2 Policy Formulation (Identifying objectives and priorities and proposing policies and strategies for implementation) 2-Existence of an officially adopted and broadly accepted Forest Policy Statement (State Consul approved Forestry Development Plan, and annual SFA planning Conference) 1-Nfp coordination mechanism established 1-Mechanisms for decentralized policy debate and feed back are in place (Forestry sector was decentralized since 1980 in lights of harvest quota control, land tenure, finance. ). 1-Existence of national and sub-national forest development action plans 0-Existence of a Financial Strategy for sustainable forestry development 0-Existence of subjectspecific strategies, e.g. to promote plantations, to combat illegal logging, to control forest fires, etc. 1-Evidence that inconsistencies in the forest related policy and legal framework have been addressed. 0-Harmonization of forest policy with other sector policies and development plans 0-Participation of the forest sector in other sectors strategic planning exercises 1-Thematic working groups for policy related discussions 1-Mechanisms for stakeholder consultation and are established and functional 2-The mechanism of the participatory process is well-known by all relevant stakeholder groups 1-Stakeholders are sufficiently organized to participate in the nfp process. 2-Evidence of of nongovernment stakeholders in the policy formulation process. 1-Stakeholder consultation/meetings or fora to discuss forest policy objectives and priorities 2-Evidence of stakeholder initiative to participate in the nfp process (SFA sponsored China Forestry Dialogue) 2-High percentage of stakeholders have access to relevant information 1-Stakeholders informed and engaged in the commitments of the country in UNFF and other international and regional forest related meetings. 2
3 Implementation (Implementing policies in accordance with the nfp principles) 3-Country in UNFF and other international or regional forest related meetings (China presented all UNFF meeting and related conferences.) 1-Recent review or reformulation of forest legislation 1-Capacity building of stakeholders to implement nfp related activities 1-Level of domestic funding for nfp related activities to promote SFM. 1-Donor coordination mechanisms under the leadership of a national institution are in place 1-Recent institutional reform and/or modernization of forest related institutions and services 1-Efforts to improve law compliance, governance and transparency in the sector 1-Participation in networks, regional and international initiatives to promote SFM 2-Evidence of contributions to the regional and international forest debate (China government calls to 1-Recognition of customary laws and traditional rights related to forestry 0-Assessment of contributions of the forest sector to the economy, taking into account the multiple benefits of forest products and services 1-Integration of forestry in national poverty reduction strategies and strategies for sustainable development 1-Joint meetings with other sectors to promote integrated natural resources management (e.g. degraded land rehabilitation / soil conservation / integrated watershed management) 1-Inter-ministerial or interinstitutional mechanisms to support nfp implementation are in place 3-Coordination with country units/focal points responsible for 2Clarification and definition of roles and responsibilities of forest administration and other stakeholders 0-Existence of mechanisms for dialogue and joint decision making among forestry sector stakeholders 1-Joint forest stakeholder activities 1-Capacity building of stakeholders in technical and managerial aspects. 0Training in conflict management provided to stakeholders 1-Gender equity issues addressed 1-Public awareness campaigns and information initiatives are being developed 2-Government supports active and institutionalization of nongovernment stakeholders in nfp implementation (Int.
