Assistant, Project Finance Officer and Consultants supporting EP PA L project Based in Mondulkiri Province with extensive travel to WWF and PA Headquarters in PPWS, MPF and other parts of the project landscape Background The Cambodia EPL is the top priority landscape within the Lower Mekong Dry Forests Ecoregion identified by national and international scientific assessments. It is one of the largest intact landscapes in Cambodia and contains several protected areas. The EPL is a global conservation priority for several significant threatened species; such as tiger, Asian elephant and wild water buffalo. It is also the largest extent of naturally functioning deciduous forest habitat mosaic in SE Asia. The EPL is facing significant development pressures from forestland conversion, mining, infrastructure development and through wildlife trade. WWF s current focus in the EPL is to support protected area management and biodiversity conservation, community engagement in natural resource management and land use planning and initiation of alternative livelihoods through ecotourism. I. Major Function The EP Landscape Project Manager will play the lead role in the planning, coordination, and management of the WWF effort to conserve Cambodia's Eastern Plains Landscape. The position is responsible for all aspects of this work, including the planning, management, financial, and administrative aspects of the EP landscape. In fulfilling this function, the person will work as part of a team and in close consultation with WWF Country Director, WWF Programme Manager, Dry Forests Ecoregion Coordinator, regional coordinators, and other WWF staff. He/she also will work with government agencies at the central, provincial, district, and commune levels, as well as NGO partners, communities and other stakeholders. The position is field-based and works out of Sen Monorom (the provincial capital) with extensive travel back and forth between the two protected areas (Phnom Prich WS and Mondulkiri Protected Forest) and office based in Sen Monorom, and Phnom Penh. Approximately 5-7 days per month, as needed, to be spent in meetings, networking, administration, financial reporting and requests in Phnom Penh. 1

Major Duties and Accountabilities: Responsible for the overall management and execution of the following major WWF EPL functions: Protected Area Management Provincial Wildlife Law Enforcement Community Extension Biodiversity Research and Monitoring Ecotourism Development Finance and Administration This role encompasses the full range of managerial duties for the above functional areas. This would include; planning, implementing, monitoring, reporting on activities and managing staff and other resources effectively to produce outcomes on target and within budgets. Specific duties of these functional areas are in Attachment A to this TOR Outputs/Deliverables: Normal managerial deliverables associated with the responsibility for the above functions: including but not limited to: Regular monthly, quarterly, six monthly and annual technical reports report against the approved work plan and budget plan; Technical reports as stipulated in donor contracts Annual PA monitoring report III. Supervisory Responsibilities: Responsible for the selection, training, development, appraisal and remuneration of over 100 staff including the following direct subordinates: i. PA Senior Officers, ii. Provincial Law Enforcement Senior Officer, iii. Biodiversity Monitoring Technical Advisor, iv. Ecotourism Team Leader, v. Community Extension Team Leader, vi. Project Accountant, vii. Project Admin. Assistant, viii. Project Finance Officer and Consultants supporting EP PA L project IV. Working Relationships: 1. Internal: The position reports directly to WWF Cambodia Programme Manager. He/she also will work closely with other WWF staff including DF Coordinator and regional team to ensure the Eastern Plains Landscape Project achieved its set goal and targets as well as aligned with targets and milestones of Dry Forest Ecoregion. 2

3 2. External: All relevant stakeholders at the community, commune, district, and provincial level of Mondulkiri and other provinces in the landscape. He/she will communicate in ad-hoc basis (when requested) with donors, central government partners, and NGOs. V. Minimum Qualifications and Requirements: 3. Education: a. A university degree at Masters level or equivalent in conservation, natural resource management, or bioregional planning; 4. Knowledge: At least ten years working knowledge of protected area management, tourism and community extension work in African context is essential; SE Asian experience an advantage Fluency in written and spoken English and native language; Proficiency in MS Office. 5. Experience: a. At least ten years practical experience in managing programmes or projects in conservation, natural resource management, or bioregional planning; b. Significant supervisory experience, with good interpersonal, communication and diplomatic skills with the ability to manage and interact at all levels of an international, multicultural and multilingual organization; c. Successful proposal development and some fund-raising experience also desirable d. Experience of working and negotiating with Government officials and/or donors at all levels. 6. Competencies: 1. Protected Area Management (40%) Supervise PA Senior Officers who are based in MPF and PPWS to ensure the implementation of the approved Cooperation Agreements between WWF and key government agencies, and the approved work plans and budget plans; Supervise and train the PA Senior Officers on field data analyzing, reporting, and using the field data, when needed Develop and revise the PA Annual Operational Management Plans in line with the draft 5 Year Management Plans of MPF and PPWS; Supervise and train PA Senior Officers to design, develop, and implement patrolling routes/system for MPF, PPWS, and its corridors; Advise PA Senior Officers to design and implement law enforcement to stop land encroachment, new settlement, wildlife trade, and other economic development activities in the protected areas and its wildlife corridors; Supervise specific hired consultants to design basic training programmes (informal and formal) in data collection (use of GPS, maps, and binoculars, and recording data onto patrol forms), guiding and tracking, radio communication, law enforcement, fauna/fauna identification, and data analysis and reporting, and PA management; Assist and train PA Senior Officers to develop, manage, and maintain logistical and infrastructure development for the MPF and PPWS; Assist PA Senior Officers to develop networks and partnerships on biodiversity conservation with relevant government agencies, NGO partners, provincial and communal authorities, and local communities; Work with PA Senior Officers and other programme staff to initiate the development of key policies and legislation regarding the effective management of the MPF, PPWS and its wildlife corridors; Supervise the Biological Monitoring Advisor to ensure technical support and capacity 4

