Threats to TDNP 1. Forest fire 2. Land encroachment for agriculture and forestry activities 3. Poverty, low educational level, unemployment or underemployment, and traditional resource use practices of ethnic minorities and inhabitants in the NP and buffer zone 4. Hunting, trafficking and illegal use of forest products, wildlife species and exploiting non-timber resources (firewood, medical trees etc) 5. Impact of tourism and lack of collaboration between relevant sides in management and development of sustainable eco-tourism 6. Conflicts on land use approaches and land assignment in NP at level of governmental authorities as well as BZ communities Seite 14
Tam Dao National Park and Buffer Zone Project funded by GTZ Phase 1: 9/2003-9/2006 Phase 2: 10/2006-9/2009 Goal: Performance/ capacity of the Tam Dao National Park for conservation and management is improved, contributing to biodiversity conservation of TDNP, and improving environment and livelihood of BZ people Seite 15
Key Activities 1. Planning approaches and coordination: Introduce and further develop and disseminate of concepts and methodologies for sustainable resource use planning and integration of sustainability aspects (nature conservation, environmental protection, social balance, poverty, and gender) in SEDP and sectoral plans. Build the capacities of government agencies and local population for sustainable resource use planning, integrated planning for protected area management, and integration of sustainability aspects in SEDP and sectoral plans Seite 16
Key Activities 2. Livelihood Improvement Introduce innovative techniques for conservation of natural resources and increased efficiency in agriculture and animal husbandry. Capacity building for the dissemination of improved production methodologies and techniques, including economic analysis, and access to information on improved marketing and processing Seite 17
Key Activities 3. Nature Conservation & Environment Protection Developing a system for monitoring (a) the impact of conservation measures and (b) key environmental indicators related to TDNP Joint planning and coordinated implementation of joint workplans among stakeholders and TDNP are expected to deliver specific activities to mitigate 6 threats on forest protection and management of NP Seite 18
Achievements A methodology for resource use planning (RUP) is developed and tested and was successfully applied in all main BZ districts. RUPs provide an opportunity for stakeholders to integrate their views into the planning process, thus forming a good basis for implementation of agreed priority measures and mobilising joint efforts. RUP and AWP are linked to each other and show conservation-development linkages Seite 19
Achievements Multi-disciplinary District Working Groups (DWG) with participation of key agencies have been established and are operating for implementation of project activities in the TDNP buffer zone. All DWG use and monitor Annual Work Plans (AWP), based on village-level resource use plans (RUP) results and local needs, they meet regularly with communes and report to NP. The project initiated some innovative activities (medicinal plant gardens, agro forestry models, NTFP trials) which can serve as models for further development Seite 20
