2 NATIONAL ELEPHANT CONSERVATION ACTION PLAN

3 Before NECAP: Master Plan for Elephant Conservation in Peninsular Malaysia, 1990, Management Plan for Elepahant in Peninsular Malaysia (2001) & ( revise), Strategic Action Plan for Human-Elephant Conflict in Peninsular Malaysia , NECAP has been developed in 2013 because of current developement & need to integrate with Central Forest Spine (CFS) Master Plan

6 habitat loss, forest fragmentation, decline in habitat quality, poaching, elephant kill by public (humanconflict) genetic and demograpic problems caused by small population size

7 3 main forest complex known as Managed Elephant Ranges (MERs): i. Belum - Temengor Forest Complex, ii. Taman Negara National Parks Forest Complex and iii. Endau- Rompin Forest Complex

12 WHY TIGER? - The apex of the food chain of our ecosystem an indication of wellness of the ecosystem - Malaysia s symbol of independence and royalty - Beauty and strength Malaysia s National Coat of Arms

13 MALAYAN TIGER TNP_TF02 recapture in 2015 (Sg. Tahan area) with cub, recently capture in 2012 at Gua Batu Besar. The age of the cub estimate about 1 year.

15 VISION A Malaysia in which tigers thrive in the Central Forest Spine in the 22 nd century and beyond. MAIN OBJECTIVE Up to 1000 wild tigers surviving on wild prey in the Central Forest Spine by the year 2020.

16 OBJECTIVES NTCAP recommends a total of 80 actions to be undertaken under 4 major objectives: Habitat Protection: Secure the CFS with strictly protected priority areas in landscapes connected with corridors Species Protection: Provide effective and long term protection of tigers and their prey Human Tiger Conflicts: Promote and practice ecologically sound land use, compatible with tiger conservation outside the priority areas Research: Apply science in monitoring the efficiency of conservation actions and improving the knowledge of tiger ecology

18 OTHER POLICY: CENTRAL FOREST SPINE(CFS) MASTER PLAN In line with CFS Master Plan in creating a contiguous forest network linked through ecological corridors

20 IMPLEMENTATION AND MONITORING The importance of accountability and transparency in conservation actions is implicit in this Plan, with an in-built evaluation and learning mechanism for a continued process of implementation. MYCAT - A joint programme for integrated tiger conservation in Malaysia, provides a platform for communication and collaboration for implementation of the National Tiger Conservation Action Plan (NTCAP).

21 IMPLEMENTATION AND MONITORING The MYCAT Secretariat s Office, will act as Secretariat to the Division of Conservation and Environmental Management of the NRE to monitor the progress of the implementation of the Plan. The Secretariat will compile and submit bi-annual reports to NRE, which will then chair a central stakeholder meeting where necessary decisions and modifications to the Plan will be made.

22 CONCLUSION As a guide to policy makers and stakeholders in order to create co-exist between human-elephant/tiger on the same landscape, Challenges of elephant/tiger survival is complex and requires involvement of all stakeholders, NECAP/NTCAP implementation will ensure the survival of elephants and tigers in the future in Peninsular Malaysia in line with the Malaysia commitment at the international level