5 building are provided to PA authorities and rangers in biological and wildlife survey/research and monitoring; B. Provincial Wildlife Law Enforcement (15%) Advise and train the PWLE Senior Officer and team to design and implement the provincial wildlife law enforcement; Ensure the design and implementation of a capacity building plan to PWLE Senior Officer, provincial enforcement team, and relevant departments including judiciary department, in law enforcement techniques, biodiversity and wildlife conservation, and law dissemination and education. Advise the PWLE Senior Officer on the establishment of effective wildlife intelligence network at the community level. Ensure the implementation of the approved work plan and budget plan of PWLE team. C. Community Extension (10%) Ensure the implementation of approved workplan and budget plan for the landscape community extension team; Provide technical support to Community Extension Team (CET) leader to ensure all CET activities are oriented toward conservation outcomes; Support the CET team leader to develop policies and legislation to support community in and around MPF and PPWS projects; D. Biodiversity Research and Monitoring (10%) Supervise the BRM Advisor in the design and implemention of a biological monitoring system for priority species, including but not limited to tigers, tiger prey, elephants in the Eastern Plains landscape; Supervise BRM Advisor to ensure development and delivery of capacity building plan for WWF national staff and rangers on principles and methods of conservation science; Ensure the implementation of the approved work plan and budget plan of BRM; Ensure BRM Advisor communicates the biological monitoring system and monitoring results among conservation partners and other key stakeholders in the landscape, nationally, and internationally; Support the BRM Advisor in publication of the results of monitoring articles in peer reviewed journals, and technical reports. E. Ecotourism Development (10%) Ensure the Ecotourism Team Leader has the necessary support in designing the tourism infrastructure and tourism management system; Assist the team leader to develop and implement a sustainable finance mechanism and cost and benefit sharing guidelines; Ensure that the ETL develops ecotourism zonation in MPF and PPWS; Supervise the ETL in establishment of the Wildlife Ecotourism Management Board and ensure the operation of this board; Ensure that the ETL develops and enforces all aspects of procedures, policies and regulations for tourism operation; Ensure that the ETL designs, implements and monitors all aspects of training needs for ecotourism staff; F. Finance and Administration (15%) Assist, mentor, and supervise the Landscape's Finance Assistant and Administration Assistant in the following: Supervise the F&A unit in their support to field based teams comprising of community field rangers, police and national and provincial FA officials; 5

6 Advise to F&A unit to manage and maintain all field and office equipment including vehicles, boats, headquarters and ranger stations, computers, survey and research equipment, and cameras; Lead the input to programme communications and coordination related to the Eastern Plains Protected Areas Landscape, covering the above stated issues; Facilitate donors and VIPs visit to project sites. When requested by supervisor, lead input to proposal and programme development at team level. Where additional staff, consultants, interns, and volunteers are to be contracted, initiate the development of TORs, closely consult with WWF Programme Manager to finalize the TORs and recruitment process, and work with WWF Finance and Admin Manager to finalize the contract agreement; Concerning internships and volunteers, develop applicable terms of references, provide on-going mentoring on specific tasks and in general ensure that abovementioned are able to learn through exposure to the MPFP, PPWS and its staff; Ensure any research projects and students initiated in MPF and PPWS should be aligned to both WWF Cambodia and government goals and therefore the terms of reference should ensure that students work needs to be aligned to meeting abovementioned goals. Ensure the F&A unit support is provided by WWF Office in Phnom Penh Attend quarterly WWF programme meeting in Phnom Penh and present the progress report on the Eastern Plains landscape. 6
