3 Section 1 HOW TO PARTICIPATE In order to participate in Danville Utilities Home$ave Program, the applicant is required to complete the Rebate Application and submit it with adequate supporting documentation. Rebates are available to all residential customers that receive electric service from Danville Utilities on the RS Schedule 10 Residential Electric Service rate schedule. All equipment and/or services must be new and must be purchased on or after July 1 st, 2017 to be eligible for rebates. The Rebate Application must be signed by customer(s) that have an active residential electric service account with Danville Utilities. Rebate processing may take up to eight weeks from receipt of complete Rebate Application. Rebates will not be paid for ineligible or incomplete Rebate Applications. Refer to the Terms and Conditions section at the end of the Rebate Application in Appendix A for more detailed information. The steps for participation are as follows: 1. Purchase and install a qualified product. To find out what products and services qualify, visit or obtain a program application from your equipment dealer. 2. Complete all the information requested on the Rebate Application. 3. Review and sign the Acceptance of Terms. 4. Include sales receipt or invoice that includes all of the following information: Retailer/Contractor name, address and phone number Itemized listing of quantity, size, description, manufacturer, model number and other identifying information as appropriate Purchase date and cost Product installation date Efficiency requirements documentation 5. 4 Section 2 PROGRAM OVERVIEW The Home$ave program is a prescriptive rebate program 1 that will offer rebates for qualifying measures upon successful purchase and installation. Qualifying measures include those that target electric energy savings for new and existing homes. Rebates will be paid directly to participating customers. The program requires customers to submit a Rebate Application along with the required documentation after the purchase of qualifying measures or after performing a tune-up service. All completed Rebate Applications will be subject to review, phone inspection and/or on-site inspection. Upon successful review, customers will receive cash rebates in the form of checks mailed directly to the address associated with the customer account number Intentionally left blank A program that has pre-defined rebates for the energy efficiency measures in its portfolio. 5 Section 3 PROGRAM MEASURES 3.1 Qualifying Customers All customers in Danville s service territory that receive electricity from Danville Utilities on the residential RS Schedule 10 electric service rate schedule 2 are eligible to participate in the Home$ave Program. 3.2 Measure Eligibility & Rebates Table 3-1 lists the energy-efficiency measures, eligibility requirements and rebate levels offered under the Home$ave Program s portfolio. 3.3 Rebate Limitations Air Conditioning and Heat Pump Tune-Ups must be performed by a qualified contractor in order to qualify for rebates. Dwelling unit must be located in Danville s service territory and receive electricity from Danville Utilities on the residential RS Schedule 10 electric service rate schedule (i.e. meter set or account activated) at the time of the rebate payment. Each rebate will be mailed to the mailing address and in the name of the Danville Utilities customer account unless a third party rebate authorization is submitted with the Rebate Application. Rebate Applications must be received within 90 days of purchase of qualifying equipment or from the date of tune-up service, to qualify for rebates. Serial number, itemized receipt, model number, a fully completed application and a fully completed tune-up form (for tune-up rebates) are required to qualify for rebates. 2 This information may be obtained from the customer s utility bill Version Danville Utilities - Home$ave Program Manual 3

8 Section 3 Program Measures 3.4 Measures, Eligibility Requirements and Rebate Amounts Tier 1 High-Efficiency Central Air Conditioner Measure Description: Rebates are available for qualifying central air conditioners, split systems or single package equipment (including gas/electric package units). Applicability: Retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Units must have a cooling capacity of 18,000 BTU/h. Tier 1 High- Efficiency Central Split System Air Conditioners must meet or exceed 15 SEER (Seasonal Energy Efficiency Ratio) 3 and 12 EER (Energy Efficiency Ratio) and Tier 1 High Efficiency Single Package equipment (including gas/electric package units) must meet or exceed 15 SEER 3 and 11 EER as determined by Air Conditioning, Heating, and Refrigeration Institute (AHRI) Standard 210/240 (formerly ARI Standard 210/240). Equipment must be a newly purchased and installed air-source split or packaged unitary air conditioner. Split system equipment must include a new matched condensing unit and a new evaporator coil. To be eligible for a rebate, the installation must be a properly matched, complete system recognized by AHRI and have an official AHRI rating. Systems that do not have an AHRI rating will not qualify for the rebate since the efficiency cannot be verified by a standardized method. Both split systems and package systems are eligible. Room Air Conditioners and Central Air Conditioners that use a third party (or