4 Asbestos- what is it? Naturally occurring mineral Prevalent in the environment Derived from Greek word for incombustible High tensile strength Fire Resistance Poor heat and electrical conductivity Impervious to chemical damage

5 Physical Properties Long silky hollow fibers Durable Inert to acid and alkaline solutions Stable at high temperatures Very good insulator Flexible Very strong Cheap and easy to use

6 Use History Asbestos has been known and used since the first century (100 A.D.) Greeks and Romans 1800 s in Canada Asbestos is thought to be contained in over 3000 domestically produced or used products

8 Friable vs. Non-Friable Friable: crushed easily with hand pressure popcorn ceiling textures Air Cell pipe insulation Non-friable: cannot crush easily with hand-pressure Floor tiles Asbestos-cement pipes

11 Important Definitions Asbestos-Containing Material (ACM) Any material containing greater than 1% asbestos fibers Trace Asbestos-Containing Material Any material containing less than 1% asbestos fibers Presumed asbestos-containing material (OSHA) Thermal Insulation or Surfacing materials installed prior to 1981

12 Potential Health Effects Associated with Asbestos Exposure Occupational and non-occupational Exposure Risk depends on duration and intensity of exposure Dose-Response Effect What Properties are responsible? The health risk to most building occupants appears to be very low

13 Regulatory Overview An extremely regulated substance: EPA/CDPHE: Solid waste Hazardous substance Building material Clean Water Act Clean Air Act OSHA regulates asbestos in work-related settings, Consumer Product Safety Commission regulates asbestos in consumer products. The D.O.T. regulates the transportation of asbestos

14 I thought Asbestos was banned? 1989 Ban and Phase Out Rule was vacated by the Fifth Circuit Court of Appeals in October of In 1994, EPA published a Final Rule which established the following as still subject to the original Ban and Phase Out Rule: Corrugated paper Rollboard Commercial paper Specialty paper Flooring Felt New uses of asbestos

15 When is Asbestos a Problem? When friable ACM is damaged or disturbed fibers are released potential to inhale fibers increases potential health problems arise.

16 City Asbestos Management Program Managing asbestos in-place Must identify and label known ACM Must perform physical and visual inspections of ACM Must notify workers and buildings occupants of ACM locations Must have system to control work activities that may disturb ACM May involve periodic air monitoring
