Multiple working faces shall not be allowed unless specifically approved in the facility operating plan. Comment: The facility had multiple working faces and was not confined to the smallest practical area. At the time of the inspection, the working face was approximately 100y x 30y in somee locations. See photos 1 through 4. Category 3 Comments Reg General Operating Requirements (Erosion or other cover defects resulting in exposed refuse) (n) Maintenance of Cover Systems - The owner or operator shall be responsible for maintaining the cover system integrity and shall promptly repair erosion, washout, tracking, or other defects that result in exposed refuse in daily or intermediate cover or in the exposure of the infiltration barrier layer of the final cover system. Comment: Several areas on the upper tier (northern half) of the landfill had areas where erosion of cover materials has led to exposed tires. See photos 5 through 12. Additional Comments Comment: Shreds produced from the onsite tire processing facility are being placed in the landfill due to a lack of market for the materials at this time. See photos 1 through 4. Comment: The current method of shred deposition (from the eastern side of the landfill) has caused the removal of gridmarkers/boundary markers in the area which makes determining permitted landfill footprint boundary difficult and creates additional working faces as noted in Category 2 Comments. See photos 13 & 14 Comment: At the time of the inspection, Nolan Quinn, Master Level Operator, was not on site due to a funeral. No active disposal was occurring at the facility during this inspection. Comment: A small amount of woody debris from land clearing was noted in the landfill footprint.
