia-Butler City School District reserves the right to reject any and all bids for any reason and to waive minor defects in the Proposal Instructions. The Vandalia-Butler City School District reserves the right to accept any proposal deemed lowest responsive and responsible. Based upon the District issuing a purchase order to the selected bidder(s) prior to the end of the day (5:00 PM) on January 31, 2017, agreed upon scope of work must be completed by July 31, If the completion of the awarded scope of work is not complete by July 31, 2017, a penalty of $500 per day for everyday over the July 31, 2017 deadline will be deducted from the winning bidder(s) final payment associated with the awarded scope of work. Article 2 Proposal The proposal shall contain the following documents. 1. The Bidder s actual detailed proposal 2. The Form of Proposal form 3. The attached Information form 4. The attached Reference form. Bidders are requested to provide project reference information on three (3) projects where they have performed similar work called for in this project. 5. The attached Personnel Profile Summary form. Bidders are requested to provide information on the company s key personnel (Project Manager, Foreman, & Lead Installer) who will be directly involved in some aspect of this project. 6. The attached List of Subcontractors form. Bidders are requested to provide information on all subcontractors that will be performing work on this project. Article 3 Mandatory Pre-Bid Meeting and Site Visits There will be a mandatory pre-bid meeting and site visit on Tuesday January 3, 2017 beginning sharply at 9:00 AM. No one shall be accepted to attend after 9:15 AM. Bidders will be able to review the project sites and the scopes of work will be discussed, including the ability to ask questions. This walkthrough will be completed at approximately 11:30 AM. Proposals will only be accepted from Bidders who attend the mandatory pre-bid meeting. Bidders will be required to sign-in at the new BOE site location (located at 500 S. Dixie Drive, Vandalia, Ohio 45377). Energy Optimizers, USA will represent the district and serve as the Owner s Agent for the duration of this project and will coordinate and manage the project on behalf of the District. 2

3 Should the Bidder submit a proposal it shall be construed as an acceptance by him to fully perform all work required, whether directly shown as described in the Scope of Work Sections of this BOE Renovation Project Proposal Instructions document. Article 4 Questions Any questions concerning any aspect of the project should be directed to Russ Morningstar with Energy Optimizers, USA. No questions will be accepted after 5:00 PM on January 9, All questions are required to be submitted via to: rmorningstar@energyoptusa.com. Answers will be ed to all contractors who have signed the Sign-In sheet at the mandatory Meeting and provided a valid address within 72 hours. Article 5 Bidder s Insurance The successful Bidder shall not commence any work under this contract, nor shall he allow any subcontractor to commence any work until both he and the subcontractor have provided the Owner with evidence that they have the following insurance in force. General Liability: Comprehensive, Premises and operations. Products and Complete operations, Contractual, Independent Contractors, Broad from Property Damage, and Personal Injury. a. Bodily Injury $1,000,000 each person b. Property Damage $1,000,000 each occurrence c. Personal Injury $ 2,000,000 aggregate Automobile Liability: Any Automobiles or Vehicles, All Owner Automobiles or Vehicles (Private Pass) All owned Automobiles or Vehicles (Other than Private Pass), Hired Automobiles or Vehicles, and Non- Owned Automobiles or Vehicles. a. Bodily Injury $500,000 per person, $1,000,000 per accident b. Property Damage $100,000 Workers Compensation Insurance: As required by the laws of the State of Ohio. A Certificate of Insurance shall be submitted to the Owner as evidence of such insurance. In addition, the Bidder shall hold the Owner and their representatives harmless from any and all accidents resulting in bodily injury or property damage during the life of this contract. Article 6 Taxes This project is exempted from State sales tax. Article 7 Prevailing Wages This is a non-prevailing wage job. Article 8 Names of Subcontractors If any phase of the work is to be performed by a person or company other than the Bidder or persons in his direct employment, he shall accompany with his proposal the name and address of such subcontractor(s). The same general terms and conditions, and specifications shall apply to subcontractors as listed for the Bidder. Energy Optimizers, USA will hold the Bidder responsible for any acts of the subcontractor. 3