independent) coil, three-phase equipment, and products rated above 65,000 Btu/hr are not eligible for rebates. The rebate for Tier 1 High-Efficiency Central Air Conditioners is $145 per unit. Tier 2 High- Efficiency Central Air Conditioners must meet or exceed 16 SEER and 12 EER as determined by AHRI Standard 210/240 (formerly ARI Standard 210/240). Equipment must be a newly purchased and installed air-source split or packaged unitary air conditioner. Split system equipment must include a new matched condensing unit and a new evaporator coil. Rebates are available for the purchase of High-Efficiency Air- Source Heat Pumps. Applicability: Retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Units must have a cooling capacity of 18,000 BTU/h. Qualifying split system equipment must meet or exceed 8.3 HSPF 4, 15 SEER 4, and 12 EER. Qualifying single package equipment (including gas/electric package units) must exceed 8.1 HSPF 4, 15 SEER 4 and 11 EER. Equipment must be purchased as a new unit. To be eligible for a rebate, the installation must be a properly matched, complete system recognized by AHRI and have an official AHRI rating. To be eligible for a rebate, the installation must be a properly matched, complete system recognized by AHRI and have an official AHRI rating. Systems that do not have an AHRI rating will not qualify for the rebate since the efficiency cannot be verified by a standardized method. Both split systems and package systems are eligible. The rebate for High- Efficiency Air-Source Heat Pumps is $500 per unit. Rebates are available for the purchase of High-Efficiency Mini-Split Heat Pumps. Applicability: Retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Qualifying split system equipment must meet or exceed 8.5 HSPF and 15 SEER. Equipment must be purchased as a new unit. To be eligible for a rebate, the installation must be a complete system recognized by AHRI and have an official AHRI rating. Systems that do not have an AHRI rating will not qualify for the rebate since the efficiency cannot be verified by a standardized method. The rebate for Tier 1 High-Efficiency Mini-Split Heat Pumps is $50 per half ton. Applicability: Retrofit installations which replace a central air conditioner with strip heating are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Qualifying split system equipment must meet or exceed 15 SEER, 12 EER, and 80% AFUE. Qualifying single packaged equipment must meet or exceed 15 SEER, 11 EER, and 80% AFUE. Equipment must be purchased as a new unit. To be eligible for a rebate, the installation must be a complete system recognized by AHRI and have an official AHRI rating. Systems that do not have an AHRI rating will not qualify for the rebate since the efficiency cannot be verified by a standardized method. The rebate for Tier 1 High-Efficiency Central Air Conditioner with Natural Gas Furnace is $1,250 per unit. Equipment Eligibility & Rebate Level: Smart programmable thermostats must be WiFi enabled and either occupancy sensing or self-programmable. Only two thermostats per single family home qualify for rebate. The rebate for Smart Programmable Thermostats is $75 per thermostat. There is a list of preapproved Single Family Smart Programmable Thermostats on the Danville Home$ave website, or please contact Danville Utilities to ensure the unit purchased is eligible. Post-installation picture of the thermostat Invoice/receipt with a cost greater than or equal to $ HVAC Tune-Up Measure Description: HVAC tune-ups maintain the efficiency of cooling equipment, allowing the unit to use less electricity while keeping your home comfortable. Applicability: Rebates are available on existing residential central air conditioners and heat pump systems only. Equipment Eligibility & Rebate Level: HVAC tune-ups must be completed by a qualified contractor. The tune-up contractor must complete a program tune-up worksheet. 14 Section 3 Program Measures within 90 days of completed service. The rebate for HVAC Tune-Ups is $55. Furnaces do not qualify for a tune-up rebate. Dated and detailed sales receipt or invoice and program tune-up worksheet as shown in Appendix B ENERGY STAR Windows Measure Description: Installing ENERGY STAR windows can help improve home energy savings through cutting down heating and cooling losses. Applicability: Retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: ENERGY STAR windows with U-factors less than or equal to 0.30 and SHGC less than or equal to 0.40 are eligible for a rebate of $1 per square foot. Specification sheet indicating the U-factor and SHGC for the installed windows Attic Insulation Measure Description: Increasing the insulation in your attic provides a stronger barrier between the inside of your home and the elements outside. When air flows through insulation, the effectiveness of the insulation is greatly reduced. For this reason, we strongly recommend that air sealing is performed prior to installation of insulation in a home. Applicability: Only retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Must be installed in a qualifying space, which separates conditioned from unconditioned space. A rebate of $0.10 per square foot (surface area) of insulation installed is offered for the addition of a minimum R-18 insulation to achieve a final insulation value of R- 38 or greater. Insulation is not eligible for rebate on new construction or home addition projects. 