Inspection Date: Address: Kitsilano Arena Larch Street, Vancouver Surveyor: Ramon Blandino Purpose: TARGETED MATERIALS SURVEY Executive Summary A City of Vancouver Hazardous Materials Technician has completed a hazardous material targeted survey of the Kitsilano Ice Rink Refrigeration System located at 2690 Larch Street in preparation for the removal and replacement of the Brine Chiller unit and related components as requested and described by Capital Maintenance project manager Bruce Stud during the site meeting completed on Thursday, May 31st, A building survey was conducted in areas that are expected to be impacted by the replacement project as outlined in Notification # This was a surface non-destructive survey; therefore hidden and below ground materials were not assessed and any hidden materials which may contain Asbestos or Leads should be assumed to be hazardous until sampling demonstrates otherwise. 3 Scope of Work A visual inspection of the refrigeration system and immediate areas for the presence of materials suspected to contain asbestos, lead, mould, and other hazards such as droppings, needles/sharps. Surficial sampling was conducted. Collection and analysis of material samples from the building that may be impacted during this project for the presence of suspect hazardous materials. A risk assessment for the current condition of any damaged asbestos/lead containing materials determined to be present within the structure including the priorities for removal. Recommendations for the removal of any damaged hazardous materials determined to require immediate action. Suspected Asbestos-Containing Material: Methodology and Results Multiple representative samples of building materials were assessed for potential asbestos content and have been analyzed for asbestos by COV-approved labs. Materials sampled were selected based on our experience and guidelines provided by WorkSafeBC (Safe Work Practices for Handling Asbestos). All Refrigeration System insulation related to this project that tested positive for asbestos was removed and replaced with non-asbestos insulation back in Table 1: Suspected Asbestos-Containing Materials Material Location Asbestos Gaskets Found throughout pipe system (Cooling Pump, H.P. Receiver, etc.) Presumed Asbestos PVC Jacket Covering Chiller / Drum Units and Related Components Not Detected Lead-Based Paints and Coatings: Methodology and Results Total Lead in Paint Two (2) representative samples of paint coats were collected to test for the presence of lead. The samples were analyzed at a COV-approved lab for total lead. The federal Hazardous Products Act (HPA) under Surface Coating Materials regulation defines leaded paint or lead based surface coating material with a total lead concentration of 0.009% or 90mg/kg. This is the current accepted standard by WorkSafe BC for identification of lead based paint. Therefore, all paint finishes that contain lead equal to or greater than 90 mg/kg are considered lead based paints. A task-, and site-specific risk assessment must be conducted to determine if an Exposure Control Plan and safe work procedures are required (Lead-Containing Paints and Coatings: Preventing Exposure in the Construction Industry, WSBC 2011). Leachable Results of Lead in Paint: No samples were analyzed for leachable lead. If required, leadbased paint must be tested for leachable lead prior to disposal to determine if they are hazardous waste as defined by BC Ministry of Environment. Page 2 of 5

OTHER HAZARDS AND NOTES: Ammonia RISK ASSESSMENT AND RECOMMENDATIONS Depending on the areas to be repaired or demolished, additional destructive sampling may be required to identify asbestos and lead containing materials that were not accessed during this targeted hazardous material sampling. Prior to repairs or demolition activities, any hazardous materials identified at this site must be safely contained before disturbance. ASBESTOS Asbestos containing materials are presumed in gaskets and sealant materials that at the time of this survey were not accessible to sample. Any other area of the building outside the scope of this survey must be considered to be asbestos containing until proving otherwise. Asbestos containing materials that will potentially be disturbed though remediation work (renovation/demolition) must be control using safe work procedures developed in accordance with the requirements of WorkSafe British Columbia. 5 LEAD PAINT As identified in Table 2 the yellow paint applied to the ammonia receiver metal tank/pipes and the red paint applied to metal pipe system, were found to be lead-based paint. Lead-based containing materials that will potentially be disturbed though remediation work must be control using safe work procedures developed in accordance with the requirements of WorkSafe British Columbia. If, at any point during the proposed work, you encounter, or have reason to believe you will encounter, any hazardous materials, immediately stop work and contact the hazardous materials team whom will direct the next course of action. When left intact and undisturbed, these materials do not pose a health risk to building occupants. There is a potential for exposure only when the material becomes damaged to the extent that they become airborne and are inhaled or ingested.