4 Article 9 Permits, Licenses and Code Requirements The successful Bidder will be responsible for all costs associated with obtaining any required building permits and licenses. The Bidder will also be responsible for all installation work to comply with the current versions of the Ohio Basic Building code, Ohio Mechanical Code, Ohio Plumbing Code, Ohio Electrical Code, NFPA 70 and the Ohio Board of Health. Article 10 Bid Guaranty to be Filed with Bid Per the Ohio Revised Code Section , each bid shall be accompanied by an approved Surety Company Bid Bond or a Certified Check, made payable to the Board of Education in an amount equal to ten (10%) of the bid tendered as a guarantee that the bidder will perform their bid. If for any reason whatsoever, the bidder fails to enter a proper contract, or fails to perform as required as described in the Scope of Work Sections of this BOE Renovation Project Proposal Instructions document, the amount of the Bond or Certified Check shall be retained by the Board of Education as and for liquidated damages sustained by their failure to do so. Article 11 Quality Assurance The bidder will be a licensed contractor in the State of Ohio. The bidder will have been in business for at least 10 years. The bidder will have installed similar types of projects (provide references). The bidder will follow all Health and Safety rules and guidelines. The bidder will follow all local and state codes and guidelines. The bidder will install all equipment and materials as described in the Scope of Work Sections of this BOE Renovation Project Proposal Instructions document and per manufacturer recommendations. Article 12 Working Hours The successful Bidder will be able to work in the building during normal working hours. A Vandalia- Butler City School District approved work schedule will be required and agreed upon before any work may begin. Article 13 Background Check The successful Bidder must provide to the Vandalia-Butler City School District an approved BCI background check for all individuals (including subcontractors) who will be working on property. Article 14 Temporary Heating and Cooling The successful Bidder will be responsible for all costs (both labor and materials) associated with maintaining acceptable comfort in the areas that are associated (directly or non-directly) with the work being performed. This includes providing any portable or temporary heating and cooling to maintain comfort. Article 15 Smoking Policy There is to be no smoking on school property. Article 16 Payment and Contract The successful bidder will enter into an AIA contract with Vandalia-Butler City School District and be paid based on completion of the schedule of values. 4

5 The Bidder is responsible for the following: Scope of Work for BOE Renovation Project 1. General This is a true, 100% turn-key Design Build project and all bids must include all costs associated with completion of the project, including, but not limited to parts, material, labor, permits, engineering, project management, taxes, warranties, etc. The Bidder is responsible for all site inspections, measurements, demolition, rigging, and site preparation. No change orders will be accepted after the acceptance of the Bidder s Proposal. Provide all necessary submittal documentation to complete the Project s Scope of Work Provide all necessary documentation for work schedules and phasing (if required) of tasks to be coordinated with Energy Optimizers USA and the Owner s Representative. Provide all necessary shop drawings with submittals prior to beginning work. Provide all necessary as-built drawings to document the installation of the Scope of Work described herein. The drawings shall represent a schematic representation of the work provided for each item of the Scope of Work and equipment description. o Design-build and as-built drawings shall be required (to be provided in both paper and electronic format) Provide submittals for all pieces of major equipment prior to ordering prior to the ordering of the said equipment. Energy Optimizers, USA will review the proposed equipment and issue a notice to proceed order in a written communication with a Letter of Transmittal. The Bidder shall be prepared to communicate with Energy Optimizers, USA on a regular basis their progress and attend regular project review meetings with Energy Optimizers, USA, the customer s representative, and all other appropriate trades or subcontractors. The Bidder will be required to participate in the Cx (Commissioning) process with Four Seasons Environmental, Inc. Provide a (3) three year parts and equipment Warranty for all items not included with the manufacture s standard 5-year (or more) warranty, and one (1) year labor Warranty for all work installed under this defined Scope of Work. The Bidder is responsible for all permitting per State and Local Codes and is required to adhere to all State and Local Building Codes based on the defined scope of work. A tentative schedule of work shall be included with each proposal along with a tentative schedule of values (invoicing schedule). The Bidder will be responsible for all necessary engineering, permit, and drawings. The Bidder is responsible to verify all equipment prior to ordering. The attached submittals are provided for reference but not guaranteed to be accurate. The Bidder shall supply equipment by the specified manufactures only, no substitutions will be accepted. Asbestos testing and abatement has already been completed by the District. 5

