2 1. OPENING OF THE MEETING 7:30 p.m. 2. ADOPTION OF AGENDA # MOVED BY COUNCILLOR CEDRIC BRIGGS SECONDED BY COUNCILLOR JACQUES DROLET & CARRIED UNANIMOUSLY; THAT the proposed agenda be adopted. 3. ADOPTION OF MINUTES 3.1. REGULAR MEETING HELD NOVEMBER 2 nd, 2015 # MOVED BY COUNCILLOR JULIAN TUER SECONDED BY COUNCILLOR CEDRIC BRIGGS & CARRIED BY THE MAJORITY; THAT the Minutes of the regular council meeting held November 2 ND, 2015 be adopted with modifications. Councilor Denis Vaillancourt voted against. Councillor Lindsay Tuer omitted to vote since she was absent for that meeting. 4. QUESTION PERIOD +/- 7 citizens 5. URBANISM 5.1. REPORT OF THE PLANNING ADVISORY COMMITTEE The report of the Planning Advisory Committee has been deposited. 6. MUNICIPAL INSPECTOR S REPORT 6.1. REPORT FOR THE MONTH OF NOVEMBER 2015 Permits issued 9 permits or certificates of authorization were issued in November 2015, for a value of 22500$. Inspections/ infractions Four inspections of permits were done. One infraction notice issued. Other Inspection of sandpits in relation with CPTAQ authorizations Entry into force of RCI from the MRC for the management of water and erosion control. THE MUNICIPAL INSPECTOR S REPORT IS DEPOSITED.

3 7. ADMINISTRATION 7.1. RESOLUTION TO FIX THE INTEREST RATE FOR THE 2016 UNPAID ACCOUNTS # MOVED BY COUNCILLOR JACQUE DROLET SECONDED BY COUNCILLOR DENIS VAILLANCOURT AND CARRIED UNANIMOUSLY; THAT the interest rate in 2016 for unpaid accounts remain at 12% annually RESOLUTION TO RENEW THE ANNUAL CONTRACT WITH INFOTECH # IT IS PROPOSED BY COUNCILLOR ROBERT CHARTIER SECONDED BY COUNCILLOR JULIAN TUER AND CARRIED UNANIMOUSLY; THAT the municipality approve the renewal of the contract with Infotech for the accounting system and 20 hours of technical support be included for the cost of $ 6, taxes included. THAT the addenda #3 be adopted to set the increase of 2% per year, for the 3 next years RESOLUTION TO REFUND FEES FOR DAY CAMP WHEREAS the city of Waterloo refunds part of the citizen s fees for the use of day camp; WHEREAS Mrs. Lise Jacques asked for a refund; # THEREFORE, IT IS MOVED BY COUNCILLOR ROBERT CHARTIER SECONDED BY COUNCILLOR LINDSAY TUER AND CARRIED UNANIMOUSLY ADOPTED THAT the municipality of Bolton-Ouest reimburse 300$ to Mrs. Lise Jacques, which represents 50% of the fees for the thematic activities NOTICE OF MOTION TO MODIFY BY-LAW # CONCERNING PESTICIDES AND FERTILIZERS N.M. NOTICE OF MOTION is made by Councilor Jacques Drolet that at a subsequent council meeting a proposal will be made to adopt the by-law # concerning pesticides and fertilizers RESOLUTION TO ACCEPT AN AGREEMENT BETWEEN MR. PAUL HÉBERT AND THE MUNICIPALITY OF BOLTON-OUEST CONCERNING THE USAGE OF A DRY HYDRANT LOCATED ON HIS PROPERTY AT 87 GLEN, BOLTON-OUEST WHEREAS a dry hydrant has been installed on Paul Hébert s property on Glen road, West Bolton; WHEREAS according to the <schema de couverture de risques incendie> the Municipality of West Bolton is under the obligation to install a certain number of dry hydrants on its territory; # THEREFORE IT WAS MOVED BY COUNCILLOR JACQUES DROLET SECONDED BY COUNCILLOR CEDRIC BRIGGS AND CARRIED BY THE MAJORITY;

