2 SCOPE This specification covers the requirements for the production of traffic signal heads and associated components and accessories REFERENCES This specification refers to the following standards, specifications and publications: Ontario Provincial Standard Specifications, Material: OPSS 2460 Traffic Signal Arms, Bracket, Hangers, Fittings and Hardware Canadian Standards Association: CSA C22.2 #0.4-M Bonding and Grounding of Electrical Equipment (Protective Grounding) CSA C22.2 #43-M Lampholders CSA C22.2 # Equipment Wires CSA HA Series-M Aluminum and Aluminum Alloys CSA CAN3-S157-M83 - Strength Design in Aluminum Canadian General Standards Board: CGSB #1 - GP-12c Standard Paint Colour Others: Federal Specification Colour Yellow 595a ITE Publication No. ST-008B Vehicle Traffic Control Signal Heads DEFINITIONS The definitions included in ITE No. ST-008B shall apply to this specification SUBMISSION AND DESIGN REQUIREMENTS For the purposes of design, the signal heads shall be assumed to be supported from the top entry boss using a traffic signal hanger assembly conforming to OPSS 2460 or rigidly supported at both the top and bottom boss by standard 38 mm IPS pipe and fittings. Structural design of aluminum shall conform to CSA CAN3-S MATERIALS General Signal heads, components and accessories shall conform to ITE No. ST-008B except as otherwise described herein. Page 2 Rev. 3 Signal Head Housing The signal head housing shall be a die-cast aluminum or a moulded polycarbonate body and hinged door assembly, with door-to-body and lens to door gaskets to provide a water and dust tight enclosure. The bottom opening of the signal head housing shall be provided with a removable sealing device. Aluminum alloy shall conform to CSA HA series, strength requirement as determined by design requirements. The polycarbonate signal head shall be moulded, ultraviolet and heat stabilized, flame retardant resin, and shall be yellow conforming to Federal Specification Colour Yellow 595a Visors Each lens shall be provided with a removable visor of the cowl (cap), tunnel, full-circle or louvre type as indicated in the contract Lampholders Lampholders shall conform to CSA C22.2 #43, complete with a lamp grip and provisions for 360 rotation and lateral locking at the focal point of the reflector Wiring Wiring shall be #18 AWG stranded copper type TEW and shall conform to CSA C22.2 # Terminal Block A terminal block of the insulated barrier type with screw terminals suitable for connection of #14 AWG copper wire shall be provided Ground Terminal A ground-lug shall be provided in metal signal heads and polycarbonate heads with metal components which shall be readily accessible for an external ground wire #14 AWG Backboards Backboards shall be fabricated from aluminum sheet 1.00 mm thick and shall project a minimum 125 mm width beyond the signal head housing Reflectors Reflectors shall be polycarbonate, or Alzak Aluminum and the reflective surface shall conform to ITE No. ST-008B Lenses Lenses shall be convex prismatic of the polycarbonate type conforming to chromaticity characteristics within ITE ST-008B and with the size, type, colour and orientation indicated in the contract Paint Paint shall be synthetic resin enamel, standard colour No (yellow) conforming to CGSB #1-GP- 12c. 4 PRODUCTION General Sectional signal heads consisting of one to six sections shall be supplied as indicated in the contract. Where multiple sections are indicated, lenses shall be arranged in the following order commencing from the top to the bottom: 1. Red; 2. Amber; 3. Green; 4. Straight Through Green Arrow; 5. Left Turn Green Arrow; 6. Right Turn Green Arrow. Where any of the foregoing indications are no required, the order of arrangement shall be maintained by omitting those sections which are not required. Pedestrian signal heads shall consist of two housing sections suitable for 300 mm square lenses. The upper lens shall be a Portland Orange 'hand' and the lower lens shall be a Lunar White 'walking man'. Standard square visors shall be provided. Each section shall be comprised of a signal head housing, lampholders, wiring, reflector and a lens and visor of the type indicated in the contract. Each complete assembly shall include a terminal block, ground terminal and a backboard where indicated in the contract Wiring Wiring leads shall be securely connected to lampholders. Wiring leads shall be installed on the terminal block using fork tongue compression connectors. Loops of wire of 150 mm length shall be left in each section and at the terminal block Terminal Block The terminal block shall be mounted so as to be readily accessible for the external wiring Bonding and Grounding Metallic components shall be bonded together and grounded to the ground terminal conforming to CSA C22.2 # Assembly All components shall be factory assembled using mechanical devices conforming to the strength requirements of ITE No. ST-008B Painting All externally visible portions or components of the metal signal heads with the exception of lenses and the underside of visors shall be painted yellow. The underside of the visors of the metal signal heads and the visors of the polycarbonate signal heads shall be painted matt black. Page 4 Rev. Date: 12/1988 OPSS 2461

5 Marking Each signal head shall have identification marking showing the manufacturer's name or trade mark, the number 2461 to designate the Authority's specification, manufacturer's catalogue number and date of manufacture. This marking shall be on a corrosion-resistant metal plate securely attached to the rear exterior surface of the signal head Packaging Each signal head shall be packaged securely in cardboard cartons. Backboards or separately ordered components may be packaged separately AUTHORITY PURCHASE OF MATERIAL BY PURCHASE ORDER Submissions Where the Authority is purchasing material by purchase order, the Supplier shall submit four copies of shop drawings to the Authority for review. Shop drawings shall include all detailed dimensions and a complete list of component materials and accessories. Shop drawings submitted for review will be stamped with "permission to construct" by the Authority if found to be acceptable, or will be marked with corrections if found to be non-acceptable. Production of material shall not commence until the shop drawings are marked "permission to construct". If the Supplier has previously submitted shop drawings and received "permission to construct" from the Authority, only reference to the original submission is required Technical Information to be Supplied to the Bidder The following technical information shall be supplied to the bidder in the purchase order 1. Type of signal head; 2. Number and size of sections; 3. Number, size, colour and type of lenses 4. Number and type of visors; 5. Backboard (if required); 6. Components and accessories (if required) Technical Information to be Provided in Quotations Each bidder shall submit, with the quotation four copies of approved shop drawings or reference thereto, and four copies of catalogue information applicable to the tendered items Inspection All material and workmanship is subject to an inspection by the Authority's representative prior to shipment. The Supplier shall notify the Authority of the date that the fabrication of the equipment will commence. The Authority's representative shall have free access to the place of manufacture, while work is being performed, for the purpose of inspecting and examining plant records and certificates, material used, process of manufacturing and to make any tests considered necessary to ensure compliance with this specification. 6 Shipment All equipment shall be shipped f.o.b. to the site indicated in the purchase order. The Supplier shall advise the Authority three days in advance of his intent to deliver. Delivery shall take place during the normal business hours at the site Measurement for Payment Measurement will be made for each signal head complete with all components and accessories and complete with backboard where required. Measurement will be made for each component or accessory where such constitute a separate tender item Basis of Payment Payment at the quotation price shall be full compensation for all labour, equipment and materials required to do the work including manufacture, testing, certification, packaging and shipment and delivery at the time and at the place shown in the purchase order.