6 2. Scope of Work: This scope of work is a guide to the Bidder on the overall scope of work. This is a Design/Build Project and the Bidder s proposal should reflect their creativity and ingenuity. The Successful Bidder will be responsible for all site work, design, permits, permit drawings, engineering, limited programming (design intent drawing included), material and equipment selection based on criteria noted below and procurement, turn-key installation, commissioning and warranties of all work. Vandalia-Butler City Schools Board of Education (BOE) Renovation Project is a Design/Build Project for renovating an existing one-story 9,000-square foot former public library building into the new Vandalia- Butler City Schools Board of Education (BOE) offices. Construction drawings of the existing building are available. The district has a budget of $500,000 to renovate the existing building. The scope includes adding ten new offices, a new HVAC system with individual zones for simultaneous heating and cooling, new flooring, new ceilings, new LED lighting, and the necessary electrical and network infrastructure for a fully operating office building. Code Compliance: This project shall comply with the latest edition of all applicable codes. If allowable by code, upgrade only public restrooms to current ADA accessibility standards. Roof and Interior Wall Repair: Roofing, roof drain and/or downspout replacement may be required. Water damage is visible on the interior and exterior of building. Notable cracking on northernmost interior masonry wall and surrounding areas. Proposal for corrective measures resulting in like-in appearance and performance to be shown as separate line item. Brick Repair: Brick damage is visible on the exterior, notably on north face of building. Proposal for corrective measures resulting in like-new appearance and performance to be shown as separate line item. Interior Renovation Work Included: Removal of northern entry door of vestibule and associated framing and glazing o Show removal and replacement of southern vestibule entry doors and associated framing and glazing as separate line item (see storefront criteria below) Removal of flooring and wall base throughout o Exclude vestibule o Exclude restrooms Removal of ceiling tile, suspension grid, and associated items throughout Removal of existing window treatments and associated hardware Removal of casework and appliances o Workroom casework to remain Removal of superficial panels, brackets, fasteners, screws, etc. from wall o Patch/repair to level of surrounding/adjacent material(s) Infill abandoned return air ducts in slab with concrete o Approximately 6 wide x 30 long x 32 deep o Total 6, location shown on design intent drawing 6

7 Provide new aluminum storefront system at northern vestibule wall o Nominal 4 ½ x 2 thermally broken with anodized finish to match existing frame color o Insulated glazing with low-e o Prep frame for future electric strike (reference electrical scope) o Door configuration shown on design intent drawing unless otherwise required by Code Provide 5 new window openings and window assemblies (reference design intent drawing for locations) o Size to match adjacent existing windows o Fixed o Tooth-in masonry o Frame color to match existing windows Construct 10 new offices along perimeter of building (reference design intent drawing) o Gypsum wallboard partitions between offices o Full glass wall and door with translucent pattern adjacent to open office areas o One office separation wall to be mobile/retractable to function as conference room (reference design intent drawing for desired location) 12-person capacity Marker board and projector Credenza o Construction of partitions should deter sound transmission between offices Minimum STC 45 tested in field Furnish and install new finishes throughout (see attachment for level of quality for finish) o Painting Gypsum board walls and ceiling elements Concrete block walls Wood trim Hollow metal doors Exclude wall and floor tile Exclude face brick o Carpet and wall base Exclude rooms with sealed concrete Exclude restrooms o Acoustical ceiling tile and suspension grid Flat throughout with exception of areas with clerestory windows Match existing ceiling height in vestibule, restrooms, community room, existing storage and mechanical rooms Ceiling height to be maximum 8-6 in single offices and associated areas Ceiling height to be maximum 9-6 in open office areas Provide new window coverings at all new and existing windows (show as separate line item) o Horizontal blinds Provide ADA compliant door hardware throughout o Hardware to be Class 1 o Doors keyed separately. Coordinate with owner. Provide interior signage as required by Code Furniture, casework, and countertops by separate contract 7

