2 HARVEST SPECIFICATIONS Cutting and Felling (Continued): Timber Appraisal Report - Harvest Specifications (Continued) - Reserve white spruce, elm, birch, pine, cedar, 1 large aspen, 1 large maple per acre and reserve balsam less than 3 sticks wherever possible. Clumps of regen of the above species should be reserved as possible where they exist. Reserves should amount to about 5% of stand. - Reserve all non-hazardous snags. - Damaged reserve trees will be charged according to the liquidated damages schedule. Damage is defined as 10% of stem circumference and greater than 30% of live crown. - Stump height must not exceed 12" or as low as practical. - It is recommended that the feller operator get 1-2 weeks ahead or more on felling in lowland black spruce, tamarack and ash areas to aid in further freezing down the site. Season of Operations: - Conduct sale operations on frozen soil conditions only, except with written permission from State. - Operate during non-rutting soil conditions. Refer to DNR rutting guidelines. Slash Disposal: - Keep roads and snowmobile trails free of logging residue. - Lop and scatter slash evenly over the harvest site to within 3 feet of the ground. - Biomass harvest is allowed on this permit. An Added Timber Agreement is required. - If biomass is purchased with an Added Timber Agreement, 20% of the tops and limbs must be left on the site or hauled back from the landing and redistributed in the general harvest area. This percentage may be adjusted up or down to meet the 1/3 retention goal if incidental breakage is more or less than 10-15%., Soil and Water Protection: - If site damage becomes apparent, alter or cease operations and contact State. - No operations within reserve areas or outside of the permit boundary with out permission from the TSA. - Road and landing work may be done during non-frozen conditions with prior approval. Landings Roads and Trails: - The location and construction of all roads, trails & landings must be pre-approved by the State. - Haul roads must be regularly maintained in a safe and usable condition. - Road right of way crossing approval from county may be required. - Stabilize roads, skid trails, borrow pits and landings as directed by the State as sale operations proceed and upon completion of operations. - No equipment travel is permitted outside of timber sale area except on approved access trails. - The Recreation trail may be used as access. DNR Forestry must be notified at least 5 working days before any sale operations take place, including clearing or access road construction. Ensure "Trucks Hauling" signs are prominently posted and maintained 200 feet beyond either side of any segment of any road or trail being temporarily used or crossed in conjunction with timber harvest operations. No logging equipment, wood piles, slash or logging debris will remain on the trail treadway and/or trail right-of-way during or after permit operations. Trail must be maintained wide enough to allow truck and ATV/snowmobile traffic to safely pass. The permittee must repair any trail damage attributable to timber harvest operations before the sale is finalized. Maintain at least 4" snow depth on all trail surfaces during sale activities while operating from Dec.1- March Incorporate water diversion practices when constructing or upgrading roads, skid trails, and landings as directed by State. - Improved or constructed access roads shall not have a finished roadbed width greater than 14 feet and a clearing width of 24 feet, except with written permission from the State. Pullouts may be constructed every quarter mile as needed. Sale Conditions: - Access is across State land. - The whole sale may be accessed through state land, however better access may be obtained through private land with permission. Sale is located 4 miles North of Alborn where Stoneybrook Rd leads into the West part of Birch Rd. Harvest area has been minorly impacted by wind event in 2017, with a loss of less than 5% of volume. Lost volume was not appraised and this is not treated as a salvage permit. But damaged wood may be utilized. Prices have been reduced 5% as the permittee will have to work around a minor amount of blowdown to harvest the mature standing timber.
