3 On December, 14, 1877 Prof. Alexander Batalin opened the first station of seed tests in St.-Petersburg As example of creation of that station was station of Prof. Fridrih Nobel in Taranda the organization of work of which he learned during his missions in Germany The seed control in Russia had started from that point and has more than 130 year-old history 3
4 Annually for crops in Russia required seeds approximately spring cereals 6 million tons winter cereals 4 million tons corn 80 thousand tons perennial grasses 40 thousand tons potato 8 million tons vegetable 15 thousand tons 4
5 Features of the market of seeds in Russia: Low marketability of the market High share of the farmer seeds Low share of the patented varieties and hybrids about 1/3 High share of the forged seeds High share of the seeds which are not corresponding to the minimum norms of standards on varietal-purity quality and sowing qualities to 20% Strong differentiation of quality of seeds in regions Big volumes of seed movement on the territory of the country 5

7 The policy in seed-growing is based on the «Civil code» and the «Federal seed law» The first regulates interaction connected with creation, protection and use of new varieties. The patented variety confirms the exclusive private right of patent holder for its use of any kind. The patent holder has the right for collection of royalty The second and the most important for the industry law regulates the production, harvesting, transportation, processing, storage, sales and other actions with seeds as well as certification of seeds and is the legislative basis of all these operations 7
8 The legislative basis gives possibility of certification of seeds in its modern form by the following scheme the seeds intended for trade turnover will be certified the seeds varieties of which are included in the National List of varieties in Russia will be certified the varieties which are included in the National List of varieties for cultivation and use in Russia must be tested on DUS the patented varieties will be certified with the consent of their owner qualities of certified seeds should correspond to the minimum norms of National Standards 8