8 HVAC Equipment and Controls: Provide all necessary material and labor for installing a new HVAC system. The system is to include all required ductwork, diffusers, a complete building automation and control system, and zone controls for the individual rooms, office and common areas to have simultaneous heating and cooling. System is to be balanced and have a TAB report for both the hot water system and the air system. The basis for design is natural gas fired Trane packaged rooftop unit (RTUs) with VFD, variable air volume boxes with reheat, and a hot water heating boiler system for zone reheat. The RTU would be used for primary cooing air and building morning warm up (MWU) functions. The boiler would be used to provide reheat to the variable air volume boxes only. The existing domestic water heating system would remain as is. The District s existing BAS (Building Automation System) control system and equipment is Tridium Niagara AX (BuildingLogix) maintained by Waibel Energy Systems. The new BAS control system is to be Open and based on the Tridium system and use Tridium N4 hardware. The new BAS control system will need to be integrated with the Districts existing Niagara AX (BuildingLogix). The new BAS installed control system will need to be BACnet protocol for local devices and integrated into the District s existing BAS system as part of this project. This project will include all graphical and global references required for a complete and functional BAS control system. The existing District BAS control system utilizes a trending and reporting package. The new BAS system will need to be added to the District s existing BAS reporting systems. All new equipment and local controllers will need to follow the existing BAS structures based on the Tridium Open Control system. Additional BAS control system packages operating independent of the District s existing BAS system will not be allowed. For information on the existing BAS control system and for Trane equipment pricing contact Rodney Rhoades with Waibel Energy Systems ( ). 25-ton Package Unit o Provide and install a 25-ton package unit designed for a VAV system including curb, VFD, economizer, supply air sensor, return air sensor, mixed air sensor, return air humidity sensor, outdoor air sensor, Co2 sensor, controls, and communication card. Location of RTU is to be confirmed with Structural Engineer. High Efficient Boiler o Provide and install a high efficient boiler system for supplying reheat to the VAV boxes including required pumps, copper piping and fittings, gas lines, electric, flue materials, controls, and hot water valve installation. Ductwork and Diffusers o Provide and install properly sized supply air and return air sheet metal ductwork with insulation wrap, supply air lay-in diffusers, return air grills, flex duct supply air duct connectors (maximum 6 long), required fire dampers and access panels, and balance dampers. VAV Boxes with Reheat 8

9 o Provide and install VAV boxes with reheat and controls (VAV controller, hot water valve, damper actuator, digital wall sensor, and discharge air sensor). Tridium N4 Based Building Automation System o Provide and install a Tridium N4 control system that can integrate with the District s existing Tridium Building Logix system and reporting system. BAS system is to include controlling the RTU unit, Boiler and pumps, and VAV boxes. BAS system schedules, zoning, demand control ventilation, and hot water and discharge air reset is to be included in the control sequence. System graphics are to include a floor plan, individual pages for each major piece of equipment (RTU, VAV Boxes, Boilers and Pumps ) Electric and low-voltage for HVAC o Provide and install all required high voltage and low voltage electric wires and materials for a complete and operating system. Include in the installation any required duct smoke detectors and safety devices. Electrical: Provide all necessary materials and labor for installing new electric outlets, light switches, and lights for the 10 new office spaces and in the existing building (including the cubicle spaces). Verify all new and existing electrical load requirements Verify existing service is adequate for the new and existing load requirements Create new panel schedules for all power panels Verify electrical service and all sub-panels meet electrical codes Re-use existing branch circuits where applicable Demo all un-used wire and/or conduit back to nearest junction box and/or power panel Demo all interior lighting and recycle associated materials Replace all existing switches, receptacles and cover plates with new All switches and receptacles to be 20 Amp Standard switching no dimming in facility Field verify that existing fire alarm system is operational and code compliant Interior lighting to be LED Verify all emergency and egress lighting is code compliant Include power to all HVAC equipment Include equipment disconnects where needed Supply power and data to cubicles Include cabling only to door locations for future card access Network: Provide all necessary materials and labor for installing new network outlets and network cable for the 10 new offices. Demo all unused data cabling Offices, conference rooms, cubicles and receptionist spaces to have (2) CAT6 data drops in each space Include data cabling only no devices or terminations 9

10 Other: Provide all necessary materials and labor for repairing minor cracks inside the building and finishing out the interior of the building for any items not mentioned above that are necessary for a complete and functional office space. Structural Engineering: A Structural Engineering Assessment Report has been provided by Shell & Meyer Associates and is attached to this document. Bidder is to provide an Add for all these repairs as listed on the Price sheet. The final decision on the location of the rooftop unit needs to be approved by Shell & Meyer Associates as outlined in the report. 10
