2 Background Tourism is a high-impact economic activity that has become a priority area for many countries, in particular developing and least developed countries (LDCs). It is increasingly recognized for its great potential to contribute to sustainable development, green growth and poverty reduction. Due to this, tourism will play an important role in the delivery of the Post-2015 Development Agenda, which will build the framework for the seventeen Sustainable Development Goals (SDGs), expected to be adopted by Heads of States and Governments at the 70th UN General Assembly. Multiple stakeholders including Member States, NGOs and civil society have combined their efforts in formulating and proposing the SDGs, which clearly illustrates the inclusive nature of this ambitious and transformative agenda. Tourism today is firmly positioned in the post-2015 development agenda and has been included as Targets within Goal 8 ( Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all ), Goal 12 ( Ensure sustainable consumption and production pattern ), and Goal 14 ( Conserve and sustainably use the oceans, seas and marine resources for sustainable development). Nevertheless, a lack of financing for tourism still hinders tourism to fully unfold its potential as a key instrument for development. The sector is still underrepresented in aid flows as only 0.09% of total ODA and 0.78% of total Aid for Trade (AfT) disbursements were directed to tourism in Given the above, it represents a unique opportunity to increase the support to the sector, which can help formulate clear and effective development policies on one hand, and mobilize private sector investment in tourism and tourism-related activities on the other. As an important and growing service sector with significant spill-overs into other economic segments, aid flows in tourism need to be scaled up in order to fully deploy its potential.

3 Objectives This Special Event will provide UNWTO Member States with the opportunity to acquire knowledge and better understanding of existing financing mechanisms for development in general and for tourism in particular. It should also touch upon the forthcoming availability of resources for supporting the Sustainable Development Goals (SDGs) as it was agreed upon at the Third International Conference on Financing for Development (FfD) and its outcome document, the Addis Ababa Action Agenda (AAAA), in which tourism is featured. Against this background, the Event will present the work of some selected development finance institutions and trust funds, such as the World Bank and the Enhanced Integrated Framework, as well as French, German and Japanese development cooperation agencies. In addition, ODA-receiving Member States will present their experiences in this context, which will help to illustrate the modus operandi to access funding for tourism, but also outline the availability of financing in the context of the post-2015 development agenda.