4 THAT the mayor Donald Badger and Director-General Philippe De Courval are authorized to sign the agreement for the amount of $500, for and on the behalf of the Municipality of Bolton-Ouest. Councilor Denis Vaillancourt and Councilor Robert Chartier voted against RESOLUTION TO ACCEPT AN AGREEMENT BETWEEN MR. PIERRE CLAIR AND THE MUNICIPALITY OF BOLTON-OUEST CONCERNING THE USAGE OF A DRY HYDRANT LOCATED AT 42 SUMMIT, BOLTON-OUEST WHEREAS a dry hydrant has been installed at 42 Summit road, Bolton- Ouest; WHEREAS according to the <schema de couverture de risques incendie> the Municipality of Bolton-Ouest is under the obligation to install a certain number of dry hydrants on its territory; # THEREFORE, IT WAS MOVED BY COUNCILLOR CEDRIC BRIGGS SECONDED BY COUNCILLOR JACQUES DROLET AND CARRIED BY THE MAJORITY; THAT the mayor Donald Badger and Director General Philippe De Courval are authorized to sign the agreement for the amount of $350, for and on behalf of the Municipality of Bolton-Ouest. Councillor Robert Chartier voted against RESOLUTION TO ACCEPT AN AGREEMENT BETWEEN MR. PHIL O BRIEN AND THE MUNICIPALITY OF BOLTON-OUEST CONCERNING THE USAGE OF A DRY HYDRANT LOCATED ON MR. O BRIEN S PROPERTY AT 338 BRILL ROAD, BOLTON-OUEST WHEREAS a dry hydrant has been installed on O Brien s property on Brill road, Bolton-Ouest; WHEREAS according to the <schema de couverture de risques incendie> the Municipality of Bolton-Ouest is obliged to install a certain number of dry hydrants on its territory; # THEREFORE, IT WAS MOVED BY COUNCILLOR JACQUES DROLET SECONDED BY COUNCILLOR JULIAN TUER AND CARRIED BY THE MAJORITY; THAT the Mayor Donald Badger and Director-General Philippe De Courval are authorized to sign the agreement for the amount of $1,000, for and on behalf of the Municipality of Bolton-Ouest. Councillor Robert Chartier and Councillor Denis Vaillancourt voted against. 8. ROADS 8.1. ROAD WORKS REPORT Work done: Grading at various places. Reconstruction of the corner at Quilliams/Brill. Reinstallation of the culverts on Spicer and Argyll Roads.

5 Installation of sediment basins on Bailey hill. Improvement of the profile and drainage coming down onto Bailey bridge. Reprofiling the ditches on the North side of Vista road. Sediment basins cleaned out on Mountain, Paramount and Cousens roads. Signs erected or changed on Mason, Stukely, Bailey and Tuer roads. Leaves and debris cleaned out of several culverts and ditches. Road surface repaired on Goodwillie and Stukely roads. Drainage work completed by the double doors downstairs at the Town Hall. Concrete bases poured ready for the generator. THE ROAD REPORT IS DEPOSITED RESOLUTION CONCERNING THE SAFETY AT THE INTERSECTION WHEREAS the visibility is extremely reduced due to bed rocks and vegetation creating a dangerous obstacle for the vehicles arriving from Glen road at the intersection of Bolton Pass road looking towards the southeast direction; WHEREAS the steep slope on the Glen Road reduces the visibility and the reaction time at the stop sign and at the intersection; WHEREAS these intersections represent a significant security risk; WHEREAS these two roads are the responsibility of Transport Québec; # THEREFORE IT IS MOVED BY COUNCILLOR JULIAN TUER SECONDED BY COUNCILLOR LINDSAY TUER AND UNANIMOUSLY RESOLVED; THAT the Municipality of Bolton-Ouest request the Transport of Quebec to put in place security measures to improve safety at the intersection of Glen and Bolton Pass road, in collaboration with the municipality. 9. FIRE 9.1. REPORT FOR THE MONTH OF NOVEMBER October 25, 2015 Car in the ditch $ 1, October 28, 2015 Tree on a power line $ 240,00 October 28, 2015 Tree on a power line $ 726,00 THE FIRE DEPARTMENT REPORT IS DEPOSITED. 10. VARIA THE REVITALISATION OF AGRICULTURE IN BOLTON-OUEST The informative meeting on the revitalisation of agriculture of Bolton-Ouest

held on November 22 nd turned out to be very enthusiastic and successful. Over 50 people attended the event. Details and newspaper clippings have been posted on the Web site. 10.2. RECYCLING BINS Calls for tender to obtain recycling bins for the Municipality.

Councillor Robert Chartier wishes for the council to go forward with the idea. The council wishes to have more time to think about it. 11. ACCOUNTS PAYABLE # MOVED BY COUNCILLOR JULIAN TUER SECONDED BY COUNCILLOR CEDRIC BRIGGS & CARRIED BY THE MAJORITY; THAT the accounts of November 2015 be approved and that the payments of December 7, 2015, in the amount of $94, be issued. Councillor Robert Chartier and Councillor Denis Vaillancourt voted against. 12. CLOSURE OF THE MEETING THE MEETING IS CLOSED BY COUNCILLOR CEDRIC BRIGGS AND SECONDED BY COUNCILLOR JACQUES DROLET AT 20H31 P.M.
