2 Introduction Many projects were established for the Tunisian forests. Public and private During the previous decade, these investments marked a real growth of more than 35% in relation to the year Previous analyses of forest investments in Tunisia have been focused on efficient wood production and land grazing. The assessment of major environmental effects is needed in economic planning.
3 Research objectives Get a bibliographic review of the instrument background Get a monetary assessment of market and non market goods and services offered by the forests in Jendouba. Analyze the costs of provision of the different market and non market forest goods and services Set up of a system of payment of environmental services (biodiversity, sequestration of carbon, recreation..). The revolution and the property right

8 Methodology To be able to design a PES in the Tunisian forests, the fundamental step is to assess the economic analysis of these forests. Valuation scenario: In our survey, we are going to perform a Cost Benefit Analysis to evaluate the benefits obtain from afforesting treeless land uses with cork oaks and Quercus canariensis, the Algerian Oak for infinite rotations. We apply this analysis for the forest investments realized in the region of Jendouba the last 20 years from 1990 (the year of foundation the Park of Elfeyja)

11 Difficulties Non clear property rights and responsibilities for local communities and for Forest Administration. Too much restrictions for local populations Difficulty of identification and the quantification of the environmental profits and the shortage of data. The lack of given representative of the situation to the national and regional level. The lack of knowledge and capacity of application of the methodologies adapted to the economic valuation of the environmental profits and so the NWFP.
12 Conclusions (and recommendations) Formulate a concrete propositions concerning the revision of the tariffs of the products. TEV Develop new models of forest planning multiresources (including the non timber products and the non market services). Certification Tunisian forests after the revolution?
