1 SAWYER COUNTY TIMBER FOR SALE The Sawyer County Forestry Committee will accept sealed bids for the enclosed tracts of county timber. All bids are to be delivered to the office of the Sawyer County Forestry Department, Sawyer County Courthouse, Main Street, Suite 100, Hayward, WI on or before 10:00 A.M. on April 7 th, Bids will be opened at 10:00 A.M. on Friday, April 7th, 2017 in the Assembly room of the Sawyer County Court House. Bids will be compiled and presented to the Sawyer County Forestry Committee for approval on April 12, ) BIDDING Sealed bids are to be marked with the tract number on the envelope. Bids must be placed separately for each tract. Be sure your sealed bid is signed with your name, complete address and phone number. Bid forms must be filled out in their entirety. Bids must be made per cord or per thousand board fee as indicated on the sale prospectus Bids must be accompanied by a 10% bid deposit which may be a security bond, irrevocable letter of credit, certified check, cashiers check, check or cash payable to the Sawyer County Treasurer. The Sawyer County Land, Water & Forest Management Committee reserves the right to accept or reject any or all bids. 2) PERFORMANCE DEPOSITS The 10% bid deposit of successful bidders will be applied to their performance bond. The 10% bid deposit of unsuccessful bidders will be returned to the bidder. The performance deposit may be replaced with an irrevocable letter of credit. Letters of credit must be received within ten (10) working days of the bid opening or the 10% check or cash will be applied to the performance deposit. 3) CONTRACTS AND EXTENSIONS Contracts must be signed and returned to the Forest Administrator within thirty (30) days of the bid letting. The 10% performance deposit may be held by the County if a contract is not signed within this time period. All contracts will be issued for a period of one year. All sales may be granted the first one-year extension with no increase in stumpage rates. For the second one-year extension, all stumpage rates will be increased by 10%. For the third one-year extension, all stumpage rates will increase by 15%. The contract period, including extensions, will not exceed four (4) years. 4) PAYMENTS Advance stumpage payments are required on all sales. Fifty percent (50%) of the estimated sale value is required for sales of $5000 or less; thirty-three percent (33%) for sales between $5000 and $20,000; twentyfive percent (25%) for sales between $20,001 and $50,000; sales of $50,000 and greater will required fifteen percent (15%). When the advance dollar percentage is near to being used up or the sale is reaching the next percentage of completion, a letter will be sent asking for the additional payment to be made. 5) STUMPAGE Pulpwood stumpage will be paid for on mill scale. The contractor is required to deposit a scale ticket in the lock box placed on the sale. These tickets are provided by the County and must be filled out in their entirety. The mill ticket will be returned to Sawyer County along with a copy of the mill's scale slip. The Contractor is responsible for having these mill tickets and scale slips returned to Sawyer County in a timely manner. Firewood shipped to private customers must be scaled by County representatives prior to being removed from the sale area. Sawlog stumpage payments will be based on County scale. All hardwood sawlogs 10 inches and larger on the small end and softwood 9 inches and larger on the small end designated on the prospectus and suitable for sawing will be scaled by County representatives prior to shipping. The Contractor must place a ticket in the lockbox for these loads. All sawlogs to be scaled will be decked with small ends toward the road and separated by log length. Decks will not exceed six feet in height and will be accessible for inspection on both sides of the deck. Hand peeled or sap peeled wood will be converted by adding 12.5%. Machine peeled wood will be converted by adding 25%. Pulpwood sold by weight will be converted at the following rates: Red pine = 4500#/cord White pine = 4200#/cord Aspen = 4600#/cord Spruce = 4000#/cord White birch = 4800#/cord OVER Mixed hardwood = 4880#/cord Basswood = 3850#/cord Balsam = 4250#/cord Red oak = 5500#/cord
2 Whole tree harvest bids will be adjusted by adding 25% to each species to be whole tree harvested. Removed cord volumes will be determined by using the same weight conversion as typical roundwood. When whole tree harvest bids are approved, if, for any reason, the contract is not whole tree harvested, the Contractor will pay 25% more than the bid value per species as anticipated for the whole tree harvest. Wisconsin Forestland Woody Biomass Harvesting Guidelines will be followed on whole tree harvest sites. 6) WISCONSIN SFI TRAINING STANDARD CERTIFICATES WILL BE REQUIRED FOR ALL TIMBER SALE CONTRACTS SIGNED AS OF NOVEMBER 2, At a minimum, the Contract Holder and one in-woods person actively responsible for each logging site must be a Qualified Professional. In some cases, the Contract Holder may also be the in-woods person. 7) Workmen's Compensation certificates will be required. Effective November 2008, the Purchaser agrees to provide the Seller with a valid certificate of worker s compensation insurance ($500,000 minimum) listing Sawyer County Forest as a certificate holder and covering all employees of the Purchaser. Purchaser shall indemnify and hold Seller harmless for any worker s compensation costs related to timber producers on the premises. It is also understood that there is no employee-employer relationship between the Seller and Purchaser, and any subcontractor of the Purchaser. 8) Successful bidders will be required to obtain necessary permits for access roads off township, county or state highways. 9) OSHA COMPLIANCE, DANGER TREES The Purchaser is responsible to comply with, and assure compliance by all employees or subcontractors with, all Occupational Safety and Health Act (OSHA) requirements for the health and safety of Purchaser's employees, including provisions for danger trees. In addition, the Purchaser agrees to notify, and obtain agreement from the Seller if the Purchaser intends to modify performance required under this Contract for the purpose of compliance with OSHA requirements.
