18 SAFETY REQUIRES FABRICATION OF CONSTANT HIGH QUALITY Because of the danger for human life during erection and usage of scaffolds there exists a strict regime for producers in Germany. 1. 21 SCAFFOLDING APPROVALS IN GERMANY According to the German Law for Building and Construction System Scaffold needs an official Approval Procedure: Scaffold Producer Has to provide the required documents: ( Static calculations, test reports, expert opinions ) German Institute for Structural Technology (DIBt, Berlin) This is the only body in Germany that grants General Building Supervisory approvals General Building Supervisory Approval Layher Margot Hofmann 21

22 SAFETY DUE TO FABRICATION OF CONSTANT HIGH QUALITY Production The compliance of the scaffold components with the approval specifications has to be proven for each factory. By the Conformity Check HOW? Testing of the scaffold components a first extensive component test, carried out by an independent external supervision self-controlled production of the components The system of German scaffolding approvals requires not only initial verification and testing but also frequent external supervision and auditing of the production site(s) by an independent institute. Only if the external supervision comes to a satisfying result the scaffolding producer is allowed to mark his scaffolding components with the conformity sign; e.g. Ü 64 for the Layher Allround (steel) and e.g. Ü 64.1 for Layher Allround (aluminium) and e.g. Z Ü for Layher Blitz (aluminium) regular external supervision (carried out by an independent institute) Conformity Certificate ( for the Factory Eibensbach) Layher Margot Hofmann 22 If everything is fulfilled

Our raw material suppliers have to give us the certificates for each charge. This is ruled in contracts with our suppliers. HOW? By the Conformity check (Ü-Sign): Testing of the scaffold components: a first extensive component test, carried out by an independent external supervision Internally controlled production of the components on regular base regular External audits (carried out by an independent institute) Inspection of welding process, physical tests of material, DIN (inspection documents), measure tolerances, identification etc. Layher Margot Hofmann 31