15 Section 3 Program Measures Wall Insulation Measure Description: The Wall Insulation measure here refers to insulating the cavities between internal and external wall faces, and is one of the most effective ways to save energy through insulation. When air flows around and through insulation, the effectiveness of the insulation is greatly reduced. For this reason, we strongly recommend that air sealing is performed prior to installation of insulation in a home. Applicability: Only retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Must be installed in a qualifying space, which separates conditioned from unconditioned space. Installing a minimum of R-13 insulation creating a minimum final insulation value of R-13 or greater will result in a rebate of $0.45 per square foot. Insulation is not eligible for rebate on new construction or home addition projects. There can be no existing insulation prior to installation. Dated and detailed sales receipt or invoice, indicating the R-value added, and the final total installed R-value of the wall insulation Floor Insulation Measure Description: Floor insulation deals with the areas of the house covered by flooring including the floors between the stories of a home. The primary purpose of floor insulation is to reduce thermal conduction through a home s floors, which in turn will reduce the heating/cooling energy costs. When air flows through insulation, the effectiveness of the insulation is greatly reduced. For this reason, we strongly recommend that air sealing is performed prior to installation of insulation in a home. Applicability: Only retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Must be installed in a qualifying space, which separates conditioned from unconditioned space. For the installation, adding a minimum of R-19 insulation creating a minimum final insulation value of R-19 or greater will result in a rebate of $0.15 per square foot. Insulation is not eligible for rebate on new construction or home addition projects. There can be no existing insulation prior to installation. 16 Section 3 Program Measures Dated and detailed sales receipt or invoice, indicating the R-value added, and the final total installed R-value of the floor insulation Crawl Space Insulation Measure Description: Crawl spaces are areas underneath a home and most are open to the elements and not sealed by the foundation. If the crawlspace is a conditioned area or the insulation is sprayed foam, increasing the insulation in the crawl space of a home ensures a strong barrier to prevent infiltration and energy loss through the crawl space, and additionally will protect pipes or wires being run through the space. When air flows through insulation, the effectiveness of the insulation is greatly reduced. For this reason, we strongly recommend that air sealing and rim joist sealing is performed prior to installation of insulation in a home. Applicability: Only retrofit installations are eligible for rebate via a post-purchase application process. Equipment Eligibility & Rebate Level: Must be installed in a qualifying space, which separates conditioned from unconditioned space. Adding a minimum of R-19 insulation creating a minimum final insulation value of R-19 or greater will result in a rebate of $0.15 per square foot. Insulation is not eligible for rebate on new construction or home addition projects. There can be no existing insulation prior to installation. 18 Rebate Application Application Instructions Before you begin: Ensure your eligibility Refer to Eligibility Rules on Page 4, and fully read the program manual for measure requirements. Review all Terms and Conditions Refer to Terms and Conditions on Page 4. Purchase a qualifying product or service Refer to Step 2 for qualifying products and services. Important: Incomplete applications will not be processed and will be returned for correction to the submitting party. Read carefully and comply with all the Terms and Conditions. Complete all parts of the application that are applicable. Note the following required information which is often overlooked: Customer information including Danville Utilities account number and customer numbers (Danville Utilities account number and customer number are displayed on customer bills together, separated by a hyphen), name and service address as shown on Danville Utilities bills. 1 1 Keep in mind: Review the Rebate Application Review your Rebate application form and confirm your eligibility with your retailer. They can help you find qualifying products or services, required documentation and help you complete your application. Application assistance Call for answers to any questions you have about your application or rebate. 90-day submission deadline Completed form and itemized receipt must be received within 90 days of purchase or tune-up service to meet eligibility criteria. Purchase or tune-up service must occur on or after July 1, Fill everything out in four easy steps! All form fields are required unless noted as optional. Serial number, itemized receipt and model number are required to process your application. Incomplete applications and applications not including required documentation will result in denied or delayed rebates. I understand that Danville Utilities reserves the right to revise rebate levels and/or qualifying efficiency levels at any time.
